Statement of Work Medicine Bow-Routt National Forests, Hahns Peak/Bears Ears Ranger District Lay-down fence in California Park January 18, 2013 Location Work will take place in California Park, approximately 20 miles north of Hayden, Colorado on County Route 80. Timeline Work can begin July 1, 2013, depending on weather conditions, i.e. spring run-off, snow. Work will be completed by September 30, 2013. Tasks Construct a 1-mile (approximately) lay-down fence (computer based measurement is about 0.9 miles). Figure 1 shows the approximate location of the proposed fence; the fence line will be flagged at the site by the Forest. The contractor will be responsible for making the fence line straight. The Forest Service will provide all materials and the contractor will provide the labor, equipment and transportation necessary to accomplish the project. Specs are as follows: Lay-down fence, 1 mile o 4-strand 12 ½ gauge, 4 point barbed wire (bw) 16 smooth wire - 24 bw - 30 bw - 42 bw o Line posts (blunt) 5 x 6.5 treated posts Spacing: 16 apart o Wood stays 2 x 2 cut Not treated 6 apart o Brace/corner posts (blunt) 5 x 8 treated posts Connect to existing lay-down fence Need to clear fence right-of-way of debris and vegetation. This will involve clearing a 5 swath along the entirety of the fence line with a brush mower. The contractor will also be responsible for removing any aspen trees that are within the 5 area of the fence line (standing and fallen aspens). The majority of the fence line is shrubs, grass, and forbs. One stretch of the fence line on the south end is on a steep slope (see attached map). The post holes in this area will have to be hand dug. The rest of the fence line should be accessible using equipment. The fence runs upslope on the north and south end, and the middle is on top of a flat ridge, with one valley.
3 individual 12 wide wire gates will be included in the fence line construction. The locations will be predetermined by the Forest. Equipment allowed: o ONLY rubber tracked equipment permitted o smaller sized equipment (3-6 wide), such as a skid steer and/or an ATV/6- wheeler o brush mower and auger to be skid steer size (3-6 wide) o A truck and trailer may be used to drive the fence supplies from CR 80 to the east side of the creek. The Forest has designated specific routes to be used to access the creek crossing, one on the north end and one on the south end of the fence line. The supplies will be unloaded from the trailer and delivered across the creek by hand (this is on both the north and south ends of the fence line). These routes will be flagged by the Forest. o ONLY 2 trips per piece of equipment are permitted across Elkhead Creek on the north end (one trip across and one trip back), to limit the amount of disturbance. The south end of the fence line is not accessible for equipment crossings, only for hand delivering supplies across the creek. o All equipment MUST be washed before and after construction to prevent the spread of noxious weeds. o Equipment will not be allowed to operate on wet soils when rutting and/or soil compaction is likely to occur. Any rutting or compaction that occurs due to operation on wet soils must be rehabilitated by the contractor, and approved by the Forest Service. The Forest recognizes that some rutting may occur at the creek crossing.

Independent Government Estimate Based on previous fence work in the same area, with the same type of fence, we expect the project to be between $15,000-$20,000 with the USFS supplying the materials and the contractor supplying the labor.
