CHAPTER 1: BEFORE YOUR ARRIVAL 4

VISA 1. FORMALITIES The VISA does not concern students with a European passport. But it is compulsory for non-european students. Le visa long séjour (VLS-TS) If you wish to stay from 4 to 12 months You will need to ask a residence permit by 3 months after arrival More expensive than VLS-T Extensible from France: if you want to stay more you can ask for a prolongation without going back home It opens right to apply to French health insurance (free) It opens right to APL if your accommodation allows it New : master students asking for a visa for the purpose of a framed mobility (Erasmus+ or bilateral agreement) are given priority they do not need to provide a proof of accommodation at that stage anymore Le visa long séjour temporaire (VLS-T) If you wish to stay from 4 to 12 months This visa is initially meant for French intensive courses delivered in France but can be used or proposed for incoming mobilities. No need to get a residence permit as long as the visa is valid Less expensive than VLS-TS But not renewable: if you want to stay more than the length of the visa, you will have to go back home and ask for a new one. It does not open rights to apply to French health insurance It does not open rights to many services such as Visale (see below) Le visa court séjour (étudiant concours) This VISA allows you to stay in the country for 90 days It is meant to come for the entrance audition It gives right to be transformed in VLS-TS without going back home New: consulates are allowed to deliver a multiple-entry visa for a total validity of 180 days 5

HEALTH INSURANCE New! from now on, the French Health Insurance system is free for all students. For European students If you already have a European Health Insurance Card or will get it before your stay in France, you do not need to apply to the French system. You will have to pay your Health costs in France and you will have to ask for reimbursement in your home country by providing the requested documents. For those having a European Card but wishing to take advantage of simplified procedures and to be reimbursed directly by the French system (free), you can nevertheless apply to the French System through etudiant-etranger.ameli.fr. Therefore, you will have to provide a S1 form (which is the way to transfer your national rights to the French system). If your card is out of validity or if you can t provide a S1 form, you will need to apply to the French system and then give the proof of sufficient incomes (copies of taxes declaration of the last 12 months or declaration on honor the required amount to be justified cannot exceed 550/month). For non-european students For Quebec students: you will have to provide a form delivered by your country (special agreements) to apply to the French system. Do not forget to ask for it before leaving. For other non-european nationalities, you will have to make the proof of a personal health insurance valid in France for the entire stay or to apply to the French system. While registering on etudiantetranger.ameli.fr, you will have to provide: A proof of identity (ID card or passport) A proof of registration in a French institution (provided by the IRO of the CNSMDL) The details of a bank account in France (IBAN) An official civil status document such as: A complete copy of a birth certificate, An extract of a birth certificate with family relations (or equivalent delivered by the Consulate) A family-record book A residence permit has to be provided (only with a VLS TS visa) 6

CIVIL LIABILITY INSURANCE This compulsory certificate covers you if you cause injuries to someone in France. It will be required if you want to enroll at any University. STUDENT TAX (Exchange students are not concerned) All regular students enrolled at a French Institution (French or foreigners) regular will have to pay a tax of 90 (CVEC). They will have to provide the CVEC proof of payment at the time of their registration. The online system for payment (http://cvec.etudiant.gouv.fr/) is open from July 1st, 2018. Incoming students under any mobility status do not have to pay this tax. Most European insurances include a civil liability insurance. In any case, before coming to France, check that your insurance covers you in France for the entire duration of your stay. If you do not have this kind of insurance, you can easily get one at the SMERRA, please use the following link: https://smerra.fr/4-assurances/10-assurance-vieetudiante or the LMDE, please use the following link: https://www.lmde.fr/mutuelle-sante/lessurcomplementaires-2018-2019/assurance-de-letudiant. You will be able to apply upon arrival and get the support of the IRO team for the procedure. Cost of subscription to a civil liability insurance: 16 for the whole academic year 7

