PUBLIC FORUM FOR QUESTIONS - i) No questions had been received or were presented by members of the public. 5. REPORTS FROM EXTERNAL ORGANISATIONS - i) Knutsford Rural Policing Team - No report had been received from the Policing Team. ii) Cheshire East Ward Member - Borough Councillor G. Walton reported it is hoped the S.106 Agreement in respect of the Stobart site will be completed in the near future. It was noted that the Cheshire East Council Local Plan is likely to be re-submitted to the Planning Inspectorate for examination in the coming weeks. It was also noted that efforts to promote the production of Neighbourhood Plans by Parishes are coming to fruition with several currently underway and a number being submitted. iii) ChALC Macclesfield Area Meeting 02/07/15 - The Clerk reported that the meeting had focussed on two main themes. A presentation by Peaks & Plains Housing Trust highlighted their current business structure including services available to non-residents. An update on the Cheshire East Local Plan noted that it is likely to be re-submitted to the Planning Inspectorate for examination in the near future with resumption of the examination taking place later this year. a) That an article be requested from the speaker at the above event for publication in the Village magazine to raise awareness of the services offered by Peaks & Plains Housing Trust. 6. FINANCE - i) Financial Statement 2015/16 as at 14 th July, 2015 - (Appendix A) The Clerk presented the financial statement 2015/16 and brought Member s attention to the following items: the current over-budget status of two budget headings will be resolved when a revised budget is presented to a future meeting (the payments made under these headings were approved at the last meeting); a reduced fee, compared to last year, had been charged for the RoSPA inspection of the Village Field facilities; the charging arrangements for tennis coaching were currently being queried as there appears to be a discount being applied by the provider which is being recharged to the Parish Council. It was also noted that the invoice in respect of the tennis coaching did not allow for the recovery of the VAT element. ii) To authorise the following payments - the Clerk outlined the basis of the following payments: a) Cheque No. 001072 E. Norbury 460.20 Village Floral Displays i) Cheque No. 001080 St. John s Church 100.00 Grant - War Memorial Restoration Project (Funds awarded by Hanson UK) iii) Receipts - the Clerk reported that the following receipts had been received since 1 st April, 2015: a) Stockport Metropolitan Borough Council 250.00 Grant - Crewe to Manchester Community Rail Partnership b) Chelford Church of England Educational Foundation 500.00 Grant - Tennis Coaching 34/15 Resolved a) That the Statement of Account, as at 14 th July, 2015 be received and the Clerk s observations duly noted. b) That payment of item (f) be deferred until such time that clarification in respect of the sibling discount, offered by Premier Sport to participants, is received. Furthermore, the invoice is not addressed directly to the Parish Council, therefore, reclaim of VAT in the sum of 49.50 will not be possible. c) That the remaining schedule of 8 payments be approved and duly authorised. d) That the report on receipts since 1 st April, 2015 be received and duly noted. Chaudhuri All in favour iv) s.137 Donations & Voluntary Grants - a) St. John s Church - War Memorial Restoration Project - The Clerk reported that an update had been received from the Churchwarden stating that the work to restore the War Memorial was now complete. Once final accounts have been received from the contractors any funding deficit will be identified and the Parish Council will be notified of the position. 35/15 Resolved a) That, subject to further representations being received from St. John s Church, no further action will be taken in respect of the War Memorial Restoration Project. Proposed Councillor S. Hampson Seconded Councillor K. Chaudhuri All in favour v) Parish Council Fees & Charges 2015/16 - a) Village Field, MUGA and Play Area. The Chairman reported that there had recently been a hiring of the Village Field, however, the funds had been sent to the Parish Plan Team. It was noted that the Parish Plan Team have been active in managing the Village Field over recent years, however, it was agreed that clarification of this arrangement would be beneficial for all concerned. 36/15 Resolved a) That all revenue from the hire of the Village Field is to be received by the Parish Council. b) That clarification of the respective roles of the Parish Plan Team and Parish Council in relation to the management of the Village Field be formally established. CORRESPONDENCE - i) To consider correspondence received by the Parish Council since the date of the last ordinary meeting and to determine such action as Members consider appropriate in relation thereto: a) CTARA - Queen s Award. The Chairman reported that he had attended the presentation event earlier today (14/07/15) and had previously written on behalf of the Parish Council to congratulate CTARA on their achievement and hard work for the community of Chelford. a) To record formal congratulations to CTARA on being awarded the Queen s Award for Voluntary Service. b) To note the actions of the Chairman. b) Making