MINUTES FOR THE MEETING OF BLOCKLEY PARISH COUNCIL HELD ON THURSDAY 19 TH OCTOBER 2017 AT 7.07 PM IN THE JUBILEE HALL, BLOCKLEY. Present: Cllrs Steve Finch (Chairman), Kevan Lambert (Vice-chairman), Becky Porter, Jenny Lidsey and District Councillor Sue Jepson. In attendance: Mrs Jenny Walsh (RFO) and Mrs Alexia Monroe, the Clerk. Members of the Public: 3 Press Representatives: 0 1. Welcome and Apologies: Cllr Finch welcomed councillors, members of the public and accepted apologies for absence from Cllr Peter Craig, Cllr Margaret Bryan and County Councillor Lynden Stowe. 2. Declarations of Interest in items on the Agenda: Cllr Lambert, Cllr Lidsey and Cllr Bryan are members of St George's Hall Committee (SGH). Cllr Porter is a member of the Allotments Association. 3. Approval of the Minutes of the Parish Council held on 21 st September 2017: The draft minutes having been circulated for approval, were signed by the Chairman. Accepted unanimously. 4. In accordance with Standing Orders public speaking was limited solely to items on the agenda. The meeting was closed: Mrs Teresa Maull (item 9) had contacted BPC in June about the urns being moved and damaged in the churchyard, this situation was still a problem. The meeting was re:opened 5. To co-opt Stewart Bell as a new councillor and designation as Paxford Ward Councillor. Agreed unanimously. 6. County and District Councillor s Report: Cllr Sue Jepson reported that the Local Plan inspectors are working on the plan and close attention is being paid to the extra houses for Moreton. The Community Projects Fund was voted an extra 100k giving a total of 200k. There will be match funding of up to 10,000 for projects involving village halls. The new shared service company Publica (four district councils, Forest of Dean, Cheltenham, West Oxfordshire and Cotswold District Council working together) will be launched on 1 st November. Savings of 38m are expected over a ten year period. Details are on the Cotswold District Council website. 7. Finance: 7.1 Report by Jenny Walsh (RFO) for October which had been circulated to councillors. 7.2 Preliminary discussion for the budget 2018/2019. It is anticipated that there should be no need to use the reserves as there will be an increase of 20,000 in the precept as agreed as part of the five year plan which will be implemented in April 2018. The budget will be discussed in November and agreed in December. 7.3 To approve expenditure items and BACS payments for October. Agreed unanimously. 7.4 To approve the purchase of a pool table for the Youth Club with several grants at a cost of 364.98. The Clerk to write to Mrs Mayo to reiterate that the pool table is for the sole use of Youth Club and that The Sports and Social Club needs to clear the shed, so that it can be stored safely. Planning: Cllr Finch reported on the recent planning applications. The councillors approved the Parish Council s views submitted to CDC. BPC 0 objection: CDC: 8 permitted, 1 refused; 0 withdrawn; 13 in circulation. Agreed unanimously. 9. Burials/churchyard/cemetery: Update on the repair of the drystone wall in the cemetery in. Faculty Schedule B which was submitted to the Archdeacon for fast tracking approval, has been refused. A longer process for Faculty approval will now be undertaken (deadline is tomorrow for the November meeting of the Diocesan Advisory Committee) and planning permission will be needed from CDC. As the wall has slipped even further, temporary scaffolding will be needed to support the wall until work can be started, quotations are being sought and quotations are being sought from two further drystone wall companies. Cllr Finch will draft a response to Rev Delap about the liability and ownership of the wall and to Mrs Thompson about the ownership of the wall. 10. Youth: Cllr Lidsey reported that at the last Youth Club meeting there were 23 children. Cllr Lidsey will ask the CMAS leaders about the smoking and drinking witnessed and reported, amongst the children. The Clerk to ask CMAS for the proposed costs of the Service Level Agreement for next year and Play Rangers for their fees for the half term holiday provision. 11. St George s Hall: Cllr Lambert reported that the Charities Commission have agreed sole trusteeship for the Parish Council. There will be a meeting with Cllr Lambert, Jenny Walsh, Ray and Sally Mayo to look at the bookings, contracts and finances of SGH. 12. Highways: The Clerk has passed on a request to Highways to turn Chapel Lane in into a Quiet Lane. No reply has yet been received. 13. Playground inspections: One part to repair the toddler play equipment at Wydelands was mistakenly ordered and will hopefully be exchanged shortly. Ray Mayo will be asked to look at Aston Magna fence damaged by children climbing over it.
14. Remembrance Sunday: 12 th November 2017. Wreaths have been ordered, the school children and Brass Band will be on duty as usual. A meeting was held yesterday with Rev Delap to discuss arrangements for the services in and Paxford. 15. To update on the defibrillator for Station Road,. The Clerk and RFO will look into the grant application from Community Heartbeat Trust for a defibrillator in a thermal jacket. 16. Correspondence emails have been circulated to councillors. 17. Urgent Matters to Report: 17.1 Cllr Porter will look at the tree report and advise of what needs to be done and add it to the budget requirements. 17.2 On November 16 th there will be a presentation by Shipston Area Flood Action Group at 6pm in the Jubilee Hall. 18.
