Runway Selection Criteria Changes to improve reliability of airport operations

11

Runway Selection Criteria Weather related operational delays impact our passengers, air carriers and significantly disrupt the network Why? Toronto Pearson schedule reliability can be reduced by between 20% and 45% while on north/south runway operations Need to safely enable improved reliability at Toronto Pearson 12

Runway Selection Criteria Review of Runway Selection Criteria (i.e. crosswind limits) under dry, wet, and contaminated runway conditions - current limits defined in mid-1980s by Transport Canada What? Runways selected based on: wind, associated crosswind component (i.e. wind speed measured at 90 degrees to runway direction), combined with runway surface conditions to enable safe operations We can safely create more reliability for passengers, and increased operational resiliency by raising crosswind thresholds for Runway Selection Criteria 13

Runway Selection Criteria February 2019 Increased Wet & Contaminated Limits When? Runway Condition Contaminated Current Maximum Crosswind Component Including Gusts New Maximum Crosswind Component Including Gusts Dry 25 knots 25 knots Wet 15 knots 20 knots Select most into the wind runway 10 knots If the contamination is TRACE depth, 15 knots 14

Runway Selection Criteria Impacts Movements at Toronto Pearson are not increasing due to this initiative - a redistribution of existing demand East/West operations - anticipate an annual increased usage (as measured in hours) of 1.3 % spread over the six ends of the three East/West runways equivalent of one movement/hour North/South operations -runway configurations predicted to see a decrease in usage Runways will continue to be used as per the Runway Selection Criteria, or as operations require 15

Runway Selection Criteria Communications How we re communicating: Briefings with Elected Officials February 19 Briefing with Neighbourhood Table February 20 Notice to Industry stakeholders February 20 Article to be published in March Checking In 16

Airfield Restoration Program 2019

2019 Airfield Restoration Program Revised Plan January 2019: Original Scope of Work Runway 15L/33R, April to June, overnight Electrical work and milling/resurfacing of Runway 15L/33R Full closure of runway with 48 hours recall Intersection work affecting Runway 05/23 some nights February 2019: Updated Scope of Work Testing of Runway 15L/33R surface determined that full scale restoration work not required at this time still meets safety requirement and project will be rescheduled Maintenance work on taxiways affecting Runway 15L/33R required in April 18

2019 Airfield Restoration Program 19

2019 Airfield Restoration Program Impacts Segment 1 Taxiway D Week of April 22 3-5 days full closure of taxiway segment Impacts Runway 33R departures only, no arrivals (>9,000ft avbl) Runway 15L arrivals and departures authorized (>9,000ft avbl) Segment 2 Taxiway H between E & B May 21 - June 10 3-4 weeks full closure of taxiway segment Impacts No arrivals 15L Day/night 15L departures authorized (>7,500ft avbl) 33R arrivals and departures authorized (>7,500ft avbl) Segment 3 Taxiway B between S & B1/B3 April 29 thru May 20 specific week of impact TBD Impacts Runway 15L/33R available full length Arrivals and departures authorizes Arrival procedures downgraded 20

2019 Airfield Restoration Program We implemented the same communication approach that we did for the 2018 Runway maintenance, beginning with 90 days notice prior to the planned start date: Communications January 3, 2019, ads ran in the Toronto Star and Metroland newspapers. Email sent to elected officials and to over 1,500 engaged community stakeholders with a copy of the ad. Included in community e-newsletter, Checking In. Communications directed residents to project webpage at www.torontopearson.com/15-33. The project page will be updated to reflect changes Notice will be in March Checking In 21

Conclusion Residents are looking for more from us better engagement, better and more pertinent information, and more ways to get involved A working group from the Neighbourhood Table focused on InsightFull is a great opportunity to achieve this Submitting complaints can become tiresome and unfulfilling for some residents; they may feel their concerns aren t getting the attention they deserve InsightFull can help fill these gaps and improve on our commitment to working smarter with our communities 22
