106 NOVA GENERAL NOTES Protection of Items It shall be the Contractor s responsibility to protect all items in the roadway, shoulders and Right-of-Way to include, but not limited to, drop inlets, electrical junction boxes, manhole covers, adjacent concrete items and concrete entrance aprons throughout the course of this work. Failure to protect such items will result in their replacement and/or a thorough cleaning to the satisfaction of the Engineer, at no additional expense to the Department. Utilities The Contractor shall preserve, protect and coordinate the adjustment of all utility components located within the perimeter of Crack Sealant or resurfacing to include, but not limited to, drainage structure grates, drains, and utility box covers, if applies. Notice to the Public - Contractor shall furnish and post temporary No Parking signs at least 72 hours prior to commencing work. If the construction date follows a holiday or weekend, the 72 hours shall be in addition to the weekend or holiday. Temporary signs shall contain dates and times of parking restrictions, which shall contain the exact wording as the example furnished by the Department. The Contractor shall also hand deliver Department furnished notices of construction and the No Parking restrictions to all homes and businesses adjacent to the construction area. In the case of apartment buildings, the notice shall be delivered to the management. For work in Fairfax County, the Contractor shall notify the Fairfax County Police Traffic Safety Division Commander at (703) 280-0550 after the signs have been posted and notices delivered. The Contractor shall provide a copy of the notice to the Traffic Division Commander. The Contractor shall visually inspect the construction site each day after the placement of "No Parking" signs to ensure they are still in place. Any damaged or missing signs shall be promptly replaced. All "No Parking" signs shall be removed and disposed of upon completion of the work. The cost for signage is included in the bid price for HMA or other items Night Work In areas where work is to be performed during the hours of dusk or darkness, the Contractor shall furnish, place and maintain lighting facilities capable of providing light of sufficient intensity to facilitate good workmanship and proper inspection at all times. The lights shall be arranged so as not to interfere with or impede traffic approaching the work site(s) from either direction or produce undue glare to property owners. Sufficient light shall be provided to properly perform and inspect every phase of the operation as detailed in section 315.05 including the layout and installation of pavement markings and traffic loops. Lighting integral to or attached to working mobile equipment such as rollers, pavers or the like shall not be considered sufficient for the purpose of all the phases of this specification. The cost of providing lighting of the work site shall be considered incidental and included in the cost of other items of work. The Contractor shall provide sufficient fuel, spare lamps, generator, etc. to maintain the lighting of the work site. The Contractor shall utilize padding, shielding or locate mechanical and electrical equipment to minimize noise generated by lighting operations as directed by the Engineer. Noise generated by portable generators shall comply with all applicable Federal, State and Local environmental regulations. The Contractor shall have a superintendent present during nighttime operations who will control all operations involved. He shall maintain contact with the Engineer and shall ensure that all required actions are taken promptly to correct any problem noted. All private vehicles shall be parked outside the clear zone. The Contractor shall continually review traffic control devices to ensure proper installation and working order, including monitoring of lights. The individual responsible for this review shall be an American Traffic Safety Services Association Certified Worksite Supervisor. Sound levels resulting from the Contractor s operations shall conform to the requirements of Section 107.16; (b), 3. The Contractor will be responsible for obtaining all noise permits from the local jurisdiction as applicable.

Mill and overlay and straight overlay: An overlay shall include resurfacing tie-ins and tie-backs to the existing pavement joints or marking changes as necessary at all entrances, crossovers, intersections and ramps. Paving joints locate approximately 50 beyond the paving radius or stop bar locations. See Diagrams I & II below!

108 TRAFFIC MANAGEMENT PLAN A. Temporary Traffic Control Plan 1) General Notes a) Unless specified otherwise, the work zone shall be maintained according to Section 512 Maintaining Traffic of the 2007 Virginia Road and Bridge Specifications and SPCN Limitation of Operations in the contract. b) The following traffic control specifications from the Virginia Work Area Protection Manual will be used as needed: TTC-4, TTC-12, TTC-13, TTC-15, TTC-16, TTC-17, TTC-18, TTC-23 and TTC-24. c) There are no identified areas within the right of way for the contractor to store equipment and materials. The contractor must make arrangements for these areas according to VDOT policies. d) Section 46.2-834 of the Highway Laws of Virginia limits the control of traffic in a signalized intersection to law-enforcement personnel and uniformed school crossing guards only. For control of traffic in a signalized intersection, the use of lawenforcement personnel shall be used. 2) Special s a) Night and Day work will be in accordance to SECTION 108.02 LIMITATIONS OF OPERATIONS. These time frames are subject to change as determined by the VDOT Engineer. The Contractor is responsible for obtaining approval for night work operations as required by local County noise ordinances. b) The VDOT Engineer reserves the right to monitor traffic conditions impacted by the work and the VDOT Engineer shall have the authority to impose additional restrictions for other holidays or special local events as determined necessary in the event that safety or other conditions warrant. VDOT has the authority to change or alter the work time frame(s) accordingly. c) For towing and traffic enforcement within the approved construction site, the Contractor shall contact the local police contacts (as listed in step 1 of the Incident Response Section of the Transportation Operations Plan below). B. Public Communications Plan for Incidents in the Work Zone The public communications plan is contained in the Incident Response Section of the Transportation Operations Plan below. The lane closures will be governed by the times established by the Regional Traffic Engineer for lane closure periods. C. Transportation Operations Plan 1) Lane Closure Reporting No later than Wednesday before each subsequent week s scheduled work, proposed lane closures must be e-mailed to NRO STC Operations in Outlook. 109 On the day the closure is scheduled, the inspector is responsible for calling TOC directly at 703-877-3401 to confirm the lane closure start/end times for each day of work. Lane Closure Guidelines 9/21/2016 VDOT - NOVA Instruction The purpose of this memorandum is to present guidelines for lane closure hours for construction, maintenance, permits, and special events in Northern Virginia. The first version of the lane closure guidelines was issued in April 2012. In the past four years, there have been completed and on-going roadway construction projects in the NoVA District, such as I-495 and I-95 express lanes and the I-66 spot improvements. As these guidelines are applied and implemented, modifications and updates to these guidelines have become necessary. Same as the previous version, the modifications were made based on traffic volume; roadway characteristics; comments from staff; and considering the public tolerance for the lane closure during certain time periods of the day. It should be noted that these guidelines must be used as a starting point for discussion at the project level. On large scale projects with robust community outreach and a Traffic Management Plan, these hours could be extended. If project staff would like to modify these hours for interstate or major arterials, they must work with NRO Traffic Operations staff for recommendations and obtain final approval from their functional Assistant District Administrator (ADA). Please review the existing contracts and discuss the deviations from these hours with your functional ADA. Restriction of Operations: In addition to the allowable lane closure hours specified in the tables, the restrictions listed below shall be followed. 1. Peak Hours Lane Closures Any lane reductions (temporary or permanent) during the peak periods (Monday to Friday, 6:00AM to 9:00AM and 3:30PM to 6:30PM) on roads with an AADT above or equal to 10,000 vehicles requires consultation with the Regional Operations Director (ROD) and Public Affairs Manager. 2. Complete Roadway Closures If there are complete road closures on any road for construction or maintenance work, the ROD and Public Affairs Manager must be consulted. Complete Roadway Closures shall be limited to 20 to 30 minutes intermittent stoppage for some specific work activities. If the closure duration is above 30 minutes, it shall be approved separately with full Maintenance of Traffic and Traffic Management Plans. 3. Construction in Residential Subdivisions Road work within residential subdivisions and/or cul-de-sac streets should be conducted during daytime hours to avoid night time noise issues. Page 1121
