The guys kept us entertained with a range of contemporary music and witty banter. It was a very pleasant evening with the fire keeping us warm on such a cold night. The wine was good and plentiful. The menu was limited to snack-type foods, but the selection expands on regular dinner nights. It s so good to have a place to go for food, drink and entertainment right in our own backyard. Looking forward to more nights like this. Susan Anderson Honouring Rosemary Williams Country Fire Authority volunteer Rosemary Williams has been awarded the Mary Marks Memorial Award for community education within the organisation. The award, named after valued member of the North West Region Community Education Group, Mary Marks, who sadly passed last year, recognises invaluable contributions to the CFA education program. Ms Williams has been a CFA volunteer for a number of years, and her work in the education arm of the CFA has continued for seven years. The group works across district two, including at schools and events, to promote fire safety messages. The group has a smoke house, which teaches youngsters how to crawl to safety in smoke-riddled environments. Head of the local CFA community education program, Ken Deveraux, said of Ms Williams: Whatever you ask her to do, she does it, she s very committed and reliable. Ms Williams said: I thought Mary was a person out of the box and to be chosen to have an award like this, I'm very honoured. I was watching one pecking around the wood heap last week, thinking it was picking up grubs or something. When I looked more closely, I could see it had a beak-full of soft bark. Then it took off towards the trees at the creek and returned later to reload. That weird looking boat the New Zealanders won the America s Cup in last week looked like Oscar Pistorius on water with those things attached to the bottom. Did you know that 30th July was Asteroid Day? Why?? When the new moon came up this month it was upright which is supposed to indicate rain for the following month. A few nights later it had changed it s mind and was on it s back indicating dry weather. Very reliable or not? Those huge frosts last week created some strange sights. The magpies were picking their way through the frozen grass fluffed up like mini soccer balls. When I went out about four o clock on Saturday to bring in some wood, I was surprised to hear a tinkling sound coming from the tarp covering the wood from rain (living in hope). When I investigated, I found lumps of ice in the creases of the tarp where water from the dew had gathered and frozen, and was knocking on the logs as I lifted the tarp. It was all refrozen the next day. Shows how much the temperature rose during the day. I was reading an ad in the St. Arnaud paper for a footy auction. It could only be a country event things for auction included a load of wood, dressed lamb, wool-bale transport, load of concrete, hours work (bobcat digging, concreting etc.) and even cooked chooks. In the past, if you worked hard and saved enough, you could afford to purchase your own home, but as we all know, it s getting harder and harder. Massive price increases have meant that many hardworking people in Western Victoria simply cannot get into the housing market. The Government cannot change pricing in an open market, but we can take steps to make the great Australian dream a little more achievable. I m proud to say the Labor Government is taking steps to help first-home buyers to get their foot in the door. From the 1st of July, the Andrews Government will remove stamp duty for purchases below $600,000 for first home buyers. Additionally, for contracts signed between 1 July 2017 and 30 June 2020, the First Home Owner Grant for new home purchases will double to $20,000 if the home is built in regional Victoria. The increase will help first-home buyers to purchase in their local community and will help support construction and employment in country towns. We re also confident it will help bring people from Melbourne and regional cities to great country towns like Dunolly. These changes are all part of the Labor Government s plan to help more Victorians break into the housing market. I urge The Welcome Record readers to pass on this information to family and friends wanting to get into the housing market. Jaala Pulford MP Labor Member for Western Victoria Celebrating the talents of local kids Local community groups and councils in Western Victoria will be supported to host free and fun activities for Victorian families as part of Children s Week. Labor Member for Western Victoria, Jaala Pulford, today invited eligible organisations to apply for funding to help cover the costs of hosting an activity or event during Children s Week, which will run from 21-29 October. The week-long celebration recognises the talents, skills, achievements and rights of children by offering free activities for Victorian families. Grants ranging from $500 to $2000 can be used for costs associated with running an activity, such as guest speakers, entertainment, performing artists, craft materials, children s prizes or administrative costs. Ms Pulford said the activity must be offered free to Victorian families with children, aged 0-12, or to early childhood services and schools. This is a fantastic celebration that recognises the talents, skills