MEETING OF MARCH 7 TH, 2017 TO: THRU: FROM: Mayor and City Council Don Marr, Chief of Staff Terry Gulley, Transportation Services Director Chris Brown, City Engineer Matt Mihalevich, s Coordinator DATE: February 17 th, 2017 SUBJECT: 2017-0106 Recreational s Grant Application Gulley Park Improvements RECOMMENDATION: Approval of a resolution expressing the willingness to apply for federal-aid funds and allow staff to submit an application of an 80% federal 20% local matching grant through the Arkansas Recreational s Program for an award of up to 500,000 to be used for trail improvements in Gulley Park. BACKGROUND: The Fayetteville Active Transportation Plan and the Northwest Arkansas Regional Bicycle and Pedestrian Master Plan identify the East Fayetteville Loop as a high priority trail. This 3.31- mile trail is composed of sections along Old Wire Road through Gulley Park and along the Niokaska Creek to connect to the Mud Creek at Old Missouri Road. Improvements are currently under way along Old Wire Road and designs are being development to extend bicycle and pedestrian facilities along Old Wire Road to Gulley Park. The in-house trail construction crew plans to build the section of Niokaska Creek through Gulley Park and on to Mud Creek in 2018. While the trail crew is working on the Niokaska Creek through Gulley Park they plan to also reconstruct the dilapidated asphalt trails in Gulley Park and replace them with new 8-foot wide concrete and trail lighting. The Recreational s grant funding will be used to supplement funding for the in-house trail construction crew to build of both the main Niokaska Creek and the loop trails within Gulley Park. DISCUSSION: The Recreational s Program is administered through the Arkansas State Highway and Transportation Department and has been a substantial program for trail funding over the years (see funding history below). For the 2017 funding cycle, staff would like to submit an application for funding 80% of the cost of trail improvements within Gulley Park.
BUDGET/STAFF IMPACT: If the Recreational s Program grant is approved and fully funded, the City will be responsible for 20% of the total project cost, or 125,000. The labor costs for the city in-house trail construction crew is eligible to count toward the 20% city match. Funding for the match has been budgeted through the Parks Development Program for community park improvements.
