Amesbury / Newburyport / Salisbury Whittier Bridge / I-95 Improvement Project Original Whittier Bridge Proposed Whittier Bridges 10/21/2016 Whittier Bridge Project 1
Project Description The project limits extend on I-95 from Exit 57 (Route 113/Storey Avenue) in Newburyport to Exit 60 (Route 286/Toll Road) in Salisbury. The existing six lane I-95 Whittier Bridge over the Merrimack River will be replaced with a new eight lane structure. A four mile section of I-95, including associated bridge crossings, will be widened to provide four lanes in each direction to match the existing roadway cross sections to the south and north. The project includes the construction of the first longitudinal shared use path within an Interstate Highway layout in the Commonwealth. The path, which will cross the Merrimack River on the easterly portion of the new I-95 Northbound Whittier Bridge, will connect the Newburyport Park and Ride lot on Route 113 (Storey Avenue) in Newburyport to Route 110 in Salisbury. The existing Whittier Bridge will remain open to traffic throughout construction of the new I-95 Northbound Bridge. The additional width that will be provided for the shared use path will allow the new I-95 Northbound Bridge to temporarily carry all of the existing six lanes on I-95 Northbound and Southbound while the existing Whittier Bridge is demolished and the new I-95 Southbound Bridge is constructed. 10/21/2016 2
Design Changes Pier Column Changes The Base Technical Concept (BTC) design was modified to eliminate cantilevered pier caps. Base Technical Concept (Vertical Columns) The revised design reduces bending stresses at the pier caps, which will result in increased durability, extended service life and reduced maintenance costs. Revised Design (Battered Columns) 10/21/2016 3
Design Changes Precast Concrete Culvert at Abandoned Railroad Railroad Culvert and 110 Deck Replacement The BTC called for the bridges at Route 110 and the abandoned railroad to be reconstructed and widened towards the median. The design proposed to repair the existing bridge decks; however, inspection of the decks revealed inadequate thickness and substantially more areas in need of repair than originally anticipated. MassDOT issued an owner-directed change to replace the existing bridge decks at Route 110 and to replace the existing bridges at the abandoned railroad with a precast concrete arch culvert. These changes will result in extended service life and reduce long-term maintenance costs. These design changes will increase the overall project cost by approximately $3.6M and contribute to the additional time needed to complete the project.