and achievements of our children, Ms Pulford said. We want to make Children s Week 2017 one to remember, which is why the Andrews Government is helping local councils and organisations in Western Victoria host free activities, she said. Page 6 Volume 32 Issue 25 THE WELCOME RECORD 5 July 2017 Hospital set to perform surgeries on Saturdays The growth and expansion of services at Maryborough District Health Services is set to continue with the commencement of elective surgery on Saturdays. Currently, three out of four Saturdays will be utilised in the rollout of weekend surgeries and the health service expects this will grow. According to MDHS the last two years has recorded enormous growth in acute based activity, including operating theatres at capacity, through a five day per week service. As an organisation we continue to pursue efficient and effective service delivery across all areas of our service, CEO Terry Welch said. Once we reached the threshold of capacity across the five days, we then considered the option of Saturday. We discussed this with all key stakeholders and everyone had a strong interest in exploring this further, he said. Obviously we considered all business aspects to this service-growth also and once all this was completed, it was given the green light. According to Mr Welch, MDHS has a goal completing 48 lists per annum. In terms of activity this means an additional 500 cases approximately every year, on top of our enormous growth, he said. This is good for our community but will also directly assist our region, as waiting lists and times are reduced. This is a very exciting step forward for MDHS and one of which we are very proud. Excerpts, courtesy The Maryborough Advertiser Maryborough records driest June ever It was the driest June on record for a number of parts of Victoria, including Maryborough and surrounds, with just 5.1 mm of rainfall recorded for the entire 30 days, more than 50mm less than the month s average. The Bureau of Meteorology s preliminary record shows that last month, Maryborough had the driest June since records began 130 years ago. Last month s total broke the record set almost 60 years ago in 1958 when 9.8mm of rain was recorded for the month of June. It was a record-breaking dry month for a number of parts of the state, with an 148-year record broken in Daylesford with 15.2mm of rain recorded, almost seven times less than its monthly average of 105.8mm. Castlemaine broke a 49- year record low with seven millimetres well below its June average of 56.5mm and Donald recorded just 3.8mm of rain, more than nine times less than its monthly average of 36.4mm. The wettest day of the month in Maryborough was Tuesday, 6th June, when 1.6mm of rain fell. In comparison, in June 2016 the wettest day of the month saw 17.8mm of rain fall and a total of 68.6mm of rain was recorded for the month. The below-average rainfall is expected to continue, with BoM senior forecaster Dean Stewart saying there is a high chance of below-average rainfall for the coming months. There is an increased risk of below average rainfall over the next three months, Mr Stewart said. Despite predictions, rain is expected for most of the week in Maryborough and surrounds according to the BoM. Rain is expected for Thursday and Friday, with overnight lows of 2 and highs of just 11 and 12 forecast. Story by Angela Tucker Excerpts courtesy The Maryborough Advertiser Illegal guns the focus of new police amnesty Maryborough Police are urging Central Goldfields Shire residents to hand over any unregistered or unwanted firearms and other weapons during an approaching amnesty period. Following on from the successful 2012 firearm amnesty, which saw 2500 items handed in state-wide, police members are hoping for a similar result in this year s amnesty. The amnesty commenced on the 1 st July and will continue through to 30th September 2017. Operational, antique and imitation firearms, ammunition, homemade and other weapons can be handed into licensed firearm dealers during the amnesty. Police are urging Central Goldfields residents to hand in unregistered or unwanted weapons to Maryborough s licensed firearms dealer, Golden Flash Cartridges. Those who hand in weapons and related items can do so anonymously and without fear of persecution, local police have said. Victoria Police is constantly working to improve public safety by driving down the number of dangerous weapons and unlicensed weapons in the community, Maryborough Police Acting Sergeant Tanya Brooks said. Any person can hand in items to a licensed firearms dealer for destruction. We re asking everybody to contribute to improve community safety by surrendering items that could pose a danger. At this meeting, Council formally adopted the Council Plan 2017 2021. Meeting minutes will be available online from Friday, 30 June 2017. The Council Plan can be downloaded from the website. Temporary closure Carisbrook Transfer Station The Carisbrook Transfer Station will be temporarily closed for pavement upgrade works. The closure will commence on Monday, 3rd July 2017 and continue until Thursday, 13th July 2017. Compost will not be available during this time. The station will reopen and be fully operational on Friday, 14th July 2017. During the temporary closure, Dunolly Transfer Station and Talbot Transfer Station