Highway 16, Highway 779 to Kapasiwin Road, Planning Study STUDY PURPOSE To identify and recommend a long-term plan that would: Serve as a shared blueprint for the province and the county, guiding future development in the highway corridor; Protect the long-term highway upgrading and access management requirements; and Inform existing and future county residents and business owners about the long-term changes that would ultimately affect highway access and traffic circulation. 3

Highway 16, Highway 779 to Kapasiwin Road, Planning Study TECHNICAL REVIEW COMMITTEE The study is guided by a Technical Review Committee (TRC), comprised of representatives from Alberta Transportation and Parkland County. This has included input from the County s Transportation Master Plan study team. Note: It is still quite early in the county s process to develop a Transportation Master Plan. 5

IMPORTANCE OF HIGHWAY 16 Highway 16, Highway 779 to Kapasiwin Road, Planning Study 1. Highway 16 is a National Highway Primarily intended to serve inter-provincial traffic flow, Saskatchewan to British Columbia; and Level 1 highways are ultimately upgraded to freeway standards. 2. In the Study Corridor, Highway 16 serves two flows: Long distance vehicle and truck traffic, with origins and destinations outside the study corridor; and Growing commuter flows into the Capital Region generated by the extensive rural residential development along the Hwy 16 corridor. 3. In Parkland County, Highway 16: Is the only arterial connecting Stony Plain and Wabamun; Is the only contiguous east-west route through the county; and. Supports most local travel to/from Wabamun, Stony Plain, Spruce Grove and Edmonton, particularly for residents on the north side of the highway. 7
ISSUES ALONG HIGHWAY 16 Highway 16, Highway 779 to Kapasiwin Road, Planning Study 1. Growing Traffic Volumes The average annual growth in traffic volumes has ranged from 2.5% to 4.5% over the past 20 years, compared with a provincial average of 2% to 2.5%. 2. Access at Range Roads As highway volumes grow and more rural residential developments take place in the corridor, left turns onto the highway at the range road intersections become increasingly difficult. 3. Protecting Right-of-Way Requirements Rerouting all access onto Highway 16 to future interchange locations is the most effective long-turn solution to improve safety. 8

INTERCHANGE SPACING CRITERIA Highway 16, Highway 779 to Kapasiwin Road, Planning Study To meet Freeway Planning Objectives, interchange spacing criteria are intended to achieve and balance two outcomes: 1. Establish safe and effective highway operations, In high volume locations, usually through or passing urban municipalities: Spacing is 2 km minimum, 3 km preferred; As population densities in the corridor increase, interchange spacing will tend to decrease to a minimum functional interval. 2. Provide cost effective interchange spacing, In rural areas, based on the need to support regional land uses served by the highway corridor: Spacing ranges between 8 and 16 km; As population densities in the corridor decrease, interchange spacing will tend to increase to a maximum interval. Note: In determining actual spacing, interchange locations are first considered at the junction of two provincial highways. 11

Highway 16, Highway 779 to Kapasiwin Road, Planning Study ALLAN BEACH ROAD Issue: County Requested an Additional East of Allan Beach Road: Would be located approx. 800m east Allan Beach Road. Would connect a new, relatively short, north-south arterial road to Highway 16. (Arterial road would extend from Township Rd 534 in the north to Highway 16A in the south, approximately 6.4 km long.) Would support long-term expansion of the County s 5 th Meridian Business Park. 13
Highway 16, Highway 779 to Kapasiwin Road, Planning Study ALLAN BEACH ROAD Response Regarding Additional : Traffic analysis confirms that the Hwy 779 and Lake Eden Road interchanges will perform acceptably to the year 2061. The design traffic volumes were based on land use forecasts provided by the county, which exceed the volumes forecast by the province s Capital Region Model. The county may continue to protect the right-of-way for the additional interchange location. If future growth and development pressures occur that exceed the capacity of the two recommended interchange locations, the province would then reconsider. 14

More circuitous travel around interchange locations. Typical access management through largely rural areas. 2. Integrated (backage) Roadways Between 800m and 1600m from highway. Provide access to land on both sides of roadway. Improved opportunity to establish local road network, probably using collector road standards. Opportunity to establish utility corridors. Generally less circuitous travel for local residents. Recommended by study team for this plan. 16
Highway 16, Highway 779 to Kapasiwin Road, Planning Study Proposed TOWNSHIP ROAD 532A A Collector Road is proposed along a Twp Rd 532A alignment. This may be similar to the preliminary results of the Transportation Master Plan being developed by the county. This proposed Collector Roadway would be located 800m north of Highway 16, between Hubbles Lake Road and Highway 779. A frontage road would be extended west from Hubbles Lake Road to Lake Eden Road. Township Road 532A would improve east-west access to future interchanges at Highway 779 and Lake Eden Road as part of the Highway 16 Access Management Plan. Township Road 532A already exists east of Highway 779. 17
Highway 16, Highway 779 to Kapasiwin Road, Planning Study Proposed TOWNSHIP ROAD 531 A Collector Road is proposed along a Twp Rd 531 alignment. This may also be similar to the preliminary results of the Transportation Master Plan being developed by the county. This proposed Collector Roadway would be located approximately 1 km south of Highway 16, connecting Highway 779 and Allan Beach Road. Township Road 531 would improve east-west access to Hwy 779 as part of the Highway 16 Access Management Plan. Township Road 531 would also serve future expansion of the county s 5 th Meridian Business Park. The county s Transportation Master Plan also proposes extending a Township Road 531 alignment east across Highway 779 into the existing 5 th Meridian Business Park. 18

SERVICE ROAD IMPLEMENTATION Highway 16, Highway 779 to Kapasiwin Road, Planning Study After the plan has been approved: 1. The County would: a) Incorporate the service roadways into its Transportation Master Plan; and b) Protect right-of-way for the service roadway sections as development applications come forward. 2. The Province would: a) Assist with funding other areas of right-of-way acquisition and construction of the first two lanes, based on the costs deferred by: Not constructing new frontage roads; and Not paving existing frontage roads. 22
Highway 16, Highway 779 to Kapasiwin Road, Planning Study FUTURE HIGHWAY IMPROVEMENTS The timing and scope of future highway improvements undertaken by Alberta Transportation are subject to: 1. Warrants actually met by growth in traffic volumes or operational issues; 2. Department funding levels; and 3. Province wide highway improvement priorities. 23
