Purpose. This manual is published in order to facilitate the training of air traffic controllers in preparation of the anticipated sectorization of delegated airspace at MCAS Cherry Point. 2. Cancellation. Not applicable. 3. Effective Date. The procedures in this manual are expected to be effective on 25 May 2017 with the changes in sector boundaries and responsibilities of delegated airspace and will be formally published as a Facility Directive when this effective date has been confirmed. 4. Scope. This manual addresses Air Traffic Control matters concerning the Air Traffic Control Facility, MCAS Cherry Point, North Carolina. It is applicable to all assigned personnel and is designed to assist controllers in achieving high levels of qualification and proficiency. However, no attempt has been made to provide all required information into one manual; therefore, controllers are expected to make maximum use of all other applicable source material available within the facility. 5. Action. All Air Traffic Controllers shall comply with the standard operating procedures prescribed in this manual and maintain the spirit and intent of this publication in carrying out assigned duties as professional Air Traffic Controllers. 6. 1-202 ABBREVIATIONS As used in this manual, the following abbreviations have the meanings indicated. Abbreviation APN APH Meaning Approach North Approach High 2-203 COMBINING OF POSITIONS At the discretion of the FWO, the following positions may be combined in the specified circumstances indicated. a. Reduced Operations TAC flying has been secured, significantly reduced or none are scheduled throughout the remainder of the watch. RADAR APH/APE/APW/AR This allows for maximum use of the Radar simulators during paucity of traffic periods. During these periods there shall be qualified controllers in the Radar Branch to immediately decombine according to traffic volume and complexity. TOWER GC/FD, LC/TS b. Associate positions are considered closed if not operational, and therefore have no requirement to be combined with any other position. Whenever an associate position is closed, the associated position responsibilities revert to the primary position, i.e. AR assumes RAA duties and responsibilities, LC assumes CCL duties and responsibilities. c. Midwatch From 2300-0700L, all positions may be combined with a minimum requirement of the FWO and one RD/FC in Radar and one TS in the Tower. At no time shall the FWO secure or release the final controller from his/her assigned place of duty. d. The tower shall be manned at least fifteen minutes prior to scheduled openings and, if requested by a pilot, a clearance may be read up to ten minutes prior to the field opening. The duties of the FWO are normally combined with the radar supervisor, but should not normally be assigned to a control position; however, he/she may combine with any position. Contact cherry point approach five minutes prior to expected recovery time of (time). Departure frequency will be 360.775, squawk (code)." e. HI TACAN Z - "(call sign) cleared to KIYEK. After departure runway (rwy), (heading), maintain 5000, expect 15,000 one zero minutes after departure. Departure frequency will be 360.775, squawk (code)." f. HI TACAN Y - "(call sign) cleared to LKOUT. After departure runway (rwy), (heading), maintain 5000, expect 13,000 one zero minutes after departure. Departure frequency will be 360.775, squawk (code)." g. RNAV RWY 23R - "(call sign) cleared to JIBUS. After departure runway (rwy), (heading), maintain 1600. Departure frequency will be 360.775, squawk (code)." h. ILS (call sign) cleared to GRAVY. After departure runway (rwy), (heading), maintain 1600. Departure frequency will be 360.775/119.75, squawk (code). i. COPTER TACAN 23R (call sign) cleared to HOMUS. After departure runway (rwy), (heading), maintain 1600. Departure frequency will be 360.775/119.75, squawk (code). j. HI-TACAN 14L (call sign) cleared to MADAC. After departure runway (rwy), (heading), maintain 5000, expect 11,000 one zero minutes after departure. Departure frequency will be 360.775, squawk (code). k. TACAN RWY 5R (call sign) cleared to KADAF. After departure runway (rwy), (heading), maintain 1600. Departure frequency will be 360.775, squawk (code). l. TACAN RWY 14L (call sign) cleared to KIYEK. After departure runway (rwy), (heading), maintain 3000. Departure frequency will be 360.775, squawk (code). 5-407 VFR ON TOP (3) When the pilot responds with "After reaching VFR-ON-TOP, cancel and proceed VFR to R-5306, warning area, VR1074, etc." No ERT is required. FD shall take the following action. Issue clearance (call sign) cleared to KIYEK, after departure runway (rwy), (heading), maintain 5000. Expect 15000 one zero minutes after departure. Departure frequency will be 360.775, squawk (code)." - 4

