Minutes subject to approval at the next meeting MINUTES OF THE MEETING OF BREEDON PARISH COUNCIL HELD IN THE COMMUNITY CENTRE, BREEDON, ON MONDAY 4 th April 2016 Open Forum: Members of the public had attended the meeting after hearing the news of the development of 27 houses off Worthington Lane, Breedon-on-the-Hill. It was explained that the planning application is a valid application with NWLDC but not registered, that is why it is not yet available to view online. Once registered it will show on the District Council s website and a copy of the application be sent to the Clerk. The Parish Council explained the consultation process to the members of public present and advised how to make comments once the application was registered. 199) Attendances and apologies: Present: Parish Councillors: S Jones, D Camp, J Melen, R Morris, J Morrison and D Keith. RESOLVED: Cllr J Morrison explained he had a meeting arranged with LCC, as part of his involvement with the local action group, to discuss HS2 the route it had taken and why. RESOLVED: None. 204) Police Matters CRIME FIGURES FOR MARCH 2016: Breedon on the Hill 29/02 Theft from Motor Vehicle (nothing taken) Filed pending further evidence (OP PIONEER) 08/03 Criminal Damage (Church) Filed pending further evidence 24/03 Possession of Drugs (Church Car Park) Under investigation Charged Police were in attendance at the Parish Council meeting and explained about their forthcoming event - CRIME PREVENTION EVENT On April 7 th at 6pm at Yew Lodge Hotel, Packington Hill, Kegworth, the team and a selection of companies who sell crime prevention products, as well as representatives from local Neighbourhood Watches and Victim support organisations will be present on the evening. There will be the opportunity to talk the beat team about crime prevention, purchase products and discuss the work of the Neighbourhood Watch and Victim First with their representatives. 205) Chairman s Report. Telephone - 10 per quarter Working from home allowance - 13 per month SLCC Printing (Black and White) 40 annual ( 80 in total but split equally with Long Whatton and Diseworth Paris Council) donation made towards Castle Donington Parish Council for using its industrial printer, including white paper. Parish Council Telephone Number I have purchased a mobile telephone for the Breedon Parish Council, the contact telephone number is now 0754425151. Website and Facebook Update The new Parish Council website is now LIVE!!! There is a lot of information already on there, but much more will be added as we get more time. Please take the time to have a look your comments are welcome. If Councillors would like their personal details or pictures updating, please let me know and I will change this for you. Cllr Melen and I, recommend purchasing the Social Media link. This links the PC website with Facebook and Twitter etc. Each time we load a News item onto the website its automatically transferred to Facebook, this is a great feature and will save a lot of time in the future. Church Update I have chased for an update from LCC and our County Councillor on the letter I sent regarding vandalism at Breedon Church in February I attended Training on S106 agreements/community Infrastructure Levy (CIL). Leicestershire County Council Clerks Meeting (Anstey). LCC Highways attended the meeting to explain that it s in the process of adopting a new Policy and Strategy. It s going to be in line with the new National Code of Practice. This is due out in Summer 2016 and is going to be very different to how things are dealt with at present. Once adopted reported highways issues will be attended to based on Risk. LCC will be hoping to adopt the Policy and be compliant with it within 18 months. 2

LCC is considering decommissioning/downgrading some assets and Parish Councils, due to a declining budget revenue allocations are down 49% on 14/15, have been asked to consider if and what it would consider taking on. The consultation on the new policy is due to take place Summer 2016 and will open for three months. The consultation will cover ALL elements of the policy. LCC stated that it does NOT repair grass verges if they re damaged LCC will ONLY come out if it s a safety issue. Parish Clerk s asked at the meeting that Parish Councils would like to know What LCC do. What LCC is responsible for. What LCC DON T do! This would save time in future. The Parish Council would like better communication and if reports are going to be done on Risk we want to know how they grade the risk we ve reported. North West Leicestershire District Council Parish Liaison Meeting. The Local Plan is going to be considered on 28 th June, where Parish Council s will then be able to comment. Jake from LRALC attended the meeting and expressed how important it was to read the Monthly Newsletters that LRALC put together and must be forward to all Councillors. This then takes the pressure off the Clerk as all legal information is put in here and should help with things not being missed. 