ICAO strategic objectives: A Safety B Air navigation capacity and efficiency Introduction. The interconnectionn of automated systems (ATS interfacility data communication-aidc) is one of the air navigation priorities set forth in the Declaration of Bogota. The goal was to implement 5 AIDC interconnections during the period 20-206. Likewise, the AN&FS/2 meeting considered the implementation of 26 additional interconnectio ons during the period 207-209, as endorsed by the RAAC/ meeting..2 Table CNS II-3 ATS direct speech circuitss of the CAR/ /SAM Regional Air Navigation Plan (Doc 8733 eanp) contains the ATS speech circuit requirements between international ATS units (s, APPs and control towers) for each of the CAR/SAM States. In this regard, the international

- 2 - requirements for the implementation of AIDC connections in each State of the Region would be the same as for international ATS speech circuits, shown in Table CNS II-3. In time, ATS speech communications would become a secondary means of communication and AIDC would be the primary means. AIDC interconnections initially contemplated in the Declaration of Bogota for the period 207-209 are only between s..3 Likewise, the AN&FS/2 meeting, with the endorsement of the R/ meeting, also agreed to continue with the implementation of surveillance data exchange during the period 207-209, setting a 30% surveillance coverage goal in flight transfer of control areas between adjacent s of the Region. 2 Discussion 2. The progress made in the implementation of the AIDC interconnection, the analysis of flight plan availability in the SAM Region in each State of the Region, and the follow-up to the implementation of activities contemplated in the MoUs established in the SAM Region for the interconnection of automated systems are described below. Progress made in the implementation of AIDC interconnection Argentina 2.2 The AIDC between the Cordoba and the Ezeiza is still in the pre-operational phase. The letter of operational agreement was amended and signed between the Ezeiza and Cordoba s, considering the AIDC as the primary means of communication for flight reporting, coordination and transfer operations. 2.3 An AIDC training plan for the controllers of the Comodoro Rivadavia, Mendoza, and Resistencia s has been launched that will conclude in late October 207. Once these courses have been completed, the pre-operational phase of the AIDC between these centres will be activated. 2. The AIDC between national s is expected to be operational by the end of the second semester of 207, while the AIDC with adjacent regional s is expected to be operational in 208-209. Bolivia 2.5 Automation of the main ATS units of Bolivia (La Paz, new Cochabamba, Santa Cruz and Trinidad APP) is expected to be operational in 209. The automated systems to be installed are Thales model Topsky. Once the automation of ATS units is completed, Bolivia will start coordinating with the s of adjacent States for the conduction of AIDC tests. Brazil 2.6 Since mid-206, the AIDC is in the operational phase between the adjacent s of Brazil, with the exception of the Atlantico. AIDC connections with the Atlántico are expected to be operational on the second semester of 207. 2.7 AIDC tests were conducted with the Asunción but with unsatisfactory results; tests will continue in 207. Coordination will take place between Brazil and Venezuela to exchange flight plan

- 3 - and automated transfer data using the messages contained in Doc. Likewise, AIDC tests between the Manaus and the Lima will continue during the second half of 207. Chile 2.8 The TopSKy of the Santiago will be updated during the first semester of 208. In this sense, once this update is completed, AIDC tests will continue between the Santiago and the Mendoza and between the Santiago and the Lima. 2.9 At national level, the AIDC operational connections between the Punta Arenas and the Puerto Montt and between the Iquique and the Antofagasta APP have been implemented. Colombia 2.0 The AIDC interconnections implemented at national and intraregional level are still in the pre-operational phase. Ecuador 2. No progress was reported in AIDC operation with Peru and Colombia, which is still in the pre-operational phase. French Guiana 2.2 The implementation of AIDC between the Cayenne and the s of adjacent States is foreseen for the period 208-209. French Guiana has AIDC in the Cayenne. Guyana 2.3 The implementation of AIDC with the s of adjacent States is foreseen for 207-209. At present, Guyana does not have AIDC in its. Panama 2. The updating of the automated system at the Panama was completed in mid-july 207. Since early September 207, the AIDC between the Panama and CENAMER is in the preoperational phase, and the AIDC between the Panama and the Barranquilla is in the preoperational phase since mid-september 207. Paraguay 2.5 The updating of the automated system of the Asunción (INDRA AIRCON 200) could not be completed; accordingly, the implementation of the AIDC interconnection with adjacent s was postponed until 208.