will be open from 10am to 4.30pm on the following days: Friday, 7 July 2017 Saturday, 8 July 2017 Sunday, 9 July 2017 Monday, 10 July 2017 Tuesday, 11 July 2017 Normal opening day: Wednesday, 9am to 1pm Road works George Street, Bet Bet Road construction works will commence on Wednesday, 28th June on George Street, Bet Bet. Council s Home Support Services Recent changes and how they affect you Council s Home Support unit has recently undergone a change in program name and funding body. We are now funded from the Commonwealth Home Support Program (CHSP). This program is only applicable to people aged 65 and over. This change has come with some slight change in processes. All new clients wishing to access aged care services for the first time need to go through a national screening process called My Aged Care Centre. The call centres are based in Melbourne and Queensland. They will ask general questions to check for eligibility and refer you to Council for an assessment and services. Council will continue to complete home-based assessments and the provision of most service types across this program. The My Aged Care Centre phone number is 1800 200 422. Program for Younger People (under 65) HACC PYP The HACC Program for Younger People provides services for people with disabilities and their carers. Younger people are defined as those aged under 65 and aged under 50 for Aboriginal people. Some of these clients will transfer to the National Disability Insurance Scheme (NDIS) as it rolls out in Victoria over 2016 2019. The HACC Program for Younger People provides basic support and maintenance services to help people with disabilities remain living at home as independently as possible. CGSC News Labor Government wins fight to upgrade rail to Ararat and Maryborough The Andrews Government has secured the money Victoria is owed by the Federal Government and deliver more frequent, reliable services to Ararat and Maryborough. The Commonwealth has confirmed that they will provide Victoria the almost $1.5 billion it is owed through the Asset Recycling Initiative for the Regional Rail Revival package announced as part of the Victorian Budget in May. Labor Member for Western Victoria, Jaala Pulford, said the investment will ensure the $39 million Stage 2 of the Ballarat line upgrade to go ahead. The project will deliver new stabling, as well as track and signalling upgrades, which will enable extra services to Ararat, improve freight movements and pave the way for even more passenger services in the future, Ms Pulford said. We promised to deliver these upgrades and now we ve secured the funding, she said. This is the biggest investment in rail for this region in decades, and will mean more frequent, reliable services for Ararat and Maryborough, Ms Pulford said. The Labor Government and the community fought hard for this funding and now we have it, we can get on with delivering these long-awaited improvements for local passengers, she said. The investment secured by the Labor Government will also fund Stage 1 of the Ballarat Line Upgrade already underway. The project will duplicate 18 kilometres of single track between Deer Park West and Melton, install extra passing loops, and build new stabling, station platforms and car parking. The funding announcement comes just a month ahead of a new V/Line timetable that will deliver 19 extra services every week for Ararat. With funding now secured, the Labor Government will get on with planning and delivering these major upgrades, which will deliver better services for passengers in Ararat, Maryborough and across regional Victoria. Page 8 Volume 32 Issue 25 THE WELCOME RECORD 5 July 2017 Victorian Government invests in our region It was fantastic to hear the news that the Victorian Government will put $1 million towards the solar company RayGen s new 0.5 megawatt commercial power plant in Newbridge. The funding was announced by the Victorian Minister for Energy, Environment and Climate Change Lily D Ambrosio during a visit to our region last week. This is terrific news, with the project expected to generate 22 jobs during the plant s design and construction, and three ongoing jobs once it s completed and operational. It s always great to see this kind of investment in our region and I thank the Victorian Government and Minister D Ambrosio for supporting innovative businesses such as RayGen in our Shire. 100 years of Maternal and Child Health With celebrations underway to recognise 100 years of Maternal and Child Health across Victorian councils, I d like to pay tribute to Loddon Shire s own Maternal and Child Health service. This very valuable and free service, funded jointly between the State and Loddon Shire Council, is available to all families in our Shire with children aged from birth to school entry age. The service provides important support around the health and wellbeing of children and parents. The Shire s Maternal and Child Health service is staffed by registered nurses who have midwifery and maternal and child health nursing qualifications. It offers families information, guidance and support around issues such as breastfeeding, child health and development, nutrition, immunisation, parent emotional and physical health, and much more. From 2014 to 2016, 600 clients in the Loddon Shire were seen as part of the Maternal and Child