5-421 ATIS b. Between the hours of midnight and 0500 local, if there are no local flights scheduled, the following message may be placed on the ATIS. "For current Cherry Point weather and airport conditions, contact Cherry Point Tower on 340.2/121.3 or Cherry Point Approach Control on 360.775/119.75." c. Resume normal ATIS broadcasts at 0500. d. When the tower is closed for operations, the ATIS will continue to broadcast with the following statement. Marine Corps Air Station Cherry Point Tower is closed, for updated weather and information, contact Cherry Point Approach on 360.775/119.75. Cherry Point will reopen on (date) at (time). 5-502 CONTROL SYMBOLOGY Use authorized control and clearance symbols or abbreviations for recording clearances, reports, and instructions. Control status of aircraft must always be current. You may use: SYMBOLS N H North Approach High Approach MEANING 5-706 CONTROL TOWER EMERGENCY EVACUATION PLAN a. Clear Traffic Pattern. The Local Controller shall instruct all aircraft in the CDSA to contact Cherry Point Approach for reentry instructions. PHRASEOLOGY The control tower is being evacuated. All aircraft within the Cherry Point Class D Surface Area, maintain VFR, depart the pattern and contact Approach on 360.775/119.75 for reentry instructions. 6-101 AIRSPACE a. Approach High Sector (APH). The Approach High Sector airspace is depicted in Figure S-1 and described in the ZDC-NKT Approach Control Services Letter of Agreement, with a vertical definition of above 10,000 through FL230, excluding SUA when active. b. Approach East Sector (APE). The Approach East Sector airspace is depicted in Figure S-2 and described in the ZDC-NKT Approach Control Services Letter of Agreement, with a vertical definition of AOB 10,000 except AOB 4,000 in furthest northeast section, excluding the Arrival Sector when open, and excluding SUA when active. Approach East controls the active departure corridor defined as: (1) Runway 32R in use: clockwise from the NKT 270 radial to the NKT 360 radial within 10 nautical miles of NKT AOB 10,000 not to include APW assigned airspace, CDSA, or active SUA. (2) Runway 5L in use: clockwise from the NKT 360 radial to the NKT 090 radial within 10 nautical miles of NKT AOB 10,000 not to include APW assigned airspace, CDSA, or active SUA. - 5

(3) Runway 14R in use: clockwise from the NKT 090 radial to the NKT 180 radial within 10 nautical miles of NKT AOB 10,000 not to include CDSA. (4) Runway 23L in use: clockwise from the NKT 180 radial to the NKT 270 radial within 10 nautical miles of NKT AOB 10,000 not to include CDSA, or active SUA. c. Approach West Sector (APW). The Approach West Sector airspace is depicted in Figure S-3 and described in the ZDC-NKT Approach Control Services Letter of Agreement, vertical definition AOB 10,000, excluding NCA airspace, when open, and excluding SUA when active. d. 6-200 TERMINAL RADAR TEAM POSITIONS a. The Radar Branch consists of four Primary Radar Positions (Approach High, Approach East, Approach West, and Arrival Control) as well as Associate Positions. Approach East will provide all services to departing aircraft from NKT. The Radar Branch also has a Flight Data position and Final Control operating positions. The responsibilities of each position in the IFR room have been developed using the Team Concept and Intent and are listed below. REFERENCE FAA JO 7110.65, paragraph 2-10-1 b. IFR Room team positions are shown below. 6-204 APPROACH EAST This position performs the duties and responsibilities of terminal area control service and SUA control as outlined in the references within the designated airspace and the following: a. The assignment of these positions is at the discretion of the FWO. 6-320 LOST COMM INSTRUCTIONS When weather reports indicate that an aircraft will likely encounter IFR weather conditions during the approach, issue lost communication instructions as soon as possible after establishing radar identification and radio communications. The Hatteras B ATCAA (East & West) overlies a portion of Cherry Point s airspace from FL180 to and including FL230. The upper altitude may be increased to FL290 through coordination with Washington Center. This airspace is used primarily for refueling tracks and a vertical extension of delegated airspace. b. APH will activate and release the Hatteras B East and/or Hatteras B West ATCAAs, FL180-FL230, when operationally required. c. When the participant is first in control with Cherry Point, APE will APREQ the participant with Giant Killer for the area requested, ATCAA airspace will be activated and released at that time, and APE will approve participant into area. 6-607 MANAGEMENT OF ANTICIPATED SUA ACTIVATION The FWO must check the Cherry Point RMD Master Schedule for operations being conducted between 2300L- 0700L. If at any time SUA is scheduled outside of normal crew rotation schedule (2300L-0700L), additional manning will be assigned in order to ensure mission accomplishment and safety of flight. Every effort shall be made to personally notify the appropriate FWO13 assigned to be working during that period to adjust manning to accommodate. If unable to reach the effected FWO13, contact the Facility SNCOIC or ATCFO for further direction. a. Activation and deactivation of SUA. 1. APE is the authority to activate and deactivate R-5306A (excluding Area 1), R-5306C (excluding Area 4), Core MOA, R-5314A-J, PHELPS MOAs, R-5313A-D, PAM A/B MOAs, and Stumpy Pt MOA. APE shall coordinate with APH prior to activating above 10,000. 2. APW is the authority to activate and deactivate R-5306D, R-5306E, R-5303A-B, R-5304A-B, and Hat Foxtrot MOA. APW shall coordinate with APH prior to activating above 10,000. 3. APH is the authority to activate and deactivate R-5303C, R-5304C, and all NKT ATCAAs (BURNER, NEUSE A-C, HAT B West, and HAT B East). 4. AR is the authority to activate and deactivate R-5306A Area 1 and R-5306C Area 4. b. If any non-atcaa SUA area is active, any Sector can approve participant into area and advise appropriate authority Sector. Inactive SUA areas require APREQ approval with appropriate authority Sector. The Sector approving participant into any non-atcaa SUA area will provide a manually written inbound strip to the appropriate authority Sector. NOTE Activation and deactivation shall be in accordance with applicable Letters of Agreement. - 13
