Preview Civil Military Cooperation 1 Peace and stability are essential preconditions for social and economic development, Mutual trust and confidence on respective roles and responsibilities are the principal requirements for a collaborative civil-military cooperation effort, Safety, security and efficiency are common civil and military values.

Preview Civil Military Cooperation 2 Efficiency for civil aviation means more capacity less delays - Direct routes - short times, Efficiency for the military aviation means mission effectiveness during peace time through crisis and realistic training - but equally more capacity, less delays, Save costs and less fuel burn (emissions) for all airspace users.

Preview Civil Military Cooperation 3 Civil-military cooperation is necessary at national, regional and international levels Airspace is a continuum and a common limited resource for all civil and military airspace users. Wide awareness and application of flexible use of airspace principles are a good common basis for civil-military ATM coordination.

Preview Civil Military Cooperation 4 Civil-military interoperability is essential to optimize safe and efficient use of airspace for the benefit of all users. Operational, technical and financial constraints preventing the reduction of the interoperability gaps must be duly addressed by the aviation community as a whole.

Flexible Use of Airspace (FUA) The FUA Concept allows the maximum shared use of airspace through enhanced civil/military co-ordination. The application of the FUA Concept is to ensures that any airspace segregation is temporary and based on real use for a specified time period.

The needs for Civil/Military Cooperation Civil/Military Cooperation is needed to increase user flexibility and maximize operating efficiencies of airspace order to: Increase Traffic and system capacity, Improve safety levels in joint use airspace Minimize ATC Controllers work load

STRATEGIC PLANNING BENIFITS Strategic planning using the appropriate tools will enhance airspace capacities and airports to cater for traffic growth. Planning tools CNS/ATM systems as: RNP/RNAV, RVSM. RNAV SIDs and STARS Radar separation. Advanced systems and improved training. 8

CIVIL MIL COOPERATION To fulfill the following: Mutual use of available facilities National security to defend the country Full coordination during peace and war times Organize and re-structure national airspace to fulfill Civil and Mil requirements Prepare contingency plans and exchange training expertise Full coordination during Hi-Jacks and SAR ops Exchange information as appropriate 9

COOPERATION BENEFITS To cater for: Traffic growth. Income improvement. Airspace capacity improvement. Harmful emissions reduction. controllers workload reduction. Airlines fuel cost reduction. Competition 10

Conclusion Airspace should no longer be designated as "civil or "military" and be allocated according to user requirements. The FUA Concept allows the maximum shared use of airspace through enhanced civil/military coordination. Increase system capacity and Improve safety levels in the future air traffic management system Reduced Cost and missions