Health service. State wide, more than 827,000 consultations are held each year by more than 1100 trained nurses. Afternoon tea at Inglewood Children s Centre is planned for the 18th July. Past Loddon Shire Maternal and Child Health nurses and families who have used the service will be invited to come along and share their memories of Maternal and Child Health in the Shire. Budget and Council Plan adopted Among other agenda items, last Tuesday s Ordinary Meeting saw the formal adoption of Council s 2017/18 Budget and Council Plan 2017-2021. As mentioned in a previous column at the start of May, the budget has seen the continuation of a strong cash position for Loddon Shire Council. It includes funding for the Community Planning program as well as projects and initiatives included in Council s various strategic plans. Council also remains debt-free, with no new borrowings in the budget. The Council Plan 2017-2021 addresses and responds to a number of key factors (identified through its development) that could impact our Shire significantly during the next four years. These challenges are reflected in the Plan s themes of Population, Economic Prosperity, Liveability, Sustainability and High Performance Organisation. I d like to thank all those who helped contribute to the development of both these documents, including the community, businesses and Council staff who provided feedback (both informal and formal) to the draft Council Plan. Council is looking forward to working with our community towards achieving the vision and objectives of the plan to enhance the sustainability and liveability of our Shire. The Caniza family, who are originally from the Philippines, now live in Pyramid Hill. Father s Day Council Acting Chair Peter Burns said, The Victorian Father of the Year Award acknowledges fathers and father figures who have an extraordinary impact on children s lives. There are many dads, and their surrogates across the state, whose dedication to raising resilient children goes unrecognised despite the fact that raising a child is one of life s most precious gifts." For these children and families, their Dads are superheroes. Always there when they re needed, interested in their children s lives and putting themselves and their needs second. Mr Burns said. YMCA Executive Officer Michelle Bruggeman said the award recognises and celebrates fathers and positive male role-models. We are not just looking for dads; we re seeking nominations for father figures. It could be an uncle, a step-father, a grandfather or a teacher. Anyone can nominate. Media Release YMCA ROASTED VEGETABLES WITH BLUE CHEESE AND WALNUTS Ingredients 12 small beetroot, trimmed, halved 1/4 cup (60ml) olive oil 300 g pumpkin, peeled cut into wedges 2 small (300g) red capsicums, quartered 2 large (300g) zucchini, quartered lengthways 1 large (300g) red onion, cut into wedges 8 cloves garlic Salt and freshly ground black pepper 100g blue cheese, crumbled 1/2 cup (80g) walnuts, toasted, chopped coarsely Mustard and Chive Dressing 1/4 cup (60ml) olive oil 2 tablespoons lemon juice 2 teaspoons seeded mustard 2 teaspoons finely chopped fresh chives Salt and freshly ground pepper Method 1. Preheat oven to very hot (240 C/220 C fan-forced). 2. Combine beetroot and one tablespoon of the olive oil on a large oven tray. Roast in a hot oven for 15 minutes 3. Meanwhile, combine the pumpkin, capsicum, zucchini, red onion, garlic, remaining oil, salt and pepper. Divide the vegetables between the beetroot tray and a second large oven tray. 4. Roast in a hot oven with beetroot for a further 20 minutes or until the vegetables are browned and tender. Mustard and Chive Dressing 1. Combine all ingredients in a screw-top jar, shake well 2. Peel the beetroot. Top vegetables and beetroot with blue cheese and walnuts. Drizzle with Mustard and Chive Dressing. Not suitable to freeze. Not suitable to microwave. Serves 4. And there s more to come, so stay tuned! Work has also started on the irrigation system for the oval to ensure a safe play space all year round. Lovely to see so many faces at Morning Munch this morning, enjoying pancakes. Huge thanks to Maxine for driving this breakfast program for our students. A reminder the area under the trees opposite the school in Hospital Street is a No Standing zone. We have increased parking along the front of the school to ensure students can be dropped off and picked up safely. Please ensure you are setting a good example for our students by obeying the signs and NOT parking under the trees to drop off and pick up. This is for their own safety. Students finished at 2.30pm Friday and resume school for Term 3 on Monday 17 th July. Reports will go home with them please ensure you take the time to sit with your child and celebrate their achievements. It is planted next to a dark coloured cement block wall, and in the past the microclimate created from the wall has been enough to protect it. Our next workshop on 15th July will cover some great tips like this for establishing and looking after fruit trees. There will also be a talk about how to prune fruit trees to increase yields. 