Overall Summary Cooperation in accordance to published Departure / Arrival Time Window would help reduce workload and disruption for all involved More fluctuation of arrivals in accordance to Arrival Time Window and arrivals attempting to comply but ended up operating later than Arrival Time Window Week 3: 32-59 percent Week 4: 27-73 percent There appears to be correlation between significantly low Arrival Compliance on Saturday, 7 July 2012 (27 percent) and Sunday 8 July 2012 (32 percent) with significant increase of airborne delay 9 Jul 2012 13

Overall Summary Readiness of runway, taxiway, signage affects overall aerodrome capacity In case of emergency maintenance, all involved need to be notified as soon as practicable Airborne delay continued to be lower than ground delay Ground delay managed at aircraft stand with engines off in accordance to Gate Hold Procedure Arrivals given priority to alleviate airborne delay, reducing need for diversions 9 Jul 2012 14

Overall Summary More collaborative exchange of information among airport operators, aircraft operators and ANSPs could assist in minimizing operational impact of the maintenance Single-Runway Capacity of 34 movements/hour in line with operational results Delay advisory provided in line with operational results <https://www.bobcat.aero/vtbsrwymaintenance> Feedback from the airlines indicated that delays forecasted were in line with operational results 9 Jul 2012 15

Recommendation Airport Collaborative Decision Making (Airport CDM) should be implemented to facilitate speedier exchange of situation such as planned off-block readiness, weather pattern, airport surface conditions in order to reduce operational workload and enhance operational efficiency Weather forecast, surface conditions should be provided in advance to all involved for pre-tactical planning Tactical system should be able to actively distinguish those operating in accordance to plan from others to provide incentive to operate in accordance to plan Communications with all involved continue to be necessary 9 Jul 2012 16
