Item 5: Eagan Mobile Noise Monitoring Study Plan Eagan Noise Monitoring Request A mobile noise monitoring request was sent from the ARC to the MSP Noise Oversight Committee and was approved at its September 2018 meeting The goal identified in the request: 1. Determine if gaps in the RMT coverage area currently exist in the City of Eagan. 2. Determine if two of the RMT closest to Interstate 35-E are properly located to best monitor aircraft noise given the ambient freeway noise.

Item 5: Eagan Mobile Noise Monitoring Study Plan Study Purpose Collect quality recordings and measurements of aircraft noise events associated with MSP Airport that occur in the City of Eagan, in accordance with established Mobile Sound Monitoring Guidelines. The objective of the study is to compare data collected from the mobile equipment with data being collected at the RMTs 25 and 37.

Item 5: Eagan Mobile Noise Monitoring Study Plan Timing and duration of the study Target start date of Wednesday, May 1, 2019 with data collection for two consecutive weeks. The data will be presented in a report at the July 9 Eagan ARC and July 17 NOC meetings.

ITEM 7 2019 NCAA FINAL FOUR AIRCRAFT ACTIVITY UPDATE

Item 7: 2019 NCAA Final Four Aircraft Activity Update More activity beginning Wed 4/3 and continuing through Tue 4/9 MSP expects to have 100 more private flights Charter flights with team booster clubs, friends and family will bring in an additional 10-15 flights during the event Between 40,000-50,000 people are expected to fly out of MSP during the peak departure day (Tue 4/9) The MAC general aviation reliever airports are also expecting to see more flight activity Low-flying helicopters may be seen from the ground and high-rise buildings in and around Minneapolis at the end of March and throughout the first week of April
