Runway Selection Criteria Changes to improve reliability of airport operations
11
Runway Selection Criteria Weather related operational delays impact our passengers, air carriers and significantly disrupt the network Why? Toronto Pearson schedule reliability can be reduced by between 20% and 45% while on north/south runway operations Need to safely enable improved reliability at Toronto Pearson 12
Runway Selection Criteria Review of Runway Selection Criteria (i.e. crosswind limits) under dry, wet, and contaminated runway conditions - current limits defined in mid-1980s by Transport Canada What? Runways selected based on: wind, associated crosswind component (i.e. wind speed measured at 90 degrees to runway direction), combined with runway surface conditions to enable safe operations We can safely create more reliability for passengers, and increased operational resiliency by raising crosswind thresholds for Runway Selection Criteria 13
Runway Selection Criteria February 2019 Increased Wet & Contaminated Limits When? Runway Condition Contaminated Current Maximum Crosswind Component Including Gusts New Maximum Crosswind Component Including Gusts Dry 25 knots 25 knots Wet 15 knots 20 knots Select most into the wind runway 10 knots If the contamination is TRACE depth, 15 knots 14
Runway Selection Criteria Impacts Movements at Toronto Pearson are not increasing due to this initiative - a redistribution of existing demand East/West operations - anticipate an annual increased usage (as measured in hours) of 1.3 % spread over the six ends of the three East/West runways equivalent of one movement/hour North/South operations -runway configurations predicted to see a decrease in usage Runways will continue to be used as per the Runway Selection Criteria, or as operations require 15

2019 Airfield Restoration Program We implemented the same communication approach that we did for the 2018 Runway maintenance, beginning with 90 days notice prior to the planned start date: Communications January 3, 2019, ads ran in the Toronto Star and Metroland newspapers. Email sent to elected officials and to over 1,500 engaged community stakeholders with a copy of the ad. Included in community e-newsletter, Checking In. Communications directed residents to project webpage at www.torontopearson.com/15-33. The project page will be updated to reflect changes Notice will be in March Checking In 21