5 July 2017 THE WELCOME RECORD Volume 32 Issue 25 Page 19 Dunolly On a very crispy below zero morning, Dunolly FNC ventured to Avoca last Saturday to break the ice and frost on the Avoca grounds. Despite the cold, the girls played some fantastic netball providing great entertainment for the spectators. It was a hard task for our netballers with Avoca significantly higher on the ladder in 5 of our 6 netball grades. NETBALL REPORT Under 13s girls are showing improvement each week. As they play together as a team, it s great to see the encouragement of team-mates, despite the hard teams they face each and every week. This week Avoca were just too strong. Final score Avoca 26 to Dunolly 4. Better players were Shelby, Chloe and Reannen. Under 15s girls were the only side to sit above Avoca on the ladder and the girls came out firing, taking the first half 18 to 12. The girls were able to steady and maintain their lead the entire game and came out clear winners 34 to Avoca s 27. Better players were Chloe, Briella and Grace. Under 17s started out in a close game, matching goal for goal in the first quarter with the score being Avoca 7 to Dunolly 6. Dunolly had more scoring opportunities, although weren t able to convert at the rate of Avoca. The defenders were working tirelessly and creating turnovers. In the end Avoca were able to run home with the match with the final score Avoca 28 to Dunolly 21. Better players were Briella, Caitlin and Charlee. C Grade came up against a well-seasoned opposition in Avoca. Dunolly were able to keep Avoca to a 6 goal difference at the half time break with great chasing and pressure up the court from our midcourters. Much the same as the rest of our teams, the goalies just couldn t convert at the accuracy we are used to, with Avoca s bouncy rings. Final score Avoca 39 to Dunolly 27. Better players were Sarah, Madi and Eliza. B Grade - When the 11 th team on the ladder comes up against 2 nd it s always going to be a hard task which the B graders had prepared for at training. In what was the slowest match of the season to date the girls just couldn t seem to find their rhythm in the first half and were down 10 to 6 at the half time break. Some changes were made in the second half which helped the B graders shut down the opposition, limiting them to a 2 goal third quarter while they pegged back another 2 goals. In the most active quarter of the game, the fourth quarter came down to a nail-biter where each team had the opportunity to take the win. Final score a draw 18 all. Better players were Peta, Katie and Lyd. A special mention goes out to the girls who filled in this week, as either half the team were sick or on holidays. A stellar effort was put in by Charlee, Madi, Steph and Maddy who had already played full games and stepped up to help us out. Also a massive shout out to Peta who went down with a torn calf. Hopefully the recovery over the next 6 weeks goes well and we can t wait to see you back on the court. A Grade ladies came out with a point to prove, no longer wanting to lose a game to a top 8 team by less than 5 goals. Avoca were able to steady early and went into the break at half time up 26 to 18. After a fire-up from Coach at the break, the girls certainly took the court with more gusto and pegged back the difference to 3 goals at the 3 rd time whistle. The last quarter was again another nail-biter to watch. Avoca were able to create some turnovers early in the quarter and converted, although Dunolly took their game up to another level. Demcy and Ash in the backline were able to take some great intercepts, with strong drives in the midcourt by Mel, Frankie and Gee. Larz and Jayde worked the best we have seen in the ring. At the final whistle, again it was a draw! 46 all. Better players were Larz, Ash and Mel, although all the team put in a fantastic effort this week. FOOTBALL REPORT UNDER 11 s coach Greg Crumpton reports that unfortunately we lost against a strong Avoca team and with Dunolly only able to field 8 players, credit to the kids for giving it their best. Reserves team demonstrated a much-improved effort across the ground from the boys this week with Michael Lench (1 goal) Josh Rose, Michael Damen (1 goal) and Jezza Ozols leading the way. Jarrod (Dermot) Loader got on the end of some great team work and snagged a handy goal in the second quarter. Playing his first game of Aussie Rules, Jacob was also able to snap a handy goal in the second. The scoreboard didn t reflect the effort of the guys and we are looking forward to pushing for a few wins over the next month. Thanks to Dicko for umpiring at late notice before playing seniors. Next week we face Bushy at home where some great matches are predicted. Hopefully the fighting spirit can continue and we take home another few wins. Loddon Shire Council Mayor Neil Beattie said it was pleasing to see that the calendar once again took in a range of events, which had been spread right across the Shire. This calendar not only shows what a great variety of events we have in the Shire, but really showcases our Loddon Valley region, Cr Beattie said. The range of events on offer certainly means that no matter what your interests, there s an event for you. Cr Beattie also acknowledged the many community members who volunteered their time to organise and stage events. Once again we see the spirit of community volunteerism that is present throughout our Shire, with organisers going above and beyond to ensure these events happen, benefitting locals and visitors alike, he said.
