Shrewsbury, Shropshire Cllr Mrs A P R Budgen declared an interest in item 143/2018 (ii) planning application Erection of a conservatory to rear elevation of detached house, dimensions 6.04 metres beyond the rear wall, 3.5 metres maximum height, 2.1 metres high to 3 eaves at Jigsaw, Church Road, Baschurch, Shrewsbury, Shropshire. 139/2018 COMMUNITY REPORT AND PUBLIC QUESTION TIME The Chairman of the Royal British Legion Branch discussed placing poppies on lamp posts within Baschurch Parish. The members of British Legion would take responsibility for putting up the poppies on the lamp posts and just asked for support from the Parish Council to do this. There would be 20 poppies placed in Baschurch 10 Weston area, one in Stanwardine and one in Yeaton to mark the 100 th Anniversary of end of the First World War. This was discussed and agreed by Councillors. Residents from Weston Lullingfields attended the Meeting and gave concerns in respect of traffic in the Weston area and the lack of consideration for riders and horses on the road. They requested the Parish Council place signs around the area to try and help relieve the situation. The Chairman stated that road signage was the responsibility of Shropshire Council and they should approach them to look into this. Councillors on the Multi Agency Liaison Committee were to bring this issue up at the next Meeting at which Mr Gradwell, Highways Manager would be in attendance. Cllr J Carr stated he would look into signage from the new speed signs which had recently been erected which may help relieve the situation. 1
140/2018 REPORT FROM SHROPSHIRE COUNCIL 53 Councillor N Bardsley stated that discussions were taking place in respect of Community Infrastructure Levy Monies and money may be earmarked for the Schools and Dr Surgery in Baschurch. Cllr Bardsley stated he was still looking into Broadband issues relating to the cabinet in the vicinity of Crosscut Lane, Weston Road, Baschurch. 141/2018 MINUTES OF THE PARISH COUNCIL MEETING HELD ON 3 rd SEPTEMBER 2018 Cllr D Sheldon proposed and Cllr J Carr seconded that the minutes of the Parish Council meeting held on 3 rd September 2018 be confirmed as a true and correct record. This proposition was passed with two abstention and the Chairman signed the Minutes. 142/2018 MATTERS ARISING FROM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 3 rd SEPTEMBER 2018, NOT ITEMISED ON THE AGENDA There were no matters arising. 8.20p.m. The Chairman handed the Meeting over to Cllr J Carr to deal with planning applications. 143/2018 PLANNING (i) Planning Applications to be considered 18/04046/FUL- Erection of single storey side extension at 6 Prescott Meadows, Baschurch, Shrewsbury, Shropshire. This application was outlined by Cllr J Carr and after some discussion he proposed to support the application. This was seconded by Cllr B Leeden and passed with one abstentions. Shropshire Council to be informed. (ii) 18/04129/HHE- Erection of a conservatory to rear elevation of detached house, dimensions 6.04 metres beyond the rear wall, 3.5 metres maximum height, 2.1 meters high to 3eaves at Jigsaw, Church Road, Baschurch, Shrewsbury, Shropshire. This application was permitted development and was not discussed. (iii) 18/04110/FUL- Erection of an orangery to the rear of 27 The Wheatlands, Baschurch, Shrewsbury, Shropshire. This application was outlined by Cllr J Carr and after some discussion he proposed to support the application. This was seconded by Cllr D Sheldon and passed with one abstentions. Shropshire Council to be informed. (iv) 18/04238/FUL- Erection of single storey extension of existing School building at Baschurch CE (Aided) Primary School, Baschurch, Shrewsbury, Shropshire. Cllr B Leeden declared an interest in the application as Chairman of Governors for the school but outlined the details of the application before withdrawing from the discussions on the application. This was then discussed by Councillors in much detail. Cllr Mrs S Richards proposed that the Council support the application but make the comment that the Council are extremely concerned as to the possible cost for this building and if it is found to be exorbitant then this application should be looked at again with the option of a demountable classroom instead. This was seconded by Cllr J H Lloyd and passed with three abstentions. Shropshire Council to be informed. 2
