DECLARATION OF INTERESTS 14/1 The Chairman asked councillors for any Declarations of Disclosable Pecuniary Interest (DPI) on items contained in the Agenda applicable to themselves or spouses/partners. None were declared. 2. TO RECEIVE APOLOGIES FOR ABSENCE 14/2 None. 3. To confirm Minutes of the Parish Council Meeting held on the 21 st March 2013. 14/3 A copy of the minutes had been issued to all members prior to the start of the meeting. It was PROPOSED by Cllr Heritage, SECONDED by Cllr Scragg and AGREED unanimously that the minutes were a true and accurate representation of the meeting and were signed by the Chairman in the presence of the meeting. 4. PUBLIC PARTICIPATION PERIOD 14/4 The Chairman invited members of the public to air any concerns and offer topics for discussion by the Parish Council later in the meeting. 14/4/1 Additional minutes - Hugh Ricks requested that additional sets of minutes are brought along to the meeting for members of the public. 14/4/2 Notice board at the Lookout - The powders were applied as discussed previously but it transpires that silver fish are not the problem, it is actually snails. board is now more or less useless and is rotted out. Now that the wood has dried out, it can be seen that the timbers are distorted and the doors will not stay in. 14/4/3 Synergy Walkabout - Phil Love reported that the walk had taken place this morning and was attended by District Cllr N Cake, County Cllr M Lovell and Parish Cllr V Ward, together with several residents, PC Stuart Ham and the new Synergy Neighbourhood Officer, Mark Halford. It was noted that the hedge on the front of Stoborough Green needs to be trimmed properly. There is an on-going issue regarding the hedges and ditches at the Drove. The issue regarding land for a play park is still being discussed. There is a query regarding the ownership of the fence and ditch which is on-going. Unfortunately, Steve Mepham of DCC was unable to attend but has agreed that the repairs to the road are the responsibility of DCC. 14/4/4 Verge opposite the allotments Cllr V Ward reported that ownership of this area needs to be established as cars are parking there and it is in a poor state. 14/4/5 Sunnyside Farm - Ashley Pellegrini asked if any further news was available regarding the issue of the barking guard dog at Sunnyside Farm. This had been raised two months ago and Cllr Kenward reported that she had spoken to the tenant and they were aware of the complaints and were very apologetic. The dog has been moved away from the entrance to the car which should cut down on the amount of barking. They are loathe to get rid of the dog as they have had a huge amount of problems with vandalism, etc. Cllr Kenward has asked PCSO Stuart Hann to get in touch and advise them of the various types of security available in order to enable the dog to be stood down. It is understood that the meeting has yet to take place and no further communication has been received. If the noise problem persists, Cllr Kenward will take the addresses of those most disturbed by the dog. 14/4/6 Channel Road drains It was agreed three months ago that a thank you would be sent to Mr John Noyce for the work he has done. It is now necessary for the ditching to stop. Cllr Heritage will speak to Mr Noyce on an informal basis and a formal letter will be sent if one has not already been done. Post meeting note: the Clerk had sent a letter of thanks to Mr Noyce on the 28 th January although, at the time, there was no mention of his desisting. ACTION: CLLR HERITAGE 14/4/7 The Hayricks The path that is going to be reseeded will not be adequately scarified by the contractor. Perhaps this is something that Mr Noyce could be asked to help with. Cllr Heritage will include this in his conversation. 5. COUNTY COUNCILLOR'S REPORT 14/5 Cllr Lovell reported that everyone is currently busy with the up and coming elections and nothing concerning Arne has come up. As a point of interest, Cllr Kenward reported that, on a recent walk via the Blue Pool and beyond towards Church Knowle, it was noticed that the boundary stones for the parish of Arne are still visible dated 1910, although they are now situated in the parish of Chruch Knowle. 6. DISTRICT COUNCILLOR S REPORT Cllr Cake reported that he had been visiting the southern part of his ward during the day and one resident expressed their concern regarding a recent planning application to rebuild a barn that has been disallowed by the Planning Officers. It is known that the owner runs a high quality carpentry business and needs to be able to expand but he is not being supported by the District Council. It was noted that a large number of planning applications are being determined under delegated powers. Once the elections are over, a working party is being convened and one of its tasks will be to consider the delegated powers. Cllr Kenward requested that a letter is sent to the Planning Officers saying the Parish Council would like this particular application to be considered under non-delegated powers. It was noted that the Sandford Middle School application was also considered under delegated powers and the councillors never even saw it. This is a particular problem with the Planning Department at Purbeck. 