UPPER POPPLETON PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, MAIN STREET, UPPER POPPLETON AT 7.00 PM ON MONDAY 11 MARCH 2019 PRESENT Councillor Stuart Robson (Chairman) Councillor Bob Binns Councillor Kathie Brydson Councillor Vivien Crabb Councillor David Johnson Councillor Roper Langford Councillor John Pannell City Councillor Ian Gillies Seven members of the public Mr James Mackman (Clerk) A Police officer and a PCSO attended the beginning of the meeting and gave a report on recent happenings in the village. 19.039 - TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS 19.040 - TO RECEIVE APOLOGIES AND APPROVE REASONS FOR ABSENCE Apologies were received and accepted from Councillors Farnsworth and Hook. 19.041 - TO APPROVE THE MINUTES OF THE MEETING HELD ON 11 FEBRUARY 2019 The minutes of the meeting held on 11 February 2019, having been circulated and read, were accepted and signed as a true record. 19.042 - PUBLIC PARTICIPATION Residents addressed the Councillors about the proposed floodlights on the tennis courts. 19.043 - TO RECEIVE CITY COUNCILLORS' COMMENTS - for information only City Councillor Ian Gillies reported that: - Network Rail and Northern Rail are discussing the possibility of changing the old coal yard by the station into a car park. TalkTalk have put a green box on the pavement by Old School Court. This is obstructing the pavement and he is endeavouring to have the box moved. The Chairman also pointed out that there were similar boxes on the grass verge on Station Road which had created complaints from residents. The 30mph warning sign in Long Ridge Lane hasn t been working for some time and he asked the Councillors if they had any preference for the type of warning sign that should be installed at that location. 19.044 - PLANNING APPLICATIONS The Councillors considered the planning application received since the February Parish Council meeting as listed below: - Details of Planning Application Comments Ref: 19/00093/FUL - Two storey side extension and single storey front extension including new pitched roof over existing porch at 9 Ebor Way. Ref: 19/00100/FUL - Two storey side extension, single storey rear extension and detached garage and home office building to front at Woodsmoke 3 Copper Beech Close. Ref: 19/00186/FUL Installation of 8 no. floodlights at Poppleton Lawn Tennis Club, Poppleton Community Centre, Main Street. Ref: 19/00302/FUL Single-storey front and rear extensions at 101 Station Road. Ref: 19/00364/TCA Fell horse chestnut tree in a Conservation Area at Thornfield House, Hodgson Lane. The Parish Council objects on the following planning grounds: - The adverse impact on immediate neighbours of excessive and intrusive light pollution and noise which would result in the loss of quiet enjoyment of their homes during evening hours. (b) To note Local Authority Planning Decisions It was noted that the Local Planning Authority had approved the following applications: Ref: 18/02631/FUL Single-storey side and rear extension at 44 Long Ridge Lane. Ref: 19/00137/TCA Fell conifer; prune Holm Oak tree in a Conservation Area at York House. Hodgson Lane. 19.045 - FINANCE (a) To receive a financial statement The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 11 March 2019. The report reflected the receipts and payments below. 1995 James Mackman Expenses 13.49 (c) To receive a report on income received HSBC Bank interest 5.54 (d) To consider an application from Poppleton History Society for funding the renovation of two Rolls of Honour It was resolved that the Society should contact the Ward Committee to see if funding for the project would be available from that source. Chairman to liaise with the History Society re access to West Ward funding. 