143/2018 (Cont d) 54 (v) 18/04305/FUL- Installation of ground mounted Solar PV panels to an area of maximum 500 sq mtrs to an area of low grade agricultural land to the south of the existing site at Greenacres Rural Training Centre, Fenemere Lane. Fenemere, Baschurch, Shrewsbury, Shropshire, Baschurch Shrewsbury, Shropshire. This application was outlined by Cllr J Carr and after some discussion he proposed to support the application. This was seconded by Cllr D Sheldon and passed with one against and one abstentions. Shropshire Council to be informed. (vi) 18/03545/TCA- Work to be carried out to one beech tree and one sycamore tree within Baschurch Conservation area at 5 Prescott Meadow, Baschurch, Shrewsbury, Shropshire. This application was outlined by Cllr J Carr and after some discussion Cllr Mrs S Richards s proposed to support the application. This was seconded by Cllr P Ridgley and passed with one abstentions. Planning Permission Granted 18/02518/REM- Reserved matters pursuant to outline permission reference 14/04172/OUT dated 22nd September 2015 for the erection of one dwelling to include appearance, landscaping, layout and scale at Hafod, Weston Lullingfields, Shropshire. 18/03482/VAR- Variation of condition number 2 attached to planning permission reference CC2008/0013 dated 15/07/2008 to allow the retention of the demountable for a further 10 years at The Corbet School Technology College, Eyton Lane, Baschurch, Shrewsbury, Shropshire. 18/03716/FUL- Erection of single storey rear extension at Ivy Patch, Prescott Road, Prescott, Baschurch, Shrewsbury, Shropshire 18/03935/FUL-Erection of extensions, alterations and detached garage and carport with office above at Newhouse Farm, Fenemere, Baschurch, Shrewsbury, Shropshire. 18/03874/FUL- Erection of single storey extension following removal of existing conservatory and erection of pitched roof dormer to rear roof slope at Paddock View, Weston Lullingfields, Shrewsbury, Shropshire. 9.10pm Cllr J Carr handed the Meeting back to the Chairman. 144/2018 HIGHWAYS AND STREET LIGHTING Street Lighting Programme. The Clerk reported that the Electrical Contractor was looking into allocating a second phase of street lighting to be upgraded in the Baschurch Village. (b) Temporary road closure Crosscut Lane Baschurch from Monday 12 th November 2018 to Wednesday 14 th November 2018 for safety for engineer to work on underground structure. (d) Temporary road closure Church Road, Baschurch on Sunday 11 th November 2018 for Remembrance Day Parade from 10.30am-11.30am. Nobold Road and Shrewsbury Road will also be affected at this time. Signage for horse riders in Weston Lullingfields- This had been discussed at Item 139/2018. 3
144/2018(Cont d) 55 (e) (f) (g) (h) B 5068 at Walford Complaint that there is a large amount of water running down the main Shrewsbury to Baschurch Road in the vicinity of Walford Pool at the bends which would become dangerous if there were a frost. Resolved- Clerk to contact Severn Trent. Roadside Hedge outside Millington Close on Church Road needs cutting back. Roadside Hedge opposite the Wheatlands on Shrewsbury Road needs trimming back. It was reported that Mr. D Gradwell, Senior Traffic Engineer Shropshire Council was looking into the cost and making an Order to place double yellow lines near the build out on the Shrewsbury Road 145/2018 RIGHTS OF WAY Cllr Mrs G Tomlins stated there was nothing to report. 146/2018 REPORTS FROM COUNCILLORS (b) Cllr Mrs G Tomlins stated she had recently attended a Fundamental Training Course for Councillors and had found it most informative. Cllr P Ridgley discussed with Councillors the viability of placing a Christmas Tree in the Village but after much discussion it was found to be a good idea but the problem of linking electricity to the tree would be impossible. 