MINUTES 25 th February 2015 A Ordinary Meeting of the members of Lambourne Parish Council was held On Wednesday 25 th February 2015 at 8.00pm at Abridge Village Hall Those present were: Cllr John Filby, Cllr Anupe Hanch, Cllr Charles Portou (Vice Chairman), Cllr Pat Price (Chairman), Cllr Laraine Shreeve and Cllr Richard Witham. Also In attendance: Maria Burgess (Clerk to the Council) 1 member of the public. Meeting opened at 8.00pm 14.98 Apologies for Absence Apologies were received from Cllr A Barr and Cllr A Raven. 14.99 Declaration of Interests None. Cllr A Hanch arrived at the meeting. 14.100 Public Forum There was 1 member of the public in attendance who spoke before the meeting opened, giving an update on the 541 bus service. Cllr P Price will passing on the results of the recent survey to County Cllr Mrs M McEwen and requesting that these be forwarded to Essex County Council. 14.101 Minutes of the last meeting 28 th January 2015 The minutes were agreed as a true record and signed. 14.102 Matters Arising & Clerks Report and Actions from Last Meeting Members NOTED the following matters arising and actions from the last meeting: Letter dated 27th January 2015 has been received from the Post Office regarding changes to the Abridge Post Office asking for the Parish Council s views on the proposed changes. Following consultation with Cllr J. Filby, Cllr P. Price has submitted the form on behalf of the Council, there having been no intervening meeting prior to the deadline for responses from the full Parish Council. 28
The Clerk contacted the Land and Water Quality Officer at EFDC regarding the drainage at Gallman s Farm. He has visited the site since his last letter and agreed to put his findings in an email which will be forwarded on to all members shortly. The Council s laptop has had a service by the ICT Consultant and a backup purchased, it was advised to renew the current anti-virus, install Outlook to enable the calendar facility. Generally the laptop is not sufficient for business use and appears to have been set up with student versions of Word and Excel for basic use. It would be possible to update these packages once Outlook was installed. The setup of the website has named the host as the registrant, which is not advisable as he is not a council representative, it is advised that the registrant is either the clerk or one of the named councillors. A resident contacted the Clerk regarding the lorries entering and exiting from the Manor Road end of Hoe Lane, which is very narrow and has a weight restriction, when removing spoil etc from the development at the former Rectory in Hoe Lane, causing further traffic problems at the bottom end of the road by the School. The Clerk contacted the developer who reported that they had asked the company concerned to avoid the area at school opening and closing times and to be considerate of local residents but that the removals would shortly be coming to an end. An email has been received on 10th February from the Rural Community Council of Essex regarding the 2015 Best Kept Churchyard and Essex Village of the Year & Best Kept Village Competitions. Entry form and guidelines are available from the Clerk. The deadline for the submission of entries is Friday 10th April. ECC Bus Strategy and Consultation has been received. The flyer is on the noticeboard and a few copies are available in the Village Hall, otherwise residents are invited to complete the questionnaire on the website. Consultation runs until March 31st 2015. 14.103 Planning The following Planning Applications were considered: Planning Application EPF/0081/15 Merryview, 92 London Road, Lambourne, Romford, Essex, RM4 1XP. Demolish garage. Two storey side, rear and front extension. Single storey rear extension with sloping roof and inset Juliet balcony. Accommodation within resulting roof form with rear dormer. Open porch to front door. Comments The Parish Council had NO OBJECTION to this application. EPF/3008/14 - The Willows, Manor Road, Lambourne, Romford, RM4 1LX Part single and part two storey front, side and rear extensions. The Parish Council had NOT OBJECTION to this application in principle but do not find the design of the glass front to be within keeping with the rural setting, the colour of the glass is unspecified and we are concerned about the overbearing presence. 29
Applications received for information only from Epping Forest District Council were NOTED. Planning Decisions received from Epping Forest District Council were NOTED. There was one new Enforcement item received from Epping Forest District Council. 14.104 External Meetings Attendance Update Members received a report from Cllr P Price who attended the EALC Epping Forest Branch meeting on 23 rd February at Epping Town Council. Cllr Price also attended the Local Police Meeting at Stapleford. The representative from NEPP did not attend as had been hoped, to answer queries from the various Parishes attending regarding the enforcement of double yellow lines and zigzags. However, the local Inspector, agreed to invite him personally to the next meeting. 14.105 Correspondence Members NOTED the correspondence received since the last meeting. a) Letter from DCLG inviting comments to the Traffic Commissioners and Operating Licensing Review. b) Letter regarding Neighbourhood Planning. c) Letter regarding Post Office consultation. d) Getting around in Essex residents consultation. 14.106 Update from District Councillor ad County Councillor Cllr B Rolfe and Cllr M McEwen were unable to attend the meeting. 14.107 Highways Members NOTED the Highways report and updates and the Clerk is to make the necessary amendments. 14.108 Enforcement Officers Report Cllr P Price raised concerns about EFDC s Enforcement, allowing a change of use for retail car sales at Gallman s End due to its location and the increase in traffic that the new business would attract to the site along this narrow road. She will contact Gerry Godden, the Senior Enforcement Officer at EFDC and the Clerk will email the relevant Officer regarding the site at Riverfield. 30
14.109 Environment Agency River Roding Issues Cllr C Portou informed members that the replacement for Dak Gor has yet to contact him. 14.110 Neighbourhood Development Plan a) Cllr A Hanch apprised members that groundwork for the Parish Council s NDP had been carried out and it was proposed to review the situation after the election, when published data will be available. b) Members NOTED the Loughton Town Council NDP Consultation. 14.111 Date for Speed Watch It was agreed that Cllr P Price would email all members with some suggested dates to consider. 14.112 Parking Issues in Parish There were no new parking issues reported but Cllr J Filby reminded members of the site visit that took place about 2 years ago to determine parking solutions at Willow Tree Close. He is to find out who the ECC Officers were, who visited the site to enable the Clerk to chase up on this matter. 14.113 NEPP Parking Restriction Schemes Consultation (Pancroft/Alderwood Drive) Members NOTED the proposed schemes. 14.114 Meetings Dates 2015/16 Members agreed to the Clerk drawing up the schedule of meetings for the new municipal year, for approval at the next meeting. 14.115 Finance The RFO report was approved and cheques signed. 14.116 Any Other Business Cllr R Witham showed members a video recording of the recent tree works taking place at Great Wood. 31
Cllr J Filby reported to members of a nearby business whose employees are exercising dogs in the churchyard.
