Public Works Committee Meeting Minutes May 17, 2006 Members in attendance: Steve Cuddeback, Paul Dudley, Steve Netti, Mike Lepak, Francis Mitchell and Peter Tortorici Also in attendance: George Wethey, Lisa Godfrey, Bob Beaulieau, John Chick, Ed Eberhardt, Larry Roser, Linda Ober, Gary Duckett, Tim Fox and Steve Johnson. Steve Cuddeback called the meeting to order at 7:00 p.m. Peter Tortorici made a motion to accept the minutes from April 19,2006 Public Works meeting. Paul Dudley seconded the motion. Weights & Measures Larry Roser reported that the new weights were in and that the new application was working well. Information Technology Steve Johnson will be conducting an HTML class in June. He has 9 people signed up so far. The Town of Cato has requested the county to host their website. Monthly county web site report Service call report Past 30 days = 100 Current open calls = 85 Resolution authorizing the purchase of a projector for the Legislative Chambers and the transfer of funds Steve requested that IT be kept in mind if the County decided to do a space utilization study Steve suggested the possibility of the Human Resource Department issuing ID cards with the new security system in place. Parks & Trails Gary Duckett presented the following resolution to the committee: Allowing the Owasco Flats Reserve Inc. to use money received in a grant to take steps to control invasive species growing in Owasco Flats. The committee approved Gary s request to sign the necessary paperwork with Cayuga County Employment and Training Program to obtain free help at the park. The travel request procedure was discussed briefly.
Parks & Trails (cont) Steve Thomas, the developer interested in the West Barrier Bar, is going to discuss the project with the local politicians before he moves forward. Work has started on the Erie Canal Trail in Cayuga County. Gary would like to apply for a matching grant for this project. To: Public Works agreed to allow Gary to work with planning to see if we can get a grant for the trail system. The minimum amount is $100,000 and there is a 20% match required. This may be an opportunity to get bridges in the Cato/Brutus Trail and to improve the rest of the trail from Brutus to Fair Haven. Emerson Park: Gary told the committee that the good weather has brought many people to the park already this year. The Little League President has been mowing all of the grass in that section of the park and the committee agreed to allow Gary to give him the gas if he would continue to do so. So far, eight groups or people have expressed interest in sponsoring disc golf holes. Stones falling off bridge Gary met with O Brien & Gere at Parragon Supply still waiting to resolve Seasonal help has been hired. There are many employees returning from last year. Emerson Park had a PESH inspection. Gary will share the final report with the committee when her receives it. Tim Fox from the Merry Go Round Theater made a request for a portable trailer to be placed on the west side of the pavilion for the child actors changing rooms. Ray Lockwood made a motion to allow the trailer. Francis Mitchell seconded the motion. All committee members were in favor. Sterling Nature Center: Soil and Water is working on the shelter at the center. Due to many complaints, Gary has asked the Sheriff s Department to have a car in the McIntyre Road area. The Sterling Site Commission may dissolve now that the property has been sold.
Buildings and Grounds: Twelve samples were obtained from the insulation in the COB from the basement to the 6 th floor to test for asbestos at a cost of $300. All but 8 air filters have been changed in the courthouse. They may be switching to reusable air filters. All of the air filters have been changed in the HPO. The roof is leaking at the HPO. John Chick is going to get 3 quotes for repairs. A resolution is needed to purchase security doors at the rear of the CON. Safety glass was ordered for the windbreak at the rear of the COB for $385. Highway Department Updates: Slurry Seal Aurora Street, Oak Hill Road, County House Road and Turnpike Road Blanchard Road ditching, shoulders, cutting banks and replacing culverts Pavement Recycling McNeil Road, Old State Road, Blanchard Road and part of Denman Road Base Stabilization Black Street, Center Street and Crofut Road We should be receiving an additional $171,516 indexed lump sum from the state for snow plowing. This is in addition to the original estimated expenditure of $488,651.47, totaling $660,168.14. Travel request to Highway School Ithaca College Meeting with Towns May 22 @ 8:00 am re: Snow Removal George asked the committee if the Highway Dept. should charge labor for making signs and the committee agreed that this should be done with in kind services. The Highway Department will be moving equipment for CCIDA.
The Government Surplus backhoe was picked up from Long Island. The committee approved George s request to sign the necessary paperwork with Cayuga County Employment and Training Program to obtain free help at the Highway Department. Resolutions: Authorization to fill a Heavy MEO position due to retirement 6/15/06.
