Minutes of the last Parish Council meeting were agreed as read. Proposed by Cllr Barbara Marshall. Seconded by Cllr Sue Fulford. All in favour. Declaration of Interests None were received. Issues raised with County Cllr Philip Atkins 30mph Feasibility Study. Chairman informed County Cllr Philip Atkins that he had not received a response to the Parish Council s comments. Mr Graham Hunt confirmed that the traffic survey would distinguish between HGV s and cars and would be a full speed and volume count that would allow such a distinction to be made. County Cllr Philip Atkins confirmed that the study would take place mid year, following which, assuming a positive outcome, funding options would need to be discussed. A38 overnight closure / diversion A515. Chairman advised County Cllr Philip Atkins of the Parish Council s annoyance about the duration of the planned A38 closure and that no advance communication had been received. Chairman raised why a contraflow couldn t be put in place to enable the works as seen in many other cases of works on A roads. Cllr Sue Fulford asked that all safety cameras on the A515 were active. County Cllr Philip Atkins to find out if A50 compensation was available, check on pre signage and to speak to Mr Clive Thompson regarding A38 road closures. Action - County Cllr Philip Atkins. Chairman reiterated to County Cllr Philip Atkins that the Parish Council was very keen, especially, of a weight restriction night time ban. RCAB Barton Our Lady of Perpetual Succour, Lease of the Playing Field 728.57 for the period between 23/02/2017 and 22/02/2018 Chairman advised that the next RPI review date was due 23 February 2018. Chairman distributed the current receipts / payments accounts for 2016 / 2017. General Correspondence Prison Liaison Meeting. Date of the next meeting 12 April at 6.00pm. Either Cllr Sue Fulford or Cllr Barbara Marshall to attend. Action Parish Clerk to advise the prison and to accept their kind offer to fill plant pots for free. Cllr attending the meeting to take the village hall hanging baskets for filling. County Cllr Philip Atkins left the meeting room. ESBC re New Neighbourhood funding process 2017. Vice Chairman gave an overview of the launch event that he attended on 23 January. Chairman thanked the Vice Chairman for attending. Parish Clerk to forward details of match funding opportunities to Cllrs and Chair of the Village Hall Committee. Action Parish Clerk. Vice Chairman added that Ms Sara Botham, ESBC has offered to come out and talk to Cllrs, but that the onus was on the Parish Council to come up with a wish list. Vice Chairman added that volunteer help can be used as match funding. It was agreed for Cllrs to bring to the next Parish Council meeting a list of different projects to put on the wish list.