7. To consider items for discussion/report 14/7 PLANNING APPLICATIONS Plan No. 6/2012/0571-0609 Wytch Farm and Wareham Oilfields Extension of operational life of oilfield development by variation of condition AGREED Parish Council has no objections No decision 6/2013/0104 Westlands, Puddletown Road, Worgret Extend groundfloor level for family dining, new garage, rooms in roof AGREED Parish Council has no objections to this application. No decision 6/2013/0128 5 Hollow Oak Road, Stoborough Extension forming utility, cloaks and carport AGREED Parish Council has no objections to this application. No decision REPORTS FROM REPRESENTATIVES 14/7/1 Urban Heath Partnership Cllr Kenward reported that there is talk about getting rid of the unofficial cycle track at East Holme. The meeting was very productive and a structure plan will be issued in order to remove the concern that they are being confused with the RSPB. The Partnership concentrates more on the cultural aspect of the Arne heritage rather than wildlife conservation. 14/7/2 Redcliffe Tow Path Cllr Scragg reported that the official opening will take place on Monday 29 th April at 11am. 14/7/3 Official Parish Council Web Site This is due to be completed next week. User names and passwords will be issued in due course. Cllr Scragg will update the temporary version and Cllr Kenward will speak to the site developer in order to move things forward. 14/7/4 Stoborough Village Hall Committee No meeting has taken place since the last Parish Council meeting. 14/7/5 Furzebrook Village Hall Nothing to report. 14/7/6 Ridge Residents Association Concern was expressed over the proposed grit bin and who would be responsible for spreading the grit. The residents felt they did not want this responsibility. The Chairman explained that the other bins around the parish were put in place on the basis that if you needed grit you got out and spread it. There is no formal arrangement for spreading. Cllr Frenchman reported that the grit bin opposite his property is full of water. The design is not particular good and it was suggested a letter is sent to the manufacturer as they are not fit for purpose. Post meeting note: The Clerk had reported that she had contacted the supplier, sending in photographs and a letter of complaint but no response had ever been received. 14/7/7Stoborough Meadow Residents Association Nothing to report. 14/7/8 The Clerk had attended the following meetings and will circulate the notes with the minutes: Real Time Information 17.03.14 Chairman attended: Arne Parish Council Minutes 2013/14 Page 4 Purbeck Healthcare Review promised to keep everyone informed but, as yet no closures are planned. All original actions will be put on hold whilst the various groups affected by the review are consulted. Today s Youth, Tomorrow s Leaders unfortunately, the young people attending the meeting already knew it was a good idea to get involved and what they were after was a pledge from everyone present to do something that will involve the youth. Agenda for a future meeting. Chairman s networking meeting Arne had submitted various questions and the responses will be reported at a later date. Purbeck Transport Action Group concern had been expressed regarding the Sandbanks ferry. When it is unable to dock on the Studland side, no warning is given until drivers are virtually at the ferry.. There has been a request for warning signs to be installed some way back. There has been a request for town and village names to be included at bus stops so visitors are able to tell where they are. The

Actions required Arne Parish Council Minutes 2013/14 Page 5 number of school buses is being discussed and a question regarding whether or not financed transport will be provided for 16-18 year olds going to Kingston Maurward was submitted. Cllr Lovell reported that this was discussed at the Children s Overview Committee and at present the government is not going to extend the funding to over 16 year olds. Cllr Kenward reported that the army signage in Grange Road indicating whether the ranges are open and which paths can be used, was removed some time. She contacted the base commander to find out what was happening and was informed the signs were taken down in order to improve them and they have now been told by PDC they must apply for planning to erect the new signs. Cllr Cake was asked to look into this situation and Cllr Lovell will raise this at County level. This sign is essential and needs to be reinstated as quickly as possible. Mr Pellegrini asked if the parish boundary extended as far as the information rooms at Corfe Castle. There is a crossing in front of the rooms and a bus stop right in front of the crossing. It can be very dangerous for those trying to cross a very busy road when a bus is parked at the bus stop. No actions were required at this stage. 