LITTLE MUNDEN PARISH COUNCIL MINUTES of the meeting of the Parish Council (PC) held on 20 th September 2018 at Little Munden Memorial Hall at 8.00 pm. 1. DECLARATIONS OF INTEREST: None 3. TO APPROVE MINUTES OF THE MEETING HELD ON 19 th July 2018 The minutes were proposed by DJ and TH seconded. 4. MATTERS ARISING FROM THOSE MINUTES 4.1 Home Farm Farmyard Two occupants of the business units attended the meeting to find out whether there was any update on the Home Farm proposed development. JP read an email from Simon Dunn Lwin, a Principal Planning Consultant at East Herts Distsrict Council, to whom the matter had been allocated following TH s letter to Kevin Steptoe, confirming that EHC s position is unchanged from that communicated previously and that he expected to have a final version of his response to King & Co. with planning management for review and approval before month end. TH had spoken to Simon Dunn Lwin the day before the meeting when he confirmed that the updated consolidated version of the General Permitted Development Order allows for a maximum of 5 dwellings on one site. He also confirmed that consideration would be given to the businesses there. Councillors are unaware as to which redundant farm building(s) may be converted to dwellings. JP understands that King & Co do not own the land, but have an option to purchase. ACTION TH/JP 4.2 Horses Meadow Play Equipment TH presented story boards with a comprehensive proposal from Kompan for new play equipment for Horses Meadow, including disabled access and notably a fenced-in area for kick-abouts. Not all items needed to be included in the final specification; the project could be scaled down dependent on the results of public consultation. The overall cost of the Kompan proposal is around 113,000, to be wholly grant-funded Veolia 75K, plus others. TH suggested that an electronic version of the proposal is available which may be put on the website to enable the community to examine it, make comments and suggest what was wanted and where. JP noted that the Kompan proposal, if proceeded with, would result in a fundamental change to Horses Meadow and that the first step should be to obtain residents views. KW asked whether there would be a big enough area for football after installation. TH agreed to forward the plans to Councillors electronically. Post-meeting, JP thought that Councillors may have been precipitate in suggesting that the Kompan proposal be put on the website for public comment without amendment. The PC s original intention was to look into the possibility of providing additional play equipment suitable for the younger (0 3 years) children who are not catered for at present. A complete redevelopment of Horses Meadow into a comprehensive play area occupying half the football pitch was not envisaged. 1

Before asking for public comment, following an exchange of emails and having had site of the electronic plans, Councillors considered that it may be appropriate to convene a special meeting with a single agenda item to discuss what should be put out for public consultation, the present comprehensive proposal or a scaled-down version confining new equipment (suitable to the younger children) to the area above the football pitch, retaining the pitch as open play area. 4.3 Newsletter Advertising Manager TH explained that she was giving this matter further thought as the new Vicar was yet to be appointed and may have views on this matter. 4.4 Path on the Baulk JP reported that this work had been done, although it hadn t been concreted and was just a hard surface that might get washed away once the winter had set in.. 4.5 Traffic Calming In the absence of DH, it was requested that the Clerk minute a request for him to contact Waterford Parish Council requesting whether thay may be content to disclose their costings and whether any grants had been available. 4.6 Bench Windy Rise JP had made safe. 4.7 Repair of tarmac footpath at the back of Founceley Avenue and concrete path up to Gladstone Road The Clerk had drafted a letter to Ken Crofton to try and discover who owned/was responsible for this area. 4.8 Dog Litter Posters TH reported that these had gone up. 4.9 Website Pending. Richard Barron would attend the November meeting to go through improvements to the website. 4.10 Wheelwrights Farm unauthorised development There had been no developments on this issue as the Hearing had been delayed until 22 nd October. JP is unable to attend any of the four days the hearing is expected to last. LB had some availability over the period and JP agreed to contact Gary Abbott suggesting that at the start of the Hearing, he should try and get a timetable out of the Inspector to see when the statement needed to be read out. KW pointed out that Gary Abbott could read out the Council s statement; JP thought that it would give more weight if read out by a PC member. 4.11 New Manhole Cover Pending 4.12 Emergency Plan DJ to circulate electronic copy when ready. 4.13 Village Signs It was agreed to ask Andrew Springett if he could come to the next meeting and update. 4.14. Affinity Water/Horses Meadow It was agreed to turn water off at the allotments around the end of October. 4.15 Play Inspection Report Clerk to forward to Parish Councillors 4.16 Pavements and Overgrown Trees throughout Dane End TH reported that the large overgrown tree on the bend between Founceley Avenue and Kingsfield Road had been cut back. TH had requested drop pavements on the bend and had been logged with HCC although she felt this may take some time to get done. 4.17 Common Land KW had emailed Lady Carter to indicate that the Parish Council were still interested in doing something with the Common Land. She replied that she would get back to him once she back from holidays. Some discussion took place as to whether the land was Common Land despite the fact that it had been registered by the Smiths as part of Lordship Farm. JP felt the Council needed to come up with suggestions as to what should be done with it; we ve been thinking about this for 5 years and that something should now be done. KW to contact Julia Carter again and discuss a way forward. 4.18 Litterpicker The Clerk had contacted him to remind him to litter pick Easington Road. 4.19 Car Parking Horses Meadow JP felt that unless the access was being blocked there wasn t much reason to ban the school bus and other cars from Horses Meadow Car Park. It was agreed to drop this proposal for the moment. 5. PLANNING 5.1 New Applications 3/18/1736/ARPN Barn at Whitehill Farm, Whitehill, Dane End SG12 0JR. Change of use of barn to 2 dwelling units. JP has written a letter to Planning querying whether this application was permissible under the General Permitted Development Order 2015. 3/18/1679/HH 10 Easington Road, Dane End SG12 0LT. Demolition of conservatory and garage. Two storey side extension and single storey front and rear extensions. 5.2 Decisions 3/18/1577/HH Connop, Green End, Dane End, Herts SG12 0NX. Permission granted. 3/18/1736/ARPN Barn at Whitehill Farm, Whitehill, Dane End SG12 0JR. Change of use of barn to 2 dwelling units. Prior Approval was required and has now been granted. 6. 8. RECEIVE NOTICE OF ANY OTHER BUSINESS FROM COUNCILLORS AND TO DEAL WITH THOSE MATTERS IF APPROPRIATE 8.1 The Rest and Welcome DJ updated the meeting on the situation with the Rest and Welcome and reported that the situation remains the same. KW asked for this to be minuted as the last update did not get into the Newsletter. 8.2 The District Plan On 11 September 2018, the Secretary of State issued the holding direction following several requests to intervene in the East Herts District Plan. The direction will remain in force without time limit until the Secretary of State withdraws it or gives a direction to 'call in' the Plan. No weight can be attributed to the 'emerging' District Plan whilst the holding direction remains in force. No doubt EHC will clarify the reasons for the holding direction in due course. 8.3 Mole problem Horses Meadow JP reported that the moles on Horses Meadow had returned. 9. TO CONSIDER MATTERS ARISING FROM PARISHIONERS A Parishioner queried how to put an ad in the Parish Newsletter. TH advised that he contact Jackie Morris whose contact details are on the back of the Newsletter. 10.
