SUMMARY The Paradigm SHIFT project, started in 2004 at EUROCONTROL Experimental Centre, proposes a new paradigm for an innovative Air Traffic Management, based on a new operational concept: a Contract-based system, leading to a market-driven ATS. One of the strategic aspects of research projects is to communicate and share with the scientific and the aeronautical communities, its results, questions and progress. Paradigm SHIFT project adopted a dissemination strategy for ensuring an efficient and large dissemination of the project knowledge and outputs. This document presents first the targeted stakeholders and their associated needs. It defines the key messages to deliver and the best way to achieve a better and proactive dissemination strategy. 1 INTRODUCTION The project Paradigm SHIFT started at the beginning of 2004 at EUROCONTROL Experimental Centre in Brétigny (France) investigated a new control paradigm that could cope with future air traffic demand of the horizon 2020 and beyond. Paradigm SHIFT project introduces a new way of designing the air navigation system based on the concept of management by joint objectives instead of by means, called Contract-based ATM organisation. This project defines the foundation of an Air Traffic Management (ATM) system able to cope with traffic demand, while maintaining a very high target level of safety and supporting a sustainable air transport business development.[5] This document presents all the actions foreseen related to communication on the Paradigm SHIFT project and the way to achieve them. This Communication Plan replies to the specifications of "EUROCONTROL Experimental Centre Communication Plan 2005-2009" [3] Initial reference is the Paradigm SHIFT Operational Concept Document [5], however one shall notice that although dissemination strategy is addressing the Paradigm SHIFT project in its wholeness, focus has been made on Contract based Air Transportation System (CATS) project especially for communication related matters as it is the expected short term future of Paradigm SHIFT project. 2 METHODOLOGY Dissemination strategy has been defined through two steps: First step has been made internally by the Paradigm SHIFT integrated team and was mostly fed in by the convergence study [1], [2] and the various feedbacks each member has collected either during project dissemination process itself (e.g. conference presentation, exhibition, workshop ) or by being involved in other parallel activities (e.g. department/company internal meeting, private exchanges ). This has lead to a maturation of the communication approach regarding both the concepts description and the messages to be promoted. Furthermore, SESAR convergence process made previously has also allowed a better prioritisation of these messages. Second step has involved the Experimental Centre s Marketing Information Management (MIM) team in various confrontation meetings in order to assess and to refine the strategy and the messages to focus on. One has to notice that in the past, MIM team members have already attend to some communication meetings (e.g. Paradigm SHIFT AwayDay, Centre internal presentation, workshops) allowing them better to understand the concepts, but also to provide advices and to highlight initial communication weaknesses. Structure of the document is based on the generic communication plan [3] and the stakeholder segmentation model [4] performed by the EUROCONTROL Experimental Centre. Three key messages have been defined: Paradigm SHIFT is in line with SESAR recommendations. Paradigm SHIFT proposes another ATM organisation to reach a collaborative airground integrated ATM to deliver aircraft according to schedule. Paradigm SHIFT proposes to manage flight through a cooperative and negotiated contract (Contract of Objectives). 2 Project INO-1-AC-SHIF - EEC Note No 03/07

3 BACKGROUND AND OBJECTIVES The Paradigm SHIFT project, started in January 2004 at EUROCONTROL Experimental Centre, proposes a new paradigm for an innovative Air Traffic Management, based around two main concepts Contract of Objectives, supported by three mechanisms, the Target Windows, the Decentralized Design and the Operational Plan Process and the Dual Airspace. Through the analysis of the Air Transportation System, we introduced a new way of designing the air navigation infrastructure based on a management by objectives instead of by means. Management by Objectives defines the founding of an ATM system able to cope with traffic demand on the horizon of 2020 and beyond, while maintaining a very high target level of safety and supporting a sustainable air transportation business development. One of the strategic aspects of the research projects is to communicate and share with the scientific and the aeronautical communities, its results, questions and progress. The objective of the document is to clearly define the main emphases of communication, the key messages to deliver, the target and the best way to achieve a better and proactive dissemination strategy. 