8. To consider any PLANNING APPLICATIONS received 14/8 No Planning Applications had been received since the last meeting. 9. Correspondence/items for action and resolution 14/9 CLERK S REPORT to consider any actions necessary. Cllr Heritage reported that large articulated lorries have been seen disappearing up New Road. Cllr Kenward responded saying there is a lot of digging going on at Ridge Farm so they may be going there. Cllr Cake informed members that the Perenco site at Arne is being revitalised so the lorries may well have something to do with this. 14/9/1 DISPENSATIONS none had been received. 14/9/2 HAYRICKS to consider the new entrance that has been created. Cllr Kenward reminded members that we do not own the bank so we are unable to create a new entrance. The site will be made safe and no further action will be taken at present. 14/9/3 GYPSY & TRAVELLER NEEDS ASSESSMENT 3 responses were received from Councillors. The Clerk will complete the forms based on those responses and a copy will be circulated to all members prior to returning the questionnaire. 14/9/4 STOBOROUGH PAVEMENT SAFETY to consider the current situation. A letter was sent from Mr Kessell to Dorset Highways but has got nowhere. This has been going on for some time now and in the present economic light, it is unlikely Highways will do anything about it. The letter was noted.

14/9/5 STOBOROUGH VILLAGE BUS STOP to consider moving the bus stop to the layby. Concern has been raised by Mr Weeks who rang Cllr Kenward who told him he to put the request in writing. The Parish Council originally resisted the action in the hope that the village shop could be reinstated. As this is not now going to happen, it may be possible to take another look at the proposal. Cllr Heritage pointed out that, should the bus stop be moved, it will mean cars could not be left in the layby for any period of time as they are at present. Wilts and Dorset, with the permission of Highways could move the bus stop without marking the layby as a bus stop. It was suggested that we wait until the building work on both sides of the road has been completed and then revisit this. It was noted that an entrance to one of the new houses will be coming out into the layby. 14/9/6 COUNCILLOR IDs to consider producing ID badges for councillors. It was unanimously agreed that councillors did not want ID badges. 14/9/7 PARISH COUNCIL BUSINESS CARD to consider having a business card. The Clerk reported that it was now quite common practice for parish councils to hold a business card alongside the bank account to enable members to pay for things direct rather than pay out of their own pocket and submit an expense form at a later date. A limit would be set on the card. It was proposed by Cllr Heritage, seconded by Cllr Kenward and agreed unanimously that the Clerk should look into this and report back at the May meeting. TO CONSIDER MATTERS RAISED SINCE AGENDA WAS SET 14/9/8 Hayricks annual report - notification has been received from The Play Inspection Company regarding the annual inspection for the Hayricks. The cost will be the same as last year - 65 + VAT. Members were happy for the Clerk to go ahead and book the inspection. 14/9/9 Litter picking - the Clerk informed members that there had been various e-mails received from Mr Nick regarding the unsightliness of the main roads in and around the Purbeck area. Since then, Highways has sent some teams out to litter pick some of the roads. Cllr Cake reported that this is a known problem within the Purbecks and much, although by no means all, is due to the refuse lorries travelling from Poole to the landfill sites and not properly covering their loads. The officers know about this and are constantly trying to gain evidence, specifically along the Upton Bypass. Cllr Kenward suggested we should try to encourage everyone to be responsible for the area in front of their house and perhaps a note could be sent to the schools to ask all the children to take a something similar home. In the meantime, she will make contact with Mr Jacobs. ADDITIONAL ITEMS FOR DISCUSSION 14/13/1Lookout Notice Board - a quote will be requested for the board to be replaced. 14/13/2Grange Road Notice Board - this has been on-going for a while now. The problem being, Church Knowle Parish Council would like to have the board locked, whilst Arne does not. It was agreed that, for the sake of good relations, our position needs to be reconsidered. There should not be a problem as long as Cllr Kenward is provided with a key. The Clerk will contact Church Knowle and inform them of the decision, apologising for the delay and agreeing to a lockable board. Steve Syrett will also be contacted regarding quoting for the board if Church Knowle has not already done so.
