Introduction The California Airports Council was formed in 2009 and is comprised of the publicly-owned, commercial airports in California. The Council s mission is to promote awareness and understanding of California commercial aviation and the role it plays in our state. California airports service millions of Californians with their air transportation needs in addition to serving as gateways for thousands of travelers between the United States, Asia, Mexico and other foreign countries. California airports are strong regional economic engines that provide jobs for millions of Californians. The California Airports Council Annual Report is designed to be a reference and provide basic statistics for California commercial aviation operations during 2011. Thirty-four California airports possess a Part 139 Certificate, the Federal Aviation Administration license required for commercial airport operations. As of year-end 2011, 30 California airports have commercial airline service operations. Our airports range from very large to very small: California has two of the nation s top ten passenger airports Los Angeles International at number three and San Francisco International number eight. Conversely, 12 California airports are serviced by only one airline. Many small California airports provide service to larger in-state airports, which illustrates the fact California commercial aviation is a system that ensures access to long-distance air travel options for Californians living away from large population centers. The economic impact of California commercial 2 Norman Y. Mineta - San José International Airport aviation is larger than that of any other single state, with California estimated to contribute 13.4% of national aviation economic output 1. In 2011, Los Angeles International Airport continued work on the new expansion of the Tom Bradley International Terminal, the largest public works project in the City s history. The $1.5 billion project provides thousands of medium-term construction jobs and will add 18 new gates. In addition, LAX completed work on a $700 million infrastructure modernization of the original Bradley Terminal. Work was ongoing at Long Beach Airport on a $136 million terminal modernization project, which includes 35,000 square feet of new terminal space. The San Diego International Airport carried on with the $1 billion Green Build project to add more gates, shopping and dining, a dual roadway, passenger check-in and security improvements. At peak construction, the Green Build creates 1,000 construction jobs. California airports are committed to ensuring safe and efficient air travel in our state. They face the daily challenge of providing a seamless travel experience for passengers while maintaining heightened levels of security, a task shared by all levels of government. Enplanements, as referred to in Chart 1, indicate the number of airline passengers who begin their journey at a California airport. Over 172 million total passengers passed through California airports in 2011. In addition, commercial airports accounted for the movement of almost 3.5 million tons of air cargo. Note: Cargo statistics only include activity at commercial airports; air cargo figures for all California airports will be higher. 3

PFC & CFC Total Operations Domestic International California Airports Generate Economic Activity Fresno Yosemite International Airport Airports have made significant investments in California s aviation infrastructure in recent years. In 2011, California commercial airports invested $1.8 billion in capital infrastructure projects, creating thousands of design, engineering, environmental review, construction and permanent employment opportunities throughout California. The Federal Aviation Administration awarded California airports $239 million in Airport Improvement Grants in 2011 used to fund capital, safety and technology projects. These investments are intended to increase operational and environmental efficiency as well as meet future capacity demands. Virtually all capital construction projects utilize sustainable building practices and most are LEED certified. 2011 was an extremely active year for facility expansion with the openings of new airline terminal facilities at John Wayne Airport, Orange County, Sacramento International Airport, San Francisco International Airport, Santa Barbara Municipal Airport, and Stockton Metropolitan Airport, representing over $2 billion in aviation infrastructure investments. The Long Beach Airport and John Wayne Airport, Orange County both opened 2,000 space parking garages which will boost revenues and improve passenger terminal access. Various airports also engaged in numerous runway and taxiway improvements during the year. The 2011 new capital project activity follows the opening of new terminal facilities at Norman Y. Mineta San José International Airport and the Charles M. Schulz Sonoma County Airport in 2010. California commercial airports generated $2.5 billion in revenues in 2011 and issued $1.7 billion worth of bonds. Over half a million Californians are employed at commercial airports with another 700,000 jobs supporting aviation operations including supplies and fuel sales, ground transportation, industrial, professional and environmental management services. Most California air service consists of United States domestic travel, with nine California airports offering service to international destinations. For most airports with international service, domestic flights still comprise over 98% of all flight destinations. Only at Los Angeles International and San Francisco International do international flights comprise more than 10% of all flight operations. 6
