REGULAR MONTHLY MEETING TUESDAY, MARCH 20, 2012 BOROUGH COUNCIL CHAMBERS 7:00 PM MINUTES THE REGULAR MONTHLY MEETING OF THE GLASSPORT BOROUGH COUNCIL WAS CALLED TO ORDER BY THE PRESIDENT OF COUNCIL, TERRY DIMARCO. ROLL CALL: BRADLEY, PRESENT; CRNCIC, PRESENT; KOWALSKI, PRESENT; KUDLA, PRESENT; SKERKOSKI, PRESENT; TRUNZO, PRESENT; DIMARCO, PRESENT; MAYOR EVANOVICH, PRESENT. PLEDGE OF ALLEGIANCE. CITIZENS CONCERNS AND REQUESTS: Motion: Skerkoski seconded by Crncic To hear concerns and requests of citizens present. Shirley Stewart Ohio Avenue, Glassport Last month Roger and I were trying to think of a way to keep Glassport clean. We were thinking about what an experience it has been and it is the fourth year that we have been doing this. There was a can sitting on the side of the store. When we would go by we would pick the stuff up out of the box. It disappeared after one year. We found some wooden boxes. We went to Home Depot and put them down by 7 th and Monongahela Avenue and by the bus stop, one by Carol s Coffee Shop. We had them there for three weeks and we didn t have to pick up any garbage. People have been so happy with those wooden boxes. A man told us God Bless you, this is just wonderful. We are trying to make people happy. People tell us they are grateful and the store owners are doing a lot more. We made progress. Terry DiMarco said that the Borough should reimburse them $25 for each wooden box that they purchased. Just bring in your receipt and we will pay you. Shirley said she bought four of them. Nancy Crncic said you and Rodger know the best spots. Shirley said it makes people smile and they are happy. Terry DiMarco said tell GDC to get the businesses to pay them for more before Roger & Shirley buy more. Tom Bradley said you could have a can just for cans. We could get something out of it.
Shirley said we never find any cans. When we were standing down there we saw a man with a bag full of cans and he said he was going to give it to us. Motion: Trunzo seconded by Bradley To reimburse Roger and Shirley Stewart for the boxes. Jim Borucki Pennsylvania Avenue, Glassport 2 Talked about the Borough Garage Roof. Good job and I think that was great that you had that done. Borough workers are cutting down all of the trees and left the remains. Why are they cutting down the trees? Those trees cut down on the noise. Why were they cutting them, were they asked to? That is why you live on the hill. Talked about DSL internet service being available in the Borough. I tried to get it but I couldn t. Anna Kudla, Council, said if you have a 67 extension it is not available. Jim Borucki said you don t have a choice then you are stuck with what they give you. John DeSue said Clear is wireless. Verizon is looking at FIOS. Clear is a possibility. Jim Borucki asked about the reassessments. Why isn t Glassport on this list passing a resolution against the assessment increases? John DeSue, Borough Manager, said it was passed after they sent that list out. APPROVAL OF MINUTES. Motion to approve the Minutes of the Regular Monthly Meeting of February, 2012. Motion: Kowalski seconded by Skerkoski That the minutes for the Regular Monthly Meeting of February, 2012, be approved and recorded in the minute book. STANDING COMMITTEE REPORTS: Parks and Recreation: David Kowalski, Chair/Council The Easter Egg Hunt will be held on Sunday, April 1, 2012, at 2:00 pm at the Glassport Ninth Street Ballfield. Sign ups will be taken at the Borough Building until March 23. There will be special prizes.
