Cllr Janaway declared a pecuniary interest in item 170309 and was granted a dispensation by the Clerk to present information on the item. 170303 The Chairman to sign as a correct record the minutes of the Parish Council meeting held on 16 th February 2017 Cllr Gray signed as a correct record the minutes of the Parish Council meeting held on 16 th February 2017. 170304 To open the meeting to the members of the public A new resident advised that his partner would be interested in taking over the role of post mistress. The resident agreed to stay until the discussion of the future of the post office under item 170316. 170305 To receive reports PC Reid presented his report which is included in Appendix A. There were police station closures at Winchester, Andover and Basingstoke and a new Regional Custody Centre being built at Viables. The Parish Lengthsman Report is included in Appendix A. Cllr Ralls reported two potholes. 170306 To consider submission on tackling rural crime for public session with Police and Crime Panel on 7 th April The Hampshire Police and Crime Panel (PCP) had invited residents to give their views on whether work by the Police and Crime Commissioner for Hampshire and the Isle of Wight had helped to reduce and prevent rural crime. The Parish Council discussed the six questions posed by the PCP and the Clerk was delegated to draft a response for comment by Councillors and then submit this to Hampshire County Council by the deadline of Sunday 19th March. 170307 To consider the following planning applications 170307.01 T/00066/17/TCA Application for works to trees growing in a Conservation Area Proposal: fell to ground level 3 sycamore and 1 ash tree At Orchard House, Cleves Lane, Upton Grey The Parish Council discussed the application and resolved to submit the comment that it had no objection.
170307.02 17/00666/FUL Erection of Glasshouse At Westfield Cottage, Upton Grey Road, Upton Grey The Parish Council discussed the application and resolved to submit the comment that it had no objection. 170307.03 17/00898/ADV Application for Consent to Display Advertisement At L.Hunt & Sons Ltd, Reynard House, Weston Road, Upton Grey This application had not been validated by the time of the meeting. The Clerk would confirm when the application was validated and the closing date for public consultation with a view to determination of the comment at the next meeting. 170308 Update on 16/03058/FUL, Erection of 17 dwellings, including affordable units, together with the creation of a new access to Weston Road and associated landscaping. At Weston Road, Upton Grey Cllr Reffell chaired this item as Cllr Gray had declared a pecuniary interest and took no part in the discussion. The Clerk would confirm details of the S106 payment to the Parish which was listed in the S106 agreement on the application ( now available on the B&DBC website). The Clerk and Cllr Ralls would check layout drawings of the development in light of the southern boundary variations. The Clerk would check the correct marking of the root protection zone for the oak tree on the southern boundary of the site. The Parish Council would request a TPO on the tree. The Clerk would contact B&DBC Planning Department again regarding progress on conditions. The Clerk would contact Thames Water to request information on the new public sewer connection and forward information to Hampshire County Council drainage works in the village. 170309 Update on 15/03967/OUT Outline application for erection of up to five bungalows At Site Adjacent To Meadowside, Bidden Road, Upton Grey Cllr Janaway advised that a full planning application had been submitted to B&DBC (not yet validated) and encouraged the Parish Council to propose any improvements it considered relevant as part of its response to consultation. 170310 Updates on previous planning applications Since the last meeting planning applications 16/003398/FUL and 16/03399/LBC, Conversion of existing barn etc. At Shoot Barn, Hoddington Farm, Upton Grey and 16/03851/FUL Demolition of existing barns and erection of a 1 no. 5 bed dwelling with detached garage. At Humbly Grove Farm, Baymans Lane had been granted. Planning applications 16/01216/FUL Demolition of existing dwelling and garage, and erection 5 dwellings etc. At The Road House, Weston Road and 17/00242/FUL Erection of a shared communal building and the placement of three mobile shepherd huts etc., At Dower House Glamping, Basingstoke Road were still ongoing. 170311 To note the current financial situation and sign bank statements The current financial situation was NOTED and can be found as Appendix B. 170312 To approve Schedule of Expenditure The schedule of expenditure as listed below was approved for payment 3 FOR ITEM AMOUNT INVOICE REF Staff Salary (Mar) 320.00 16/03/17 EP Staff Expenses 48.65 ditto EP Staff Salary (Mar) 44.40 Mar EP Inland Revenue Tax and NI 11.00 Mar EP Saunders Landscape Maintenance (Mar) 204.00 905 EP TOTAL 628.05 170313 To decide that the Parish Council is eligible to use the General Power of Competence Following the Clerk s attainment of the Certificate in Local Council Administration (CiLCA) in February 2017 and as all Councillors had been elected, it was resolved that the Parish Council is eligible to use the General Power of Competence. 