Parishes Better - Freedom of Information request re: Council structure. a) To confirm the actions of the Clerk in responding to the request for information. c) Cheshire East Council - Environmental Protection Team - Proposed action regarding rats in vicinity of Mere Court. The Clerk reported that Environmental Protection were to assess the position, however, due to public access to the Mere Court Area were unable to use baiting traps to remove any rats present. The Chairman noted that he had been in contact with the resident who initially raised the issue who reported that three rats had now been caught and that the situation appeared to be improving. PLANNING - i) Planning applications for consideration: a) 15/2606T Fell Purple Sycamore On Boundary between 12 Mere Court and 11 Mere Court because of excessive shading & proximity to house and wall - 12 Mere Court, Chelford, Macclesfield. SK11 9EB a) That no comment be submitted in respect of the above planning application. b) 15/2712M Formation of Car Parking on Land Rear of Westminster House - Westminster House, Knutsford Road, Chelford, Macclesfield. SK11 9AS Councillor Boon noted that he was a neighbour of the site and did not participate in this item. 37/15 Resolved a) That the proposed access point might present a potential hazard with cars emerging onto the road and meeting oncoming traffic. Hampson All in favour ii) Planning Applications 14/1788W & 14/1944W - Mere Farm Quarry, Chelford Road, Nether Alderley. a) To note the decision of the Cheshire East Council Strategic Planning Board held 3 rd June, 2015 to approve the above applications. iii) Planning Application 13/4640M - Eddie Stobart Ltd. - An update for this item had been received at Item 5(ii) above. iv) Planning Application 10/3448M - Chelford Agricultural Centre - Councillor D. Wilson reported that he had met with a representative of Chelford Agricultural Centre and it appeared that the current position has not changed. There is uncertainty regarding the future location of the livestock market, however, a number of options are being considered. v) Astle Park Events - The Clerk reported that the response from the landowner advised concerned residents to make any necessary complaints direct to Cheshire East Council since the event organisers are subject to temporary event licences which are beyond his control. a) To note report of the Clerk and the response from the landowner. b) That the Clerk establish the contact details required for residents to make complaints about noise nuisance and circulate these to Members. vi) Potential Development adjacent to Parish boundary - Councillor B. Brindley reported that he had been made aware of a potential development in Marthall adjacent to the Parish boundary. The Clerk added that she had received information which confirmed that a Housing Needs Survey had not been commissioned, however, this would be likely for any development to progress. a) To note the reports of Councillor B. Brindley and the Clerk. 9. HIGHWAY MAINTENANCE & ENHANCEMENTS - i) Matters reported to Cheshire East Council from/since previous meetings: a) Dilapidated fencing, Holmes Chapel Road, from The Post Office towards Chelford Bridge - Awaiting response from occupier. b) Feeding of feral cats near to Chelford Agricultural Centre - This is still ongoing, however, it is unclear who is responsible for the cats. c) Access onto A535 Holmes Chapel Road in vicinity of St. John s Church - Speed monitoring along this stretch is to be assessed by Cheshire East Council. It was noted that road collision data shows only one accident within 250m of St. John s Church over the last 5 years involving a pedal cyclist that ran into the rear of queuing traffic. d) White lines - junction of Elmstead Road with Oak Road - Highway response: There are no white lines at this location and the traffic department advice is that none are required. White lines at the junctions of Oak Road and Dixon Drive (next to post office) with A537 are to be re-painted. a) To receive and note progress in the above highway matters. ii) Seating at Parish Bus Stops - a) Councillor G. Walton reported that there have been delays in receiving the new bus shelters from the manufacturer, however, they should be arriving in the coming weeks and, hopefully, installation of a shelter in Chelford should follow shortly. iii) To receive highway matters for attention from Members - a) Crop obstruction of Footpath (FP6) rear of St. John s Church. (Clerk to report) b) Broken verge retaining flags along Holmes Chapel Road near to St. John s Church. (Clerk to report) c) Provision of school sign at Oak Road junction. (Cllr. K. Chaudhuri to contact Chelford Primary School) d) Over hanging vegetation at no through bollards on Dixon Drive. (Clerk to report) e) Removal of Parish Council owned footway lights near to St. John s Church. (Clerk to pursue) 38/15 Resolved a) To note the removal of the footway lighting fittings on 8 th July, 2015. b) That the Clerk make enquiries to establish the reason for the light fitting removal. c) That replacement of the footway lighting be deferred until such time that demand for such is known. d) That arrangements be made for a revised equipment inventory to be submitted to the electricity supplier. (Next meeting: 06/10/15) ii) To nominate a representative to attend the Mere Farm Liaison Committee. (Next meeting: 08/09/15) a) That any Member interested in attending the above meetings contact the Clerk to arrange attendance. 