4 COMMUNICATION OBJECTIVES The specific aim of communication is to draw attention to the different stakeholders on the concepts, progress and results of the project. At the same time it may attract the interest of potential partners and encourage scientists and students to integrate the research area. The two main points of the Paradigm SHIFT dissemination strategy are to: Show how Paradigm SHIFT is complying with SESAR recommendations and with other current R&D projects. Highlight which are the Paradigm SHIFT added values, through own distinctiveness. This Communication Plan relies on convergence/distinctiveness study performed earlier in the project. Nevertheless, all the communication actions carried out by Paradigm SHIFT project will attempt to take up the four main EEC Key messages (KM) [8] defined for the Long Term Activity: KM 5: EEC is the heart of ATM innovative and long term research in Europe; KM 6: EEC leads and structures the long term research network; KM 7: EEC serves ACARE objectives through experiments and studies; KM 8: EEC coordinates with NGATS and other international programmes. 4 Project INO-1-AC-SHIF - EEC Note No 03/07

5 STAKEHOLDERS SEGMENTATION The target of the Paradigm SHIFT communication activities are issued from the EEC Stakeholders segmentation model.[4] Some of these segments are aimed at more accuracy, as they are the real goal for dissemination. Airspace users; ANSPs; Airport Authorities; Society; Aeronautics Industry; R&D and Scientific Communities; Regulatory Authorities. Hereafter a more detailed description presents the different segments, their particular needs and objectives and the main Paradigm SHIFT messages delivered to them. 6 KEY MESSAGES The first step in any communication exercise is to define the key messages to be provided. From the convergence study [1], Paradigm SHIFT highlighted three major axes as drivers of its dissemination. The paragraph below contains the key messages to be conveyed to the Paradigm SHIFT stakeholders. Those key messages will be the basis of the delivery of the communication actions. KM1: Paradigm SHIFT shares with SESAR the same analysis of the current ATM system and is fully in line with SESAR recommendations: Analysis of current ATM system: ATM system is a network with huge diversity in terms of flights, aircraft, airlines, airports, airspace, ANSPs, etc. Fragmentation of the ATM system has negative impacts on its level of performance because it is not sufficiently geared to sustained schedules. Service on a "first come, first served" decreases the punctuality performance. Paradox exists between the "trans-state" airline organisation and the "states" ATM organisation. The low functional integration between ATM stakeholders results in delays and leads airlines to set buffers in their schedules. Paradigm SHIFT project proposes answers to SESAR D1 recommendations [6] with the concept of Contract of Objectives: The integrated decoupling management of ATM leads to an agreed traffic between all the actors. This will improve the schedule integrity, will ensure a real integration of all the actors and more especially will improve the synergy between airborne and ground segments. The process of negotiation is based not only on data-sharing but on real trade-off between all actors interests and constraints; this will lead to better predictability. Target Windows allow optimising actor s resources and monitoring their own operations leading to an improvement in efficiency. KM2: Paradigm SHIFT proposes a new ATM organisation reaching a true collaborative air-ground integrated ATM to deliver aircraft according to schedule. Paradigm SHIFT proposes an integrated decoupling ATM organisation, where all the actors negotiate and agree on their own objectives. This organisation is based on the breakdown of responsibility between the different actors. The transfer of responsibility between them is now an explicit and formally contracted. Figure 1 : Integrated decoupling organisation The trade-off process, driven by actors interests and constraints, will reinforce autonomy and responsibility, while allowing a high level of integration between all stakeholders and consistency of the ATM organisation, in order to optimise the use of their scarce resources. KM3: Paradigm SHIFT proposes to manage flight through a cooperative and negotiated contract: The Contract of Objectives. The main proposal of the Paradigm SHIFT project is the Contract of Objectives, issued from the negotiation process. This contract will provide well-defined objectives for each actor involved in a flight. These objectives represent the commitment of each actor for delivering the aircraft inside temporal and spatial intervals located on the transfer of responsibility areas. Each actor commits himself/herself and is accountable for their achievement. These objectives are negotiated and focus on punctuality (schedule integrity), taking into account all the actors constraints. This contract will ensure the operational continuity of the flight. ATCOs are now able to visualize, on their own working position, the final objective (the destination punctuality), instead of managing sectors that they are responsible for without considering network optimisation. One can imagine this concept of Contract of Objectives as a control by croquet wickets. In this way, the transfer of responsibility between actors is represented as a croquet wicket, which integrates destination punctuality, actors constraints and potential disruptions. The goal for the operator is then to deliver the aircraft inside a given wicket. 10 Project INO-1-AC-SHIF - EEC Note No 03/07
