In Attendance: 8.members of the public and K Bradshaw, Town Clerk In the absence of the Chair and Vice Chair of the Council, it was RESOLVED that Councillor Thomas be appointed Chair for this meeting. C17/052 Apologies for Absence Apologies for absence were received from Councillor Lomax who is on the twinning visit to Tymbark; Councillor Gilmour who is out of the country on business; Councillor Wild who is on holiday; Councillor Swift who is on Holiday and Councillor Taylor who is working. Apologies were also received from County Councillor A Fox and Borough Councillor A Fox. C17/053 Declarations of Members Interests and Dispensation Applications There were no declarations of Members Interests or Applications for Dispensation C17/054 Community Police There was no report from the Police. C17/055 Public Participation Mr K Worthington raised concerns about increased traffic on Macclesfield Road in view of the planning application for Linglongs Road. It was pointed out that this application will be the subject for an Extraordinary Meeting to be held next month. Representations can be made into early September but it is advisable that comments should be made earlier rather than later. Issues raised relating to the planning application for 14 houses on Bingswood Road:- Mr P Moran:- Will the canal feed be covered; Trees appear to have been marked to be cut down which will destroy the fabric of the area; Congestion outside the Off Licence on the corner will be increased; Is the strength of the bridge over the Goyt up to increased traffic; The fencing is not clear on the plan what form will it take 1

and how high; There is asbestos on the site; There will be an increase in pollution; Will parking spaces be created; There is no provision for placing of waste bins. Mr M Wood stated that one parking space per house is not sufficient. Ms J Hawthorn raised concerns regarding the congestion on Canal Street with increased traffic. C17/064 S106 Agreements It was reported by the Clerk that High Peak Borough Council is not under any obligation to consult with the Town Council on how s106 funding is to be spent. RESOLVED that the Clerk writes to High Peak Borough Council and Derbyshire County Council to request that they adopt the Communities Infrastructure Levy which would give the Town Council more rights to funding from new developments. RESOLVED that the Town Council engages with High peak Borough Council to have input on how s106 funds be spent in Whaley Bridge in the future. C17/065 Solar/Battery Lights Canal Basin Area RESOLVED to purchase solar powered lights for the Canal Basin area for Christmas at a cost of 70.00. C17/066 Disable Parking Furness Vale RESOLVED to note the correspondence received from Derbyshire County Council regarding parking for the disabled in Furness Vale.
