MEETING DATE: April 19, 2016 VILLAGE BOARD REPORT TO: Village President and Board of Trustees FROM: Don Owen, Deputy Village Manager (847) 904-4478 Sarah Kuechler, Assistant to the Village Manager (847) 904-4372 THROUGH: Todd Hileman, Village Manager PURPOSE AND ACTION REQUESTED: Petitioner, AV Nail Spa Glenview, Inc. dba Anthony Vince Nail Spa has made application for a Class F-5 Liquor License at 2620 Navy Boulevard. The requested action from the Board is to determine whether a license should be issued. BACKGROUND: First consideration of an ordinance to amend Chapter 6 Alcoholic Beverages of the Municipal Code to establish a Class F-5 liquor license was approved at the April 5, 2016 Village Board meeting with second and final consideration scheduled for the April 19, 2016 Village Board meeting. If approved, this agenda item for a Class F-5 liquor license application for Anthony Vince Nail Spa can be reviewed and considered. DISCUSSION: Anthony Vince Nail Spa is planned to open in April 2016 and will offer salon service in a luxury spa setting. The owners have four locations in Ohio, with another location opening in Columbus, Ohio and the first Illinois opening here in Glenview. The locations in Ohio are licensed for the service of liquor on premise. The proposed Class F-5 license would allow for the sale of alcohol by the glass for consumption on the premises in an establishment in which the primary and principal business is the provision of health and beauty personal services, such as a nail or hair salon, and in which the sale of alcohol is secondary and incidental. Food must be served in a manner that complies with all applicant Village Codes and Regulations. Anthony Vince Nail Spa plans to have packaged food and snacks available for purchase and to partner with nearby restaurants in the Glen Town Center to cater in food or have menus available for customers to order in food.
BUDGET: The proposed Class F-5 Liquor License is an annual fee of $2,000. RECOMMENDATION: Staff is recommending that the Board of Trustees review Anthony Vince Nail Spa, 2620 Navy Boulevard, Class F-5 liquor license application and determine whether it should be issued. WHEREAS, the Village of Glenview is a home-rule municipality located in Cook County, Illinois; WHEREAS, the corporate authorities have reviewed a Class F-5 Liquor License Application, which is attached hereto as Exhibit A and incorporated herein by reference from AV Nail Spa Glenview, Inc., 2620 Navy Boulevard ( Anthony Vince Nail Spa ); and WHEREAS, the corporate authorities have determined that it is in the public interest to issue the Class F-5 Liquor License to Anthony Vince Nail Spa. NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees of the Village of Glenview, as follows: That the President and Village Clerk are authorized to issue a Class F-5 Liquor License to Anthony Vince Nail Spa, 2620 Navy Boulevard.