11. FUTURE PARISH COUNCIL MEETINGS - i) Future venue of Parish Council Meetings - Councillor K. Chaudhuri suggested that this be considered with a view to encouraging attendance at Parish Council meetings by residents. It was agreed that Chelford Primary School was not a viable alternative, however, there may be merit in holding a Parish Council meeting at the Astle Court Community Centre. ii) Audio recording of Parish Council Meetings for publication on Parish Website - Members held a short discussion regarding this matter. 39/15 Resolved a) That Councillor Wilson make enquiries to the Astle Court Community Centre to establish the availability and suitability of the venue for holding Parish Council meetings. b) That, subject to a satisfactory outcome of (a) above, a Parish Council meeting be held at Astle Court Community Centre. c) That the Parish Council do not consent to the audio recording of Parish Council meetings for the purpose of publication on the Village website. Proposed Councillor A. Boon Seconded Councillor S. Hampson All in favour 12. NEIGHBOURHOOD PLAN - Councillor D. Wilson suggested that this item be deferred to an extraordinary meeting of the Parish Council in order to give Members additional time to consider the circulated literature prior to making the decision whether to proceed with the production of a Neighbourhood Plan. 40/15 Resolved a) That this item be deferred to an extraordinary meeting to be held on a date to be confirmed in August, 2015. Wilson reported that a funding bid had been prepared for improvement works to Mere Court. Cheshire East Council has given permission for work to be undertaken to clear the pond of debris for which an estimate has been obtained. It was noted that further funding bids would be required for any other improvement works to the area including the play area. 41/15 Resolved a) That the funding bid for improvement works to Mere Court be submitted to Peaks & Plains Housing Trust for consideration. Hampson All in favour ii) Station Building - Councillor Wilson reported that the outcome of a funding bid made by the Parish Plan Team to undertake a feasibility study was awaited. It was noted that the Parish Council would not have any responsibility for this project. iii) Indoor Bowls - The provision of indoor bowling equipment was discussed by Members. 42/15 Resolved a) That the Parish Council will not provide funding for the provision of indoor bowling equipment. funds. v) Chelford Pathway - Councillor D. Wilson reported that discussions were still ongoing between the Parish Plan, Northern Rail, Cheshire East Council and the landowner. It would be possible to apply for WREN funding for this project, however, it would be necessary to either own the land or have a lease of at least 10 years. vi) Village Field Facility Development - Councillor D. Wilson reported that he had attended a meeting with a representative of WREN to discuss a possible bid for funds for development works at the Village Field. A feature of this bid would be flood lighting for the MUGA. It was noted planning permission would be required prior to a WREN bid being submitted. Concern was expressed regarding the perceived current use of the MUGA facility and the need for the proposed floodlighting system. Councillor J. Leach advised that it may be helpful for the Parish Council to receive a summary of projects proposed for the Village Field setting out the details of the project along with initial and ongoing costs, maintenance requirements and facility management responsibilities. 43/15 Resolved a) That details of the proposed MUGA flood lighting be obtained and considered by the Parish Council prior to any planning application being submitted to Cheshire East Council. b) That the Parish Council reserve the right to make the final decision regarding the submission of funding bids for the Village Field Development project. Gildon had arranged a site meeting with a contractor to rectify items identified within the RoSPA report. 44/15 Resolved a) That the RoSPA Inspection Report dated April 2015 in respect of the MUGA, Play Area and BMX Track be received. b) To authorise Dr. A. Other benches within the Parish are to be identified and any maintenance requirements assessed. a) That a contractor be found to undertake the necessary repairs to Parish Council benches. iv) Mere Court Play Area - It was noted that the fasten on the gate into Mere Court Play Area was broken and presented a hazard by way of small children being able to exit the facility unsupervised. a) That the Clerk make a request to Cheshire East Council for the latch to be replaced. 15. VILLAGE MAINTENANCE - i) Playing Field - There was nothing to report. ii) Grass Splay - There was nothing to report. iii) Churchyard - There was nothing to report. iv) Village Planting 2015/16 - It was noted that the planting had now been undertaken. v) Station Maintenance - There was nothing to report. vi) Litter bin near to St. John s Church - Councillor J. Leach agreed to make enquiries regarding the current whereabouts of the litter bin. 16. WELSH MEMORIAL CUP - a) That this item be deferred to the next meeting of the Parish Council. 17.