- - Peru 2.6 The updated ATM automation system at the Lima is scheduled to come on line on the week of 6 October 209. It is expected that, starting in November 207, the AIDC between the Lima and the Guayaquil will become operational again, and that migration of the AIDC to the operational phase between the Lima and the Bogota and between the Lima and the Iquique may be coordinated. Suriname 2.7 The implementation of AIDC with the s of adjacent States is foreseen for the period 207-209. Suriname does not have AIDC. Uruguay 2.8 The implementation of AIDC with the s of the adjacent States is foreseen for the period 207-209. Venezuela 2.9 The implementation of AIDC with the s of the adjacent States is foreseen for the period 207-209. Table of AIDC interconnection requirements 2.20 Based on the aforementioned information on AIDC implementation developments, Appendix A to this working paper contains a table with AIDC interconnection requirements in the SAM Region, the status of implementation, and activities foreseen for the period 207-209. List of focal points 2.2 The list of AIDC focal points is shown in Appendix B to this working paper. Analysis of flight plan availability in the SAM Region 2.22 As a follow-up to Conclusion SAM/IG/9-2 Implementation of procedures to mitigate the duplication/multiplicity of scheduled commercial flight plans, in which States were urged to establish AFTN address XXXXZPZX as the only address for receiving the flight plans corresponding to ARO/AIS Offices, and to prepare an AIC indicating the flight plan filing procedure, the following actions have been reported at the teleconferences held as a follow-up to AIDC implementation. 2.23 Argentina is waiting for the aeronautical authority of Argentina (ANAC) to approve the amendment to national regulations on the filing of flight plans so that airlines may file their electronic flight plans directly in the ARO/AIS Offices or in the FDPs. 2.2 The goal of Brazil is to implement a centralised flight plan processing system as part of the project for the implementation of the SIGMA (Sistema Integrado de Gestão de Movimentos Aéreos) system being used by CGNA (Centro de Gerenciamento da Navegação Aérea).

- 5-2.25 Ecuador provided information on improvements for reducing errors in flight plans to the Guayaquil. This procedure was published in the AIP amendment dated September 207. Regarding the establishment of a single address, it was noted that, at national level, international flights have two AFTN addresses: one for the ARO/AIS Office in Guayaquil and the other for the ARO/AIS Office in Quito. 2.26 On 2 July 207, Peru published AIC/05/207 that superseded AIC/0/207 Filing of the flight plan via AMHS or AFTN for companies operating scheduled flights pursuant to Conclusion SAM/IG/9-2. Thus, Peru adopted the single address SPIMZPZX. An informational workshop was held and tests were conducted with 7 commercial airlines, 5 of which produced satisfactory results. In this regard, letters of agreement will be established with the airlines for the use of the procedure so that airlines may submit their flight plans directly to the address SPIM ZPZX. 2.27 Venezuela has implemented and is operating an automated flight plan handling system to help reduce filing errors. This system is located at the ARO Office in Maiquetía. The remaining States of the Region show no progress in the implementation of Conclusion SAM IG /9-2. Follow-up to the implementation of activities contemplated in the MoOs for the interconnection of automated systems 2.28 Argentina and Chile began coordination for the exchange of surveillance data (secondary radar). This coordination was interrupted because Chile had to purchase and install a software application for filtering surveillance data used by the military in order to exclude it from the exchange. The technicaloperational activities for the implementation of radar and flight plan data exchange (AIDC) between Argentina and Chile were contemplated in the MoU signed between the authorities of Argentina and Chile on 8 October 200. A teleconference was held between the Secretariat (ICAO), Argentina and Chile on October 207 to define a new action plan for the implementation of surveillance and flight plan data interconnection. On this respect it was agreed to begin coordination on 23 October 207 for radar exchange between Mendoza (Argentina) and Santiago (Chile) secondary radar. 2.29 MoUs were established and signed between Argentina and Brazil, Argentina and Uruguay, Brazil and Uruguay, Brazil and Venezuela, and Brazil and Peru for the exchange of surveillance and flight plan data in order to enhance safety in air traffic control in transfer areas between adjacent s. These MoUs were established between 200 and 202. Of the activities contemplated in these MoUs, work is currently being carried out for AIDC implementation of; surveillance data exchange was interrupted because it was impossible to use certain communication protocols (Asterix). In this regard, in view of the time elapsed, the States involved in the MoUs should take up the exchange of surveillance data. Other considerations 2.30 The Eleventh meeting of the Coordination Committee of Project RLA/06/90 approved the holding of the fourth meeting on AIDC implementation, to which 5 fellowships were assigned. This event will last 5 days, and would be tentatively held on 6-20 April 208 in Lima, Peru. The Committee did not approve the conduction of the Seminar on AIDC implementation and its evolution, and suggested that it be held in parallel to the AIDC implementation meeting. Regarding practical AIDC courses for the States, the conduction of a course in Venezuela was approved for November 208, provided Venezuela has the AIDC already operational in the Maiquetía by that time.
