LITTLE ABINGTON PARISH COUNCIL DRAFT TO BE AGREED AT THE NEXT FULL MEETING OF THE PARISH COUNCIL Minutes of the Meeting of the Parish Council held on Monday 25 February 2019 at 7.15pm in the Abington Institute, Great Abington Present. Mr Brunning (Chair), Mr Allum, Mr Ellis, Ms Pattinson, Dr R Smith, Dr Valge- Archer, Mrs Dalton () In attendance. Cllr Henry Batchelor (HB). Cllr John Batchelor (JB) and one member of the public. 1. Apologies for absence. Dr I Smith. 2. Minutes of last meeting. The minutes of meeting held on 28 January 2019 were agreed. 3. Matters arising not on the agenda. The action list was reviewed and updated. (Appx). 4. Declarations of interest. None for items on the agenda. 5. Public Participation. Path along field edge in Bourn Bridge Road, adjacent to West Field. Many residents have used the path for a long time. The landowner contacted LAPC about its status in June 2018. A few days ago he erected private signs. This had provoked some response from residents who use the path regularly. The Parish Council welcomed advice from Mr Hayden-Smith. He observed that the other landowners in that part of the village had designated paths on their land as permissive paths. It was agreed that the Parish Council would contact the appropriate County Council officer for advice and the would contact the landowner to offer some assurance of the Parish Council s urgent consideration of the matter. Mr Hayden-Smith left the meeting. 6. Planning https://www.scambs.gov.uk/content/search-planning-application 6.1Planning applications: Nil 6.2 Planning decisions and amendments (for information). S/4644/18/FL. Burger King, Fourwentways Retrospective. Various external alterations to restaurant. Approved by SCDC without referral to their planning committee despite the Parish Council s objections. Conditions require the external appearance of the building to be improved.cllr Batchelor assured the Parish Council that the litter picking arrangements that have been in place since 1999 would be enforced. It was noted that old and more recent litter has not been cleared from the car park. It is unsighly and it is a public health risk. S/0407/18/VC. Phase 2 Land (Zone 1) Granta Park Variation of condition 16 (Trees). Approved by SCDC. 6.3 Local Developments Uttlesford Development Plan: Sustainability appraisal. The Parish Council s response was submitted on time. East-West rail Link. The consultation closes on 11 March. The development would be funded, to some extent, by new developments close to the route. The new line would probably join the existing railway line to the south of Cambridge, possibly near the new South Cambridge (Addenbrookes) station, though a

northern approach to Cambridge could also be considered. Provision of a rail link might reduce some of the pressure on the road network which would result from new developments. JB said that in the longer term the route is expected to extend to Norwich. On initial examination routes B and E were preferred because they were close to existing large centres of population and areas where further development was already underway or approved, notably Cambourne, Northstowe and Waterbeach. Local public engagement events might offer more insight. CLERK to draft response New Local Development Plan. Landowners have been invited to help to identify land for future housing development by submitting applications to the Strategic Housing Land Availably Assessment (SHLAA) process. 7. Highways and Traffic Road safety initiatives. CCC have installed gates and a Little Abington village sign in Bourn Bridge Road and Children signs at Ivan Clarkes Corner. A1307. HB advised that the A1307 has been designated as a major route. It will become the responsibility the Highways Agency. This will attract more funding. Village Speedwatch. - The kit is still proving troublesome. Ickleton PC have borrowed a set from the police until the problems are resolved. LAPC agreed to order a new battery charger ( 67.50 +VAT). - There is an impression that speeding in the village has reduced. - Three residents from Great Abington are keen to join the rota. Monitoring in Pampisford Road at rush hour has been suggested. The has arranged for the police to visit to agree new monitoring sites. Arrangements will need to be agreed with GAPC. PB/Liaison Group Dangerous Junction - Newmarket Road/Bourn Bridge Road. HB confirmed that the County Council will re-paint the white lines. 