Fly Quiet PerFly Quiet Period Fly Quiet I = Definitions Fly Quiet Period Fly Quiet I = Fly Quiet II = Fly Quiet III = Runway Rotation Period Fly Quiet Period The Fly Quiet Program is a voluntary program that encourages pilots and air traffic controllers to use designated nighttime preferential runways and flight tracks developed by the Chicago Department of Aviation (CDA) in cooperation with the O Hare Noise Compatibility Commission (ONCC), the airlines and the air traffic controllers. These preferred routes are intended to direct aircraft over less-populated areas, such as forest preserves and highways, as well as commercial and industrial areas. 10p to 7a are preferred hours. Fly Quiet I Shoulder hour from % 10p to 11p 1 arrival and 2 departure runways % Fly Quiet II = Fly Quiet II 11p to 6a 1 arrival and 1 departure runway Fly Quiet III Fly Quiet 6a to III 7a = 2 arrival and 1 departure runway Runway Runway Rotation Period the period during the Fly Quiet overnight program when iod air traffic control can safely and effectively begin planned single arrival and departure Fly Quiet I = Fly Quiet II = Fly Quiet III = Runway Rotation Period
Goals of Fly Quiet and RRP I Key Goals of the RRP I Short Term noise relief to communities Reduce impacts to most effected communities avoid consecutive effects Distribute impacts more fairly Provide predictability Key RRP Determinants of Success Nighttime arrival and departure runway balance Reduction of nighttime noise impacts to neighboring communities Positive public response
Fly Quiet and the RRP Average Nighttime Fly Quiet Period Ops = 97 26 Wide body ops per night

Runway Rotation Program I - Outcomes BALANCE
Fly Quiet and the RRP PREDICTABILITY Elk Grove
Runway Rotation Program I - Outcomes Reduction of Noise Impacts Complaints SOC Community nighttime complaints decreased by 33% from 3 rd Q 15 to 3 rd Q 16 Total complaints increased from 3 rd Q 15 to 3 rd Q 16 by 22% Public Survey Responses 61% of responses indicated they want RRP to continue after test 3400 (55%) of responses from west of O Hare 63% of responses came from homes Older than 40 years
Runway Rotation Program I - Outcomes FAA RRP I Review Recommend against allowing taxi operations across an active arrival runway FAA recommends leaving a long runway open for requested operations FAA Recent does History not like use of 9R as an arrival runway (at this time) O Hare ATC Safety Council Lukewarm to the idea of mixed operations dept/arr same runway
Runway Rotation Program II New Rotation Plan
Runway Rotation Program II Next Steps Finalize Test 2 Schedule FAA Approval Begin Test 2 April 30 12 weeks Develop a Rotation Plan for After Runway 15/33 is Decommissioned SOC Considering a new proposal from JDA for RRP II and beyond No request for additional funding to date
Legislative Updates HB 3240 Noise Monitoring Reports (Winger) On or before June 30, 2018 each airport shall upgrade its permanent noise monitoring system to be capable of producing data necessary to meet the requirements of Public Act 99-202 Permanent Noise monitoring report and contour maps shall be produced using the criteria in this Act CDA/ONCC capabilities to meet the date should this pass? HB 3248 Airports - Environmental Impacts (Winger) Amends DOT Law requiring DOT to assist IEPA in performing an environmental study that will assess noise levels, air pollution, gas and fluid emissions, etc., in 2018/2019. Amends Environmental Protection Act, Section 4. Requires IEPA to conduct surveys regarding air pollution, noise pollution, emissions and the effect of these upon quality of life and property values.
