Traffic The new Beech Hollow Connector is expected to open next spring. No impacts to S.R. 980, S.R. 22 and Quicksilver Road are anticipated. Truck deliveries may be accessing the project onto S.R. 980 from the new Beech Hollow Connector. 3. Earthwork All blasting is complete for Section 55A1. 4. Roadway and Bridge Work No work will be taking place that could impact traffic. 5. Gas/Oil Wells All gas/oil well work is complete for Section 55A1. 6. WEEK ENDING FEBRUARY 1, 2019 SECTION 55A2 ROBINSON AND MOUNT PLEASANT TOWNSHIPS IN WASHINGTON COUNTY Contractor: Trumbull Corp. 1. Work Shift Day shift (M-F), with Saturday as a makeup day. 2. Traffic Temporary flagging continues on Noblestown Road and Johns Avenue as needed for deliveries. A notice for a 30-day closure of Noblestown Road beginning Feb. 11 was issued. The closure is for work associated with acid mine drainage mitigation. 3. Earthwork Pre-blast survey notifications continue to be mailed for properties within 1,000 feet of proposed blasting areas. 4. Roadway and Bridge Work Roadway and bridge work is planned to begin in early 2019. 5. Gas/Oil Wells Plugging of gas/oil wells within the 55A2 project will be necessary. This work has not yet been scheduled. 6. Noise/Dust/Runoff Control Preliminary clearing is ongoing to prepare for access and mobilization. WEEK ENDING FEBRUARY 1, 2019 SECTION 55B CECIL AND SOUTH FAYETTE TOWNSHIPS IN WASHINGTON AND ALLEGHENY COUNTIES Contractor: Fay 1. Work Shift Double shifts, five days per week (M-F), ending at 10 p.m., with Saturday as a makeup day. 2. Traffic Upper Laurel Hill Road will remain closed until paving can take place in the spring. 3. Earthwork Major excavation work will continue at the eastern end of the project near Laurel Hill Road. This activity will take place during day and evening shifts. Work is proceeding on grading the waste area on the western side of the project. Also, grading of the slope under the bridge on the west side of S.R. 980 is proceeding. Blasting for the bulk excavation is complete. There remains a possibility that blasting will be required for the excavation of Pond 3B along the east side of S.R. 980. The contractor will give a 30-second horn blast, wait 30 seconds and repeat. There is one minute from the time of the first horn until the actual blast occurs. Usually five to 10 minutes after the blast, and upon review of the blast area, the all-clear siren will sound. 4. Roadway and Bridge Work Concrete pavement is not anticipated to start again until spring. No concrete placement on the bridge deck is planned until spring. It was determined that paving Laurel Hill Road during this time of year may be detrimental to the quality of the future township road. The contractor will be responsible for maintaining access through the winter for residents affected by the work. 5. Gas/Oil Wells Well capping continues. Noise levels are being monitored. Work Shift Single 10-hour shift (M-F) with Saturday as a makeup day through the remainder of the project, except for the large fill at Millers Run Road (S.R. 3001). Work will be two 10-hour shifts (M-F) to place embankment at this location. 2. Traffic Millers Run Road, Cecil-Sturgeon Road (T-842) and Cecil-Reissing Road (T-840) are closed. S.R. 50 has a long-term single-lane closure that will be in effect for motorists traveling east between S.R. 978 and S.R.1001 (Reissing Road) for approximately 0.4 miles. The right lane will be closed. 3. Earthwork Excavation continues between Cecil-Reissing Road and Cecil-Sturgeon Road, along with embankment construction west of Millers Run Road. Blasting continues between Cecil-Reissing and Cecil-Sturgeon roads, as well as between Cecil-Sturgeon and Millers Run roads. The contractor will give a 30-second horn blast, wait 30 seconds and repeat. There is one minute from the time of the first horn until the actual blast occurs. Usually five to 10 minutes after the blast, and upon review of the blast area, the all-clear siren will sound. Mine grouting operations are occurring east of S.R. 50. 4. Construction vehicles access the work site between S.R. 50 up Parks Road and onto Hickory Grade Road. Construction vehicles also use Bowman Road to access two work-site entrances. 3. Earthwork Earthwork is ongoing at the far east end of the project between old Coal Pit Run Road and County Line Road. Large-scale earthwork continues on the hilltop adjacent to S.R. 50, in the valley adjacent to Parks Road and at Hickory Grade Road. Blasting will continue on the hilltop adjacent to S.R. 50, as well as at Hickory Grade Road. For all blasts, the contractor will give a 30-second horn blast, wait 30 seconds and repeat. There is one minute from the time of the first horn until the actual blast occurs. Usually five to 10 minutes after the blast, and upon review of the blast area, the all-clear siren will sound. 4. Traffic Long-term shoulder restrictions began Jan. 28. Preliminary maintenance and protection of traffic devices are being placed on I-79 accordingly. Morgan Road is closed to traffic between Morganza Road and I-79. Traffic is being detoured using County Line Road. Intermittent traffic stoppages and/or single-lane closures of Morganza Road may occur as the contractor performs work. Flagging is provided for these elements and will be provided when construction vehicles cross Morganza Road. 3. Earthwork Construction of erosion and sedimentation basins and ponds is taking place. Construction of the future Morganza Road embankment is ongoing. 4. Roadway and Bridge Work Preparations for roadwork are beginning. 5. Gas/Oil Wells Gas well capping/plugging is nearing completion. 6.
