2.0 Minutes of meeting held on 16th January, 2018 2.1 Item 2.1 Virgin Media VM 2 year programme of works in South Fife to be circulated to all Utilities once received by FC. Programme not received as yet. OH to discuss with Paul Coletti. Ongoing to next meeting. OH 2.2 Item 2.2 Virgin Media use of high quality materials BS advised following on from previous discussion if non standard covers and frames used, VM will not be responsible for maintaining them. If VM cannot get them open then they would look to Fife Council to open them to allow access. VM would supply f.o.c. frames and covers for resurfacing works. General discussion regarding covers and frames, BS requested more consultation between FC and Utilities prior to works starting. IJ and MB to discuss with FC designers. MB/IJ 2.3 Item 2.3 SGN B981 Crossgates to Cowdenbeath, SGN works on hold due to wayleave issues. AD advised site for governor still to be found. AD/IJ 2.4 Item 2.4 Clancy Docwra Issues with Clancy's poor performance. LJ advised change in SPEN management structures. LJ sending details to IJ. LJ 2.5 Item 4.1 Performance Openreach Cat C's below 90%. IJ to discuss with Adrian Henzler. Post meeting - improvements had been made and AH would continue to monitor. 3.0 Co-ordination of Roadworks 3.1 Item 3.1.1 FC South 2
As per programme.. Any issues contact JC or IJ Item 3.1.2 FC North C20 Freuchie to Orkie Farm and C23 - road closures with diversion routes will impact on BEAR. C20 - AD (SGN) advised be aware - medium pressure main. Major works in St Andrews - Utilities be aware any issues contact KS Item 3.1.3 FC Mid B922 Cluny Clays northwards and B981 mini r/a - diversion route will have impact on BEAR Glenrothes various streets in Town Centre - plans will be circulated when exact route confirmed Leven carriageway schemes, Largo Road, McIntosh Crescent, Scoonie Cres/Brae. Utilities be aware and do works prior to works starting. Any issues contact MB MB 3.2 Item 3.2.1 BEAR Northeast M90 Jct 4 south - upgrade to 2km section of central reserve safety barrier. Provisional date June 2018 A92 Muirhead underpass, Lochelly - parapet replacement. Lane closures TTM may be required, provisional June 2018 3.3 Item 3.3.1 AMEY As per Road Works Register Kincardine Bridge works May 2018 3.4 Item 3.4.1 Scottish Water Ladybank, Beeches, Hill Street, Cupar Road - May/June 2018 East Wemyss, road closure with diversion 3
Kennoway, works - April 2018 Carnock works June 2018 Item 3.4.2 INEOS as per Road Works Register Item 3.4.2 Scottish Power As per Road Works Register Item 3.4.4 Openreach As per Road Works Register Item 3.4.5 SGN Methilhill works ongoing until March 2019 Auchtermuchty, Low Road area - delayed until Dec 2018 to June 2019 Burntisland, Aberdour Road area now Jan to June 2018 Kirkcaldy, Esplanade area - May to Oct. 2020 Leven, major works - ongoing until July 2019 Lumphinnans, Viewfield Terrace area -Sept/Oct. 2018 Anstruther mains replacement programme. KS agreed with Jim Souter works be delayed until September to avoid school AD/KS Item 3.4.8 Virgin Media Dunfermline, no dates as yet - OH to liaise and send programme to JC. OH/JC 4.0 Performance 4.1 Energetics well below 90%. overall for the year 57.1%. Cat A's 33.3% and Cat C's 66.7%. Information emailed to Brian McAteer to investigate further. BMcA 4
4.2 Openreach - overall 91.9%, Cat C's bringing figure down to 84.8% 4.3 Scottish Power - overall 90.2% pass Cat A's 80.3%, bringing figure down. 4.4 4.5 4.7 Scottish Water - overall for the year 95.1%. Cat A, B, & C's all above 90%. Good performance. SGN - overall for the year 95.2%. Cat A, B, C's all above 90%. Good performance. Virgin Media - overall figures all below 90%. This is concerning and must be addressed for the next phase in South Fife. 5.0 AOCB 5.1 Culross Cobbles - re-use and re-do existing Conservation cobbled area. LJ to liaise with JC LJ/JC 5.2 5.3 TTL applications - failure to provide adequate time to request as 7 days notice required. MB also raised issue when lights were to be manned, queues were forming due to lack of supervision as operator was sitting in van. General discussion, agreed to contact Utility concerned and they would deal with the issue. INEOS information workshop in September - contact KS for further information. 5.4 Transport Scotland have produced the correct Network Access Forms to be used for access to Trunk Roads and these will be available on the SRWR from May. 5.5 BEAR mentioned receiving complaints from MOP regarding litter on the A92. HM advised that it is only the M90 motorway that BEAR litter pick. Network Access has been approved for Fife to carry out litter picking on A92. 5.6 A92 Muirhead, potential Planning Enforcement issue. Permission was granted for Car Wash and latterly for the catering van. Appears also that there are wooden shed/playhouses for sale? Has permission been sought and approved? HM to forward details to MB HM/MB 5
