Declarations of Interest 14/171The Chairman asked councillors for any Declarations of Disclosable Pecuniary Interest (DPI) on items contained in the Agenda applicable to themselves or spouses/partners. None were declared. 2. To receive apologies for absence 14/172 Cllr T Heritage, V Ward 3. To confirm Minutes of the Parish Council Meeting held on 20 th February 2014. 14/173 A copy of the minutes had been issued to all members prior to the start of the meeting. After 2 amendments, they were proposed by Cllr Kenward to be a true and accurate representation of the meeting. This was seconded by Cllr Pellegrini and agreed unanimously. The Chairman signed the minutes in the presence of the meeting. 4. Matters arising from the minutes - for report only 14/174 The proposed meeting with Highways regarding the causeway barrier cannot take place at present as Highways feel it would not be appropriate to close the road. The two main reasons given were - they felt that members of the public may be able to underdo whatever securing mechanism is in place and close the road unnecessarily. In addition, they could not prevent access for emergency services, should they wish to take the shortest route from Wareham to Stoborough. The Parish Council will contact the emergency services and get their point of view before we decide to take the matter further. ACTION: CLLR WARD 5. Public Participation Period 14/175 Willow Tree at Barnhill Road - Mr Hale spoke regarding the potential loss of the tree as an amenity for the area. He, representing several of the residents, would like to see a TPO placed back on the tree and expressed various concerns. APC December Minutes Page 1

Cllr Pellegrini reported that the Ridge Residents Association had met the previous evening and could not take a view on the tree either way. Mr Loram, the owner of the tree, then spoke of the reasons why they are planning to have it removed. They have checked with the closest neighbours, none of whom opposed the removal of the tree. Cllr Macleod reported that councillors had received training in relation to TPOs saying that we must be guided by the Tree Officer at PDC. The Clerk reported the conversation held with the Tree Officer, saying that the TPO had been removed as, one its own, the willow did not warrant a TPO. With the removal of the horse chestnut, there was no longer a cohesive canopy and, alone, the willow did not warrant a TPO. It was agreed that a site meeting would be arranged for the early part of next week. 6. County Councillor s Report 14/176 Cllr Lovell reported that there was not much happening other than he had met with the engineer to look at various drains in the area including the bridge in Grange Road. Cllr Kenward asked if they had looked at the corner of the bypass and West Lane but unfortunately they did not. He suggested a list is drawn up and he will pass it to the engineer. 7. District Councillor s Report 14/177 Cllr Cake reported that he had received a complaint regarding the corner of the road by the Blue Pool roundabout where the foliage needs cutting back alongside the road coming from the Corfe direction. In addition, the road on the way to Corfe also needs cutting back where the foliage has grown out to the edge of the road and vehicles are now hitting it. Report via the PEM system and send a note of the reference number to Cllr Lovell. Flooding the longer term policy for the Causeway is under review but until the more urgent problems around the area are sorted out, nothing is likely to happen. District Councillors underwent a training session on Data Protection. Allotments Confusion over the boundary on the allotment backing onto the Oval. The owner of the property backing on to the allotments is claiming that the land between his fence and the ditch belong to him. He has cut down the entire hedge and has put a gate through to the strip of land. It is his understanding that this piece of land, including the ditch was retained by the builder or, possibly, the original landowner. Cllr Kenward felt that any such dispute would not be a Parish Council matter but would be a civil matter. It is her understanding that there was a piece of land that remained under dispute John Hart has the appropriate map and it was agreed that it had been misdrawn but nothing was ever done about it. PDC will be asked for a copy of the map and report it to the Scott Estate. In the meantime, Cllr Cake will go back to John Hart. 7. To consider items for discussion/report 14/178 Results of planning applications submitted to County / District Council 6/12/0571-0609 Wytch Farm, Wareham & Kimmeridge Oilfields To enable extension of operational life of oilfield development through the variation of a condition attached to an existing permission. The Parish Council is pleased to see efforts are being made to maintain the bridleways and footpath access. We would prefer to see a minimum quantity of duckboards as these are not in keeping. We would imagine that Perenco will be giving money to support local infrastructure, as has been the case with other developers, and we would expect to be consulted as to what these monies might be put towards. 