149/2018 (Cont d) 56 (b) Other items of expenditure for consideration Recreation Ground An e mail had been received from the Secretary of the Baschurch Junior Football Club stating that the goal posts looked superficially better but they would have preferred the goal posts to be removed and restored including sanding down, priming and painting. The Finance & General Purposes Sub Committee had discussed this matter and it was agreed that the goal posts be placed on the Agenda at the beginning of the year to look into removing the goal posts when the season has finished to possibly be replaced if the Football club give assurance that they were continuing to use the pitches for another season. They had also requested one or more litter bins to be installed on the fields adjacent to the nearer goal; posts on each pitch. This was discussed at length and it was proposed by Cllr J H Lloyd to purchase three bins, one for each pitch. This was seconded by Cllr B Leeden and agreed by all. Councillors also discussed locations in the Parish where other bins were needed to be positioned. It was proposed by Cllr Mrs A P R Budgen to purchase another seven bins to be placed on the Playground Trust land at the Wheatlands in view of further play development being carried out in the near future. This was seconded by Cllr B Welti and agreed by all. Cllr B Welti proposed that the purchase of the bins was to be funded from Neighborhood Fund. Cllr P Ridgley seconded the proposal. This was agreed by all present. Baschurch Playground Trust-Skate Park Cllr B Leeden requested the Parish Council as Trustees consider donating another 5000.00 towards the Skate Park for further costs in relation to gaining Planning Permission and erection of seating and bins etc in the area of the Skate Park. The firm carrying out the work have not increased their price from three years ago. They are at present building a number of Skate parks in Shropshire and can produce Testimonials if required. This had been discussed at the Finance & General Purposes meeting and agreed. It was again discussed by Councillors and proposed by Cllr P Ridgley that the money be donated as requested and Cllr Mrs A P R Budgen seconded the proposal. This was agreed by all present Report from the Finance & General Purposes Committee Meeting held on Monday 23rd September 2018 at 7.30pm at Baschurch Village Hall. Councillor Leeden reported that the Baschurch Village Hall Trust were progressing with their tenders for the Village Hall improvements to the toilets and will also need to upgrade the heating. Royal British Legion (Baschurch Branch) - The Clerk stated that no progress had been made in respect of the possibility of placing a bench in the Cemetery in memory of Mr 5
58 149/2018 (Cont d) V Lowe. It had only been a thought by the Baschurch Branch of the Royal British Legion. Review of 2018/19 Finances The Clerk and Councillors discussed the Council s finances for 2018/19 and they were presented by the Clerk with receipts and payments. They were also provided with a running total of the Neighborhood Fund and discussed payments to be deducted from this account to fund Parish Baschurch Junior Football Club The Chairman Cllr Mrs S Richards had received an e mail from, Secretary of the Football Club stating that the Club thought the goal posts were going to be removed and restored by the Inspector from Shropshire Council that is checking the play areas. They also requested one or more litter bins on the recreation ground adjacent to the nearer goal posts on each pitch. Review of Cemetery Rules, Regulations and Fees After some discussion Cllr B Leeden proposed that there was to be no change made in respect of fees for this year. To be reviewed in 2019. This was seconded by Cllr B Welti and passed with one against. To discuss Tenders for Street Lighting, General Maintenance & Cemetery Maintenance for 2019. The Clerk distributed the last specifications for the maintenance work to be carried out and asked each committee to look at their areas and make any alterations they felt was needed and to let her have the new specifications by the November Council meeting. 150/2018 CORRESPONDENCE 59 All correspondence received had been dealt with under the Agenda items. 151/2018 DATE OF NEXT MEETING The next regular Parish Council Meeting to be held at 7.30pm on Monday, 5 th November 2018 at Baschurch Village Hall.