2Commune, the website provider, attended the meeting too 2Commune won the contract with LRALC. 14 other companies bid for the contract. There is going to be an hour slide show at Anstey, on 11 th April 1.30 2.30, for those that would like to see what they do and how the website works. NWLDC collect real Christmas Trees, FOC, after Christmas. If interested, please look out for this when your new collection card is delivered. There is now a NEW street Cleansing Team Leader at NWLDC who has taken over the role following Annie Walker taking retirement. Road Closures in relation to the Queens 90 th Birthday No CHARGE. Village Voice. The Village Voice do publish occasional items of editorial business relating to Breedon but it is on an ad hoc basis. Its unable to give a firm commitment to the PC to publish news every month, but if the PC would like to send an email of important news it would be considered alongside other editorial for inclusion. Time scales for editorial are that it must be in my hands by the last Friday of the month to be considered for inclusion in the following months issue. Even then it cannot be a guarantee inclusion. RESOLVED: The Parish Council confirmed that the Clerk would be paid an allowance of 13 per month to work from home, in line with recommendations made by governing body SLCC. (d) To resolve shared expenses with Long Whatton and Diseworth Parish Council. RESOLVED: The Parish Council agreed the Clerks expenses, for more details see above in the Clerk s report. (e) Comments Register. RESOLVED: The Clerk explained that going forward she would like to create a comments register. In order to record, each month, public comments/queries/complaints made to the Parish Council. This should help when following up enquiries with the appropriate local authority as references and logs will have been recorded. The Parish Council were all in favor. (f) To confirm the Parish Council s Publication Guide required as part of the Transparency Code. RESOLVED: The Parish Council agreed and confirmed the new Publication Guide, required as part of the Transparency Code. The Clerk will upload this onto the website. (g) To create a working party to do the annual review of the documents required for audit, to be approved by the Parish Council at the meeting in May. Documents to be included: Financial Regulations, Standing Orders, all Risk Assessments, Disciplinary and Grievance Procedure, Equality Statement and Code of Conduct. RESOLVED: Cllrs J Melen, D Keith and the Clerk will meet, before the next meeting, to discuss the above documents and update them if required. (h) To confirm the quote received for a new play area sign at the play area in Breedon. RESOLVED: The Parish Council confirmed the quote for the play area sign. (Design distributed to Councilor s prior to the meeting) The Clerk given permission to make the order. 207) Local Council and Community Affairs. (a) To receive an update on the Queens 90 th Birthday Celebrations 21 st April 2016. RESOLVED: Activities and the agenda for the evening were confirmed and all responsibilities were agreed. See below for more details. RESOLVED: All donations made at the Beacon Lighting event will go towards the Queen s Commemorative Garden on The Green, Breedon. (c) To update the Parish Council on the new website and confirm the purchase of the Facebook news link. RESOLVED: The NEW Parish Council website is now LIVE! The Parish Council agreed to purchase the Social Media set up on the new website. This links the news items on the website with the Parish Council Facebook page. Please see above in Clerk s Report for more details. (d) To discuss the possibility of employing a local grounds man. RESOLVED: The Parish Council discussed the idea of employing a local grounds man. It was decided to confirm finances for the next financial year and if financially feasible to try the position for 4

a year. Cllr R Morris proposed the above and Cllrs J Melen and D Keith second it. All available from the Clerk. 211) Sub committees: To receive reports from Councilor s on meetings they have attended as Parish Council Representatives. RESOLVED: Cllr J Morrison attended the Donington Park Forum this was very well attended with discussions taking place about future events. Cllr Morrison explained that Donington Park had the enthusiasm to liaise with the local residents. A statement from Donington Park Local residents from DE74, DE73, DE72 and LE12 9 postcode areas are entitled to a on the gate discount at selected Donington Park race events with proof of address. Cllr J Morrison also attended the Parish Liaison Meeting along with the Clerk and the HS2 meeting earlier that evening. 212) Future agenda items: To consider any items for a future meeting agenda. RESOLVED: To discuss future village bulb planting to extend the flowering season. New play area equipment: Cllr D Camp to report on further information received from suppliers.