8. Village Environment /Community Engagement. Footpaths. See public participation Abington Directory. The directory was published in 2016 to coincide with the Abingtons Open Day. It was agreed that it needs to be updated. There should be a process for keeping it up-to-date. Ideally it should link to other initiatives such as Parish Nurse and NHS Social Prescribing. Online publication would be a more practical approach although options for residents without online access should be considered. New residents could be signposted to the directory via a welcome letter/ welcome pack. RS Access to Granta Park. Residents on the waiting list to join the gym have been contacted. Granta Park Noise Nuisance. Residents and the TWI team will meet on March 6. PB has been invited to represent LAPC. Tony Orgee will represent GAPC. Litter Pick. GAPC is coordinating the Litter Pick this year. It will be held on 30 March. The LAPC had reviewed and updated the risk assessment and other paperwork. LAPC was satisfied with it. It will be forwarded to GAPC for their approval. CLERK Agenda for Annual Parish meeting 29 April 2019. It was agreed to include feedback from the Abington Future event, Parish Nurse Project and Local Development Plan. Refreshments would be provided. CLERK

9. Report from Linton District and County Councillors The written report from Cllrs Batchelor was noted A1307 Improvements. No more work expected until 2019-20. See item 7 above. 2019-20 Budgets. Local council tax (CCC and SCDC) will increase by the maximum allowed. The Great Abington Neighbourhood Plan has been agreed by SCDC. It is the first one to be approved. There was some discussion about the need and the advantages of having a Neighbourhood Plan. JB said that some parish councils had started this work when South Cambridgeshire did not have a Local Development Plan. In his opinion the work required did not justify the outcome because a good Local Development Plan should reflect and meet local needs. There was some discussion about the need for key worker housing and sheltered housing in Little Abington. It was expected that some local landowners will offer land through SHLAA. The future of the Comfort Cafe site is not known. The Greater Cambridge partnership (GCP) has just opened a public consultation on public transport options - Choices for better journeys. 10. Finance and Compliance 10.1 Income Cllrs Batchelor left the meeting. LAPC agreed that the invoices should not be paid. World of Computers will be asked to install Microsoft Office 365, combining it with the annual virus check and PC clean up. There might be an additional cost. 11. Meetings and representation. Feedback from meetings attended by LAPC reps not elsewhere on agenda: - LCPAS Highways training. January 2019. The slides have been circulated. LAPC representation at forthcoming meetings. - Tree wardens meeting. 5 March RS and PB - SCDC planning training 7,21,28 March. 4 places requested for 7 March. - TWI meeting with residents re Granta Park Noise. 6 March PB 12. Reports from representatives 12.1 Village maintenance contract. The contractor visited on 19 February. The checklist was submitted on time. It needs to be updated. CLERK/RA RA had spoken to one of the team. It was agreed that the farmer should be asked to trim the hedge on the A1307 or to agree for the parish council to arrange for it to be done at his expense. This is to enable the grass verge to be cut. CLERK PB queried the status of the Protected Roadside Verges on Bourn Bridge Road. It was felt they should be managed as PRVs. It was noted that the contractor needs at least two weeks notice when cutting is required. PB/NATUREWATCH 12.2 Lights, roads and pavements. A1307. The inspection hatch / manhole cover in the verge near the slip road to Fourwentways has not been replaced. This is a significant hazard for anyone who walks or cycles on the grass verge. The poor surface condition of several roads and pavements in the village was noted. Some potholes have been marked up. 12.3 Trees. The Trees & Landscape Officer in South Cambs has published a newsletter. An application has been submitted for some TPOs in Church Lane. Trees and hedges growing near overhead cables at Ivan Clarks Corner have not been reduced 12.4 Police. Nil. 13. Committee Reports 13.1 Institute Management Group. Nil 13.2 Recreation Ground Committee. Nil 13.3 Committee for Abington Housing Nil 14. Correspondence. A summary of correspondence received is on circulation. Items requiring action have already been circulated. A request from the County Council for information about local initiatives to help older people to socialise was noted. It has been forwarded to the Parish Nurse Team. The community café, village lunches and the Forget-Me-Not Club were felt to be good examples. However, there may be residents who are not known to community groups and therefore at risk of isolation. 15. Any Other Business/ Items for next agenda.