170314 To consider refurbishment of phone box The Parish Council had received a grant of 990 from County Cllr Anna McNair Scott for the refurbishment of the village telephone box as a Village Communications Box (housing local history information board, village group and websites links and book exchange). Two quotes (exc VAT) had been obtained to carry out the majority of the refurbishment work as below: Contractor A 1394.00 Contractor B 910.00 It was resolved to appoint Contractor B to carry out the work as specified in his quote with remaining funds to fit out the box. 170315 To consider further maintenance to the playground and a new litter bin by the football area Regarding a new bin by the football area, B&DBC had advised that bins were usually provided on its own land at no cost but the officer who would decide on whether an additional bin could be provided was on leave. The Clerk had appointed Dick Randall Services to carry out previously identified repairs at a cost of 228 plus VAT since the last meeting. The works were scheduled to be carried out in the next two weeks. A quote had also been obtained to repaint the Toddler Slide Unit which had been painted in Spring 2016 but which had already deteriorated. It was resolved for the Clerk to contact the company who had originally carried out the painting to request a refund and if obtained to appoint Dick Randall Services to carry out the repainting. 170316 To consider future of the Village Post Office The post office closed on the 16 th March. Post Office Limited (Network Operations Manager) had written to confirm that the post office could not be reopened as a Community post office but could be as a Local post office (service available at shop counter during opening hours but income on commission basis only) or as an outreach service from Hook post office. The Village Shop owner was applying for a Local Post Office and was understood not to oppose the reopening of a Community Post Office. The Parish Council advised and supported a local resident writing to the Network Operations Manager to inform him there was an applicant for a replacement post mistress. It was resolved that the Parish Council would also write to Post Office Ltd (with a copy to the resident) to challenge the lack of consultation and obtain a categoric answer that a Community Post Office was not available. 170317 To consider response to survey on BDBC planning application process A Parish Council Survey as part of a Planning (Development Management) review
by Basingstoke and Dean Borough Council was discussed and it was resolved that the Clerk draft the response based on the Councillor comments at the meeting. 170318 Update on Neighbourhood Planning Cllr Gray had contacted neighbouring parishes to advise that Upton Grey Parish Council did not want to prepare a Neighbourhood Plan at this time. 170319 To consider surface levelling in area uncovered by recent hedge cutting in cemetery It was resolved to organize a group of 4 to 5 volunteers to level the cemetery. Cllr Janaway undertook to contact Paul Barnes for the PCC to suggest that a working party be organised to undertake the work. Appendix A : Reports to the Meeting, 16.03.17 5 Report by PC Reid 23.02 Sheep on road, North Warnborough Road 23.02 False burglar alarm 12.03 Complaint re. speed of tractors. Stopped and warned. Came from Odiham Report by Parish Lengthsman LITTER Normal pick ups, nothing out of ordinary. Footpaths No problems Play Area Escorted equipment rep around playground, He has ideas for additional items in the play area. Also some adult gym exercise equipment by the climbing net. Met with Liz and Kevin Hoare (Band DC playground inspector) Mon 23 Jan. A small amount of repairs need to be carried out by specialist playground contractor (recommended contactor provided clerk to obtain quote)also recommended that PB council carries out moss removal from fenced area more frequently using power washer, remove elder bush growing next to path, fill in small depressions by basketball area using cold pour tarmac and replaces missing bird spikes over swings. Mr Hoare also suggested that picnic tables were provided in the fenced small childrens play area. Finally the poor condition of the painted lines was discussed and it was advised that this was not unusual, line life being very site dependent and B and D no longer do it since they do not last long. DRAINAGE Dan Beasant fixed a meeting between P.C. and operation resilience.this took place and parish clerk will report on outcome. Highway have cleared all the drains down Church Hill and around the pond, and down Bidden Road and also dug out the ditches to the end of Little Hoddington. Mrs Griffiths has sent Grish Lohani photos of the flooding outside their house which is of course adjacent to the new development. We await inspection by Ms Lohani. HIGHWAYS Repairs to tarmac around drain at pinch point repaired. No other action ref white lines and potholes. Assured It is in hand. Highways demanding drastic cut back of Mr Holroyds hedge Overhanging trees on Church Street. Full survey carried out and results submitted to P.C. POND W.J.Hatt pond constructors have referred me to BOSSJEX to clear pond of silt resulting from non clearance of settlement tankswith ball park figure of 6,000 + VAT. Duckweed a major problem. Unable to remove with net now that central pond weed has reached surface and duckweed sticking to it. I have obtained a brochure and price list from AQUAPLANCTON to kill off the duck weed whist not damaging other water plants. To be considered by committee. Willow tree at the pond. Removed Jan 27 root and branch. Being asked about what plans for replanting.
