INCIDENT SUMMARY The State Operations is activated at a Level 1 to provide support and coordination for California wildfires. WEATHER SUMMARY SOURCE: NATIONAL WEATHER SERVICE Northern California Dry conditions with smoke locked in the valley affecting air quality and visibility will persist. Winds will become onshore pushing the smoke out of the Bay and through the Delta. The winds will not be strong enough to scour the smoke out of the central and northern Sacramento Valley. Daytime relative humidities 10-25%. Winds will remain 5 to 10 mph over the next few days. Southern California Winds will become onshore, from the southwest, at 5-12 mph during the day with local gusts to 20 mph along the coast. This will increase humidities and cool temperatures. Northern California Valley Temp Highs: 62-72, Lows: 35-45 Humidity: 15-25% Day, 65-80% Night Winds: Variable 4-8 mph winds. Southern California Coast Temp Highs: 65-70, Lows: 50-55 Humidity: 35-50% Day, 85-100% Night Winds: W/SW 5-10 mph, with local gusts to 15 mph. Foothills/Mountains Temp Highs: 55-65, Lows: 15-45 Humidity: 15-25% Day, 30-60% Night Winds: Diurnally terrain driven 4 to 8 mph. Isolated northeast 6-12 mph with gusts to 20 mph after midnight. Inland Temp Highs: 70-75, Lows: 40-50 Mtns Highs: 50-60, Lows; 30-40 Humidity: 15-30% Day, 35-50% Night Winds: Light and variable becoming west 5-10 mph by late morning. Outlook for Saturday/Sunday: Fire Weather watch for Sierra Nevada Foothills late Saturday night through Sunday. Winds will increase along the central and northern Sierra Nevada foothills, including the Camp Fire, late Saturday evening through Sunday. Winds combined with humidities in the 20s to lower 30s overnight and in the teens on Sunday will result in the potential for critical fire conditions. Winds are expected to decrease early evening Sunday. Southern California will stay dry and mild, as light onshore flow continues over the weekend. The first chance of precipitation still looks to be sometime around or after Thanksgiving, with low confidence on exact timing. Precipitation with this first weather system looks light, with no high intensity short duration rain events to trigger debris flows. CA-ESF 5: MANAGEMENT LEAD AGENCY: CAL OES California Department of Education (CDE) School closures for 11/16/2018 across Northern California, exceed 1,000 schools serving more than 600,000, potentially more than 1,000,000 students due to air quality. Many schools will be closed next week due to the Thanksgiving holiday. Reported Damages Local schools are relying on Cal FIRE to report the status of schools as damaged or destroyed. CDE is working with CAL FIRE to share baseline information in support of their windshield surveys. Paradise Elementary (588 Pearson Rd, Paradise) and Achieve Charter High School (771 Elliott Rd, Paradise) are reported destroyed by the Deputy Superintendent of BCOE. Page 4 of 10

CA-ESF 10: HAZARDOUS MATERIALS LEAD AGENCY: CA ENVIRONMENTAL PROTECTION AGENCY (CAL EPA) Air Monitoring California Air Resources Board (CARB) is working on selecting a location to deploy another air portable to the town of Palermo, which is just south of Lake Oroville. Air monitors and air quality sensors deployed to monitor community of Chico-Tuscan Ridge, City of Santa Rosa, South Sacramento, and Natomas. Hill and Woolsey Fire, Ventura/ Los Angeles County CARB is replenishing the portable air monitor cache in Santa Barbara and discussing air monitoring support needs with Santa Barbara County Air Pollution Control District (APCD) and APCD.