14/179 Reports from Representatives Stoborough Village Hall Met on the 19 th for an extraordinary meeting. All safety considerations have been acknowledged and action will be taken to put them right. There was also an agreement to pursue a new project refurbishment of the roof and outside; upgrade the car park; roof insulation. This was all unanimously agreed and 3 quotes are being sought for each of the 3 areas. The chairman has a Viridor application which has yet to be determined. Furzebrook Village Hall Ticking along nicely. Ridge Residents 11 th March AGM. Suzie Baverstock of Perenco gave a superb presentation and conversation moved on to the increase in the number of lorries and the damage to verges. Perenco then offered to check the verges daily whilst the work was underway and carry out any necessary repairs. The Residents met again on the 17 th March and asked if they could piggy back their insurance on the Parish Council s for any functions they might organise. The Clerk reported that they could not but will forward details of the brokers and David Upshall of Dorchester. Cllr Scragg asked about the money that Perenco might be giving to the community but Cllr Lovell reported that nothing has been decided and they are still going through the 106 agreements. A parish councillor will be invited to sit on the committee that decides how the money will be spent. Stoborough Meadow Residents Association Nothing to report. 14/180 Meetings attended by Councillors Cllr Scragg working party on the tow path on the 13 th March/pictures, etc on the web site. Thanks to everyone who helped. Also attended various PDC training courses. Cllr Kenward spoke to Biotrake and has a donation of 100 for prizes for the NP. She has received complaints regarding the bridle paths so spoke to Imerys, who are going to sort out various gates and barbed wire. Chalk & Cheese at Harmans Cross with a view to getting some money for rural transport following the loss of some of the buses this was received positively. If anyone has any community based projects, it is still not too late to go on line and submit a claim. The results will be known by September. We may be able to apply for money for the web site under Community & Rural Services. The deadline for ideas is the end of March. Cllr Macleod DAPTC Annual Conference/Exec meeting/pdc training sessions/purbeck Area Committee. Explained about the talk given by Mr Charles Miller regarding the fracking although his credentials are not clear. Mr Hale reported that he had also given a talk to the Village Hall and it was felt that it was a very biased talk. He reported that Suzi Bavestock did not mention fracking at their recent meeting and it was felt that Perenco would be involved with it if there was some money to be made. Cllr Lovell reported that an expert he was speaking to said that the gas in the Purbecks was too close to the surface to allow fracking to take place. Mr Ricks informed the meeting that recent reports stated large oil fields had been found towards Weymouth and the South West. No further details were known. 14/186 DISPENSATIONS None had been received. 14/187 Neighbourhood Plan The Steering Group met on the 6 th March. Cllr Pellegrini read out the description of a Neighbourhood Plan from the Locality briefing. He reported that the Steering Group has come up with a very simple early Vision which residents will be asked to comment on. The next phase will be a community meeting to take place on the 24 th April at Stoborough Village Hall, 7pm. Keith Childs of PDC will be speaking. Notices will be put up around the area advertising the Community meeting. An action plan has also been produced to show how it all fits together. It is likely that the published Neighbourhood Plan will be in March 2016, when the referendum will be held. It is hoped that the draft plan will be finalised around March 2015. We need volunteers for each of the working groups. We are trying to get as many young people as possible involved and a representative of Purbeck School is trying to canvass all the young people in the area to come along to the meetings. If anyone knows of any young person 16-25, please let us know. Cllr Macleod felt it was important to get the young people on board as this is a vision for the future. Cllr Lovell informed members of the Service Level Agreement with the District Council although this has not been finalised and no information has been issued to the parish councils. Cllr Kenward reported that Dr Katie Cruckshanks will be addressing the Housing Group next Tuesday to discuss the types of housing, locations, etc. Cllr Scragg will be looking at drafting an A5 flier for the meeting. The Steering Group will next meet on the 7 th April. 14/188To receive a report on flooding issues. Flood support offered to Purbeck residents. 14/189To consider enrolling in the Local Government Pension Scheme Cllr Kenward proposed that we join the local government scheme from 1 st April; this was seconded by Cllr Pellegrini and agreed unanimously. The Clerk will complete the appropriate paperwork., 14/190 To consider correspondence received since the Agenda was set for discussion and possibly placing on the agenda for the next meeting PDC grant explained for future years. Need to send out information to residents to say why we will have to put the precept up in future years. Wareham Railway information. Cllr Lovell reported that the leases need to be sorted out soon otherwise the community money needed to do the track and getting the trains ready will be lost. 14/191 To consider items raised by the public during the Participation Period for discussion and placing on the next agenda Replacement tree at Rigde.