19.046 - TO CONSIDER MATTERS RELATING TO THE VILLAGE GREENS AND ALLOTMENTS (a) Trees including the replacement of the recently felled trees Residents had written to say they would be willing to fund a Himalayan birch tree to replace the tree that he been recently felled in the car park adjacent to the Lord Collingwood. The proposed tree to be planted at the correct time of the year on the verge between the Collingwood and the stone trough. The Councillors agreed in principle to accept the funding. (b) Events including a request to hold the Children s Sports Day on 27 May The Councillors agreed that the Green could be used by for the Children s Sports day on 27 th May and by All Saints Church for a Fete on 20th July. (c) Maintenance including: - i. The removal of the island in the car park adjacent to the Lord Collingwood One quotation for removing the island and making good had been received. It was agreed that the quotation was unacceptably high and that other quotations should be sought. A number of possible contractors were named. (Action Clerk) ii. The presence of a cable on the surface of the grass in front of Dene Holm It was reported that the cable is still lying on the surface of the Green. The owner of Dene Holm had written to say that the cable company had the matter in hand. It was agreed that the Clerk write to the residents of Dene Holm to ask them to ensure that the cable is rerouted away from the Green as soon as possible. (Action Clerk) iii. The potential hazard of the raised manhole cover on the Green The manhole has been exposed owing to the way that the resurfaced access to Green View has been made. It was agreed that the Clerk write to Yorkshire Water and ask that the manhole be made safe. (Action Clerk) iv. Considering a response to the enquiry about the automatic gates at Green View The subject of the automated gates was discussed. The planning application was reviewed from October 2018 and it was agreed that the matter had been conducted in an appropriate manner. (d) Allotments No report on this subject (e) Guild Hut The Clerk reported that the City Council had sent a rates bill for 2019-20 but that there was no charge to the Parish Council. 19.047 TO CONSIDER COUNCILLOR & CLERK TRAINING The Clerk reported that he is to attend a training session for experienced Clerks on 30 th April, but that Nun Monkton Parish Council is paying for it. 19.048 - TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS, LAMPPOSTS & SIGNS (a) To consider reports on vandalism There were no reports of vandalism (b) To consider the response from the York Civic Trust regarding the refurbishment of the pump in Station Road The Chairman reported that he had had contact with the Civic Trust and that the subject is ongoing with the Chairman having written to the Civic Trust inviting them to fund or contribute to the cost of replacing the pump (cost involved 580). (c) To consider the state and problems of School Lane See minute 19.053c below for details. (d) To receive other reports It was reported that a digger has caused damage to the footpath at the entrance to Crossfields. 19.049 - TO DISCUSS AND PRIORITISE THE FUTURE REQUIREMENTS IN RELATION TO MAINTAINING AND IMPROVING UPPER POPPLETON BY CYC' It was agreed to defer discussion on this subject until the new Parish Council meets after the 2 nd May election. 19.050 - TO CONSIDER A REQUEST TO BE PART OF A JOINT MEETING TO DISCUSS PROBLEMS ON THE MOAT FIELDS IN NETHER POPPLETON One of the Moat Fields Management Group had requested that the Upper Poppleton Parish Councillors take part in a Joint Meeting with other members of the Moat Fields Management Group and the Nether Poppleton Parish Councillors. The Councillors resolved that they would not take part in a Joint Meeting unless specifically requested to do so by the Nether Poppleton Parish Councillors. 19.051 - TO RECEIVE COMMITTEES' REPRESENTATIVES REPORTS (a) Poppleton Community Trust It was noted that the minutes of the Executive Committee meeting held on 29 January had been sent to Councillors. (b) Any other meeting No reports. 19.052 - TO RECEIVE A REPORT ON VILLAGE POLICING Prior to the meeting the Clerk had given each Councillor a schedule of incidents in Upper Poppleton reported to the police in February 2019. The schedule was noted. 19.053 - TO RECEIVE THE CLERK'S REPORT ON PROGRESS ON THE FOLLOWING: - (a) Putting Newsletters on the Parish Council s website (Min. 19.030) The Clerk reported that he has put all 15 of the Parish Council s Newsletters published since Spring 2006 on the website. (b) Collingwood car park working party 30 March This was noted. (Following the meeting, the date was postponed until April 6 th at 10.00am owing to the availability of Councillors) (c) The working party s report on hedges and School Lane (Mins 19.031(c), (d) and (e) The draft report for the City Council produced by the working party was approved and is to be sent to the City Council. A copy of the report is to be sent to the Ward Councillors.