The easter bunny, hot dog and drink provided free to children. Bring one homemade easter hat to win 1 st, 2 nd, or 3 rd prize. Bring your own bag or basket. Children 10 and under are eligible. 3 Fun To Be A Kid Day will be held on Saturday, June 23, 2012. We will accept all volunteers for this event. We appreciate your time and ideas. The Ninth Street Playground is limited up to 10 years old. There are a lot of toddlers up there. People are happy that there is an age limit. The playground is being used all the time. We have to find something for the 11-15 year old kids. We will be opening up the basketball court at the Community Youth Center. SEWAGE COMMITTEE & GDC COMMITTEE: Thomas Bradley, Chair/Council Month of February, 2012 Expenses - $38,814.00 Month of February, 2012 Receipts-$ 45,002.00 January, 2012 Expenses.$27,783.00 Month of January, 2012 Receipts - $39,471.00 Year To Date Expenses $66,597.00 Year to Date Receipts $84,474.00 Month of February, 2012 Delinquents Collected - $3,183.00 We are in the process of purchasing a new blower for the sewage plant. It is very important that we have it. We are looking into buying a second one. Our third worker will be back to work on Monday. As far as the GDC they redid their by laws. STREET COMMITTEE: Terry DiMarco, Chair/Council Take Christmas Lights down off trees on the main street, tar streets, cold patch, salt streets, salt 4 th, 9 th, Broadway steps and around borough building, rebrick catch basin on Nebraska Avenue, Tile floor at Borough Building, put up green reflective strips on stop sign posts, dye test sewer line, repair drain line to catch basin Oregon Avenue, open clogged inlet Harrison Hollow, clean catch alls Harrison & Detroit Hollows, repair drain line Fairview Avenue, put up Handicap signs. Thermostats are available for the Vision Impaired. A special large dial thermostat is installed in the customer s home for free for vision impaired customers. The thermostat cover provides an audible clicking sound as the thermostat is being adjusted allowing the user to count how many degrees they have raised or lowered the thermostat. To request a special thermostat contact People Natural Gas at 1-800-400-WARM (9276). Remarks: Thomas Bradley said that Vanscoy will suck out Sewage Septic Tanks and he will get back to us to see if we could get that sent to our plant so that the sewage plant can get money. We can sell it to the farmers so they can use this as fertilizer. Also talked about bringing Port A John waste from Clairton to Glassport and see if Vanscoy would want to do this.

Bingo was held and a profit was made. Next bingo is Tuesday, April 3, at 7:00 pm 2 new members joined, total membership 321 The free income tax preparation continues on Thursdays through April 12 th, but all slots are filled. There will be an indoor flea market this Saturday, March 24, 8 am 2 pm. The kitchen will be open. Bus trip to the Meadows Casino Wednesday, March 28, 2012. Sign ups at the Center. The 2012/2013 Statements were mailed this week. The first quarter is due on May 16 th. If you pay for the full year by May 16, you get a $5.00 discount. SOLICITOR S REPORT: Gary Matta (Dodaro, Matta and Cambest) Ordinance No. 1120 Dumpster placement Motion: Kudla seconded by Trunzo 6 To approve the Ordinance and record it in the Ordinance Book of the Borough of Glassport. COMMUNICATIONS: Received a letter from Allegheny County Economic Development regarding the Energy Program for Municipalities. All work has been completed in accordance with the scope of work and has cost the Borough of Glassport nothing for receiving lighting and programmable thermostats, domestic water conservation, hot water heater retrofit, and weatherization. The County has thanked us for making this program a success. New traffic patterns will go into effect on the Mansfield Bridge on March 19, 2012. Traffic will be restricted to the center lanes beginning at 9:00 am on Monday, March 19, 2012, and continuing until 6:00 pm., on Thursday, March 22, 2012. There will be no closures of the bridge, but minor delays may occur as a result of the new traffic patterns. The county has created a Mansfield Bridge Project website with construction details and traffic information at www.alleghenycounty.us/publicworks/mansfieldbr.aspx. Mayor Michael Evanovich commented on the U Turn that it was posted No U Turn and we took it out because we were trying to keep people off of Marie Street, now they can make a U Turn when they get off of the ramp. You don t realize how much traffic is on that bridge. If you can by pass it do it. NEW BUSINESS: South Allegheny Football Boosters BINGO will be held on Sunday, April 22, 2012, at 2:00 pm; at St. Mark s Church in Liberty Boro. All paper bingo will cost $20. Big Jackpot! South Allegheny High School Yearbook Staff is seeking business ads. A business card size ad for the Borough would be $30. All ads will be in color. Does Council wish to purchase an ad for the yearbook. Motion: Skerkoski seconded by Kowalski To purchase an ad for $30 for South Allegheny Yearbook. SMV Associates (Steve Volpe) Building Inspector has submitted his report for February, 2012.
