Redlynch Parish Councillors met on 8 th May 2018 for the Annual Parish Council Meeting at Redlynch Village Hall at 7:15pm. PRESENT: Cllrs Baker-Beall, Bennett, Blocksidge, Budworth (Chair), Newn, Ramsay, Simpson and Stride. IN ATTENDANCE: 5 members of the public, Unitary Cllr Leo Randall and Mrs Nicky Ashn (Parish Clerk). 7.15PM PUBLIC QUESTION TIME: The applicant for the Rollesn planning application spoke in its favour. 18.01 TO ELECT A CHAIRMAN FOR 2018/2019: Members elect Cllr Budworth. 18.02 TO ELECT A VICE CHAIRMAN FOR 2018/2019: Members elect Cllr Blocksidge. 18.03 APOLOGIES FOR ABSENCE - To receive and accept apologies for absence: Apologies were received from Cllr Peacock. Members accept Cllr Peacock s reason for absence which was due being away on holiday. 18.04 DECLARATIONS OF INTEREST - To receive declarations of interest in respect of matters contained in this agenda in accordance with the Localism Act 2011: There were no declarations of interest or dispensation requests received. 18.05 ADOPTION OF THE MINUTES FOR MEETING HELD ON 10 th APRIL 2018: Redlynch Parish Council Members accept the minutes of the meeting held on 10th April 2018 as a true record and they were signed by the Chair (Cllrs Bennett, Budworth and Newn abstained). 18.06 CHAIRMAN S ANNOUNCEMENTS: There were no announcements. 18.07 REPRESENTATIVE REPORTS: Redlynch Playing Fields Cllr Blocksidge The committee has been approached by a member of the public asking them reconsider the siting of a telecommunications mast at the playing fields; the committee do not want a mast on site and have advised the member of public accordingly. North West Quadrant Meeting Cllr Baker-Beall National Grid has devised a new route for the underground cables (part of the removal of pylons project) and the route includes part of Redlynch Parish. 18.08 CLERKS REPORT: Cllr Blocksidge and the Clerk attended the Southern Area Planning Committee on 12 th April. Application 18/00898 (telephone mast at Ridge Farm) was discussed and approved by the committee. PAGE 1 OF 5
The Clerk gether with three parishioners has since had a meeting with a representative of CTIL discuss the mast siting and alternative sites. A further meeting will take place once CTIL have conducted coverage tests on the suggested alternative sites. A non-competitive cycling sportive is taking place on Saturday 7 th July out of Gang Warily; part of the route goes through Redlynch Parish. The Clerk attended a Royal British Legion meeting regarding this year s Remembrance Sunday. The WW1 bench has been delivered and fund raising is taking place try purchase a second bench. There will be a memorial garden at Bowers Hill with wooden crosses bearing names of those from the community who gave their lives. Town and Parish Councils Training and Networking Day Wiltshire Council have invited representatives from local councils attend this event which is being held on Friday 15 th June in Trowbridge. A horse was recently found abandoned at Turf Hill and due its poor condition had be put down. It is believed the horse was walked along The Ridge Turf Hill. The incident was reported World Horse Welfare who is calling for anyone with information or dash cam footage come forward. 18.13 TO REVIEW AND APPROVE THE ASSET REGISTER: Members approve the Asset Register. 18.14 TO REVIEW AND AGREE THE INSURANCE POLICY RENEWAL AND INSURABLE RISKS FOR 2018/2019: Members agree the insurance policy renewal and insurable risks subject confirmation of cover provided for councillors. 18.15 TO AGREE THE COUNCIL S ANNUAL MEMBERSHIP OF WALC AND NALC AT A COST OF 831.71 (NET): Members agree the Annual Membership of WALC and NALC. 18.16 TO APPROVE LIGHTER TOUCH AS THE COUNCILS INTERNAL AUDITORS FOR 2018/2019: Members appoint Lighter Touch as the internal audir for 2018/2019. 18.17 GENERAL DATA PROTECTION REGULATION To adopt the following: Privacy Notice Information Data Protection Policy Document Retention and Disposal Policy New Councillor Contact Privacy Notice Members adopt the above policies as part of the new General Data Protection Regulations. 18.18 TO RECEIVE A FINAL BUDGET REPORT FOR 2017/2018: Cllr Simpson reported the final figures for 2017/2018. 18.19 TO RECEIVE AND APPROVE THE FINAL QUARTER AND YEAR END BANK RECONCILIATIONS FOR 2017/2018: Members approve the final quarter and year end bank reconciliations and the bank balance as at 31 st March 2018 of 60095.42 was noted. 18.20 TO RECEIVE THE INTERNAL AUDIT REPORT FOR OCT 17 FEB 18: The internal audit report was received and it was noted that no issues were identified. 18.21 REDLYNCH & DISTRICT WI BOOKLET To consider a contribution printing costs: Members were supportive of the idea but as the booklets had already been printed it was felt the request was retrospective and not make a contribution on this occasion. 18.22 REDLYNCH VILLAGE HALL To consider an email received regarding the sum insured figure for the hall and agree if acceptable: Members agreed the Clerk contact the company, who carried out valuations previously for the council, ask how much a re-valuation of the village hall (for insurance purposes) would cost. 18.23 ANNUAL PARISH MEETING To finalise guest speakers and Bobby Van donation.