SCHOLARSHIPS Concerning scholarships for mobility students, please look up with your home institution. There are many different types of scholarships, here are some of them: o o Erasmus+ scholarships International credit mobility scholarships For students registered at a German Institution: The French-German Office (OFAJ) offers an international mobility scholarship for a study mobility period in a French higher music institution between 2 to 5 months. 2. FINDING AN ACCOMMODATION We advise you to start looking for an accommodation as soon as you receive a positive answer from the CNSMDL. If you join us in September, start looking in June! DIFFERENT TYPES OF ACCOMMODATION THE GUARANTOR Most of the time in France, you need a French guarantor to rent an accommodation. A guarantor is someone who pays your loans if you can t take care of it. You should find someone close to you (family ) with an adequate income. If you stay with a local, it is not always necessary to have a guarantor. It will depend on the conditions established by the owner. If you don t find a guarantor, another option is offered: VISALE (https://www.visale.fr/#!/) The CNSMDL only has 2 beds per academic year to offer a the CNSMDL residence, and a stay with a local list is available. Please make sure to ask the IRO of the CNSMDL for further information. Moreover, 3 student residences are located near the CNSMDL: VISALE is a service offered by «Action Logement». In order to reassure the owners, it becomes your guarantor and takes care of your potential non-paid loans. After that, the tenant will repay VISALE. AVERAGE BUDGET - Studio: between 350-600 - House sharing: between 250-400 - Student residence: between 500-600 - Stay with a local: between 300-500 9

STUDENT HOUSING AID (APL) The APL means Aides Personnalisées au Logement (financial help for your accommodation) given by the CAF. It s a monthly payment. Not every housing can open rights to get the APL. You have to ask the owner about that before signing a contract. University residences and the CNSMDL residence give this right. CHAPTER 2: LIVING IN THE CITY 11

1. ARRIVAL IN LYON SAINT EXUPÉRY AIRPORT Saint Exupéry Airport is the only airport in Lyon. It is located in the east of the city, 25km away from Lyon. It offers domestic and international flights. The airport website: https://www.lyonaeroports.com A train line connects the airport to the city, called Rhonexpress. Tickets can be bought online. It is cheaper if you book tickets in advance: https://www.rhonexpress.fr or directly at the station. Once you ve taken the Rhonexpress from the airport, you arrive at the central railway station: Gare Part Dieu. From Part-Dieu railway station, check the website for public transportation in Lyon www.tcl.fr to look for the different transportation options to reach your final destination. There is also an application on app store and google play: 12

GARE PART DIEU (RAILWAY STATION) (1) Part-Dieu / CNSMD journey: Gare Part-Dieu is the biggest railway station in Lyon. It serves many French and European cities and is easily accessible by public transports. To get to the CNSMDL from Gare Part-Dieu, you can: Take the C6 (bus) to Ecully le Pérollier and stop at Valmy, then walk 10 minutes. Take the C3 bus to Gare Saint Paul, change at Terreaux La Feuillée and take the C14 bus Les Sources and stop at Greillon. Take the metro line B to Gare d Oullins and change at Saxe Gambetta Station, then take the metro line D to Gare de Vaise, stop at Valmy and walk towards the CNSMDL, or take the C14 from Valmy to the station Pont Koenig. GARE PERRACHE (RAILWAY STATION) Perrache station is also very busy. It is served by the metro line A, T1 and T2 tram lines and many buses. From Perrache railway station, you can directly take the 31 bus to Cité Edouard Herriot and stop at Pont Koenig to reach the CNSMDL. BlaBlaCar! To save money, you can also look for a journey on Blablacar, which is a car-share service. For example, if you come directly from Paris and not from the airport, it might be cheaper to go from Paris to Lyon by car-share instead of taking the train. 2. BEING MOBILE PUBLIC TRANSPORT Lyon owns a very large public transport service called TCL. It consists in 4 metro lines, 5 tram lines and many buses. To use public transports, you either have to buy tickets or get a weekly, monthly or annual transport card. Tickets are available at metro and tram station but you can directly buy them on the bus (more expensive). Concerning the TCL transport card, you have to reach an office to get it with: - Your ID card - An ID picture - 5 - An education certificate or health insurance certificate For further information, here is the website: www.tcl.fr On this website, you can also find an itinerary very easily thanks to the simulator. You just have to enter your departure and arrival. 15

OTHER TRANSPORTS CITY BIKES: VELO V Velo v is a self-service bike service in Lyon. Stations are located all around the city. To use the bikes, you can get a subscription. It s not very expensive, and very easy to do. For the students, it costs 16,5 a year. Then you add to this subscription a price scale based on the time you use the bike. The price scale is the following: Here is the website: https://velov.grandlyon.com/home THE SNCF (TRAINS) The SNCF is the French railway service. Train stations are located everywhere in France, including several in Lyon. The biggest stations in Lyon are Part-Dieu and Perrache. To book a journey, you can go directly to a train station or book it online on the website: https://www.oui.sncf/ OUIGO (TRAINS) BUSES SNCF trains can be expensive, so a low-cost alternative was created called Ouigo. Ouigo belongs to the SNCF but the trains are much cheaper. Ouigo does not serve as many stations as the SNCF but it can be very interesting to visit big cities. Here is the website: https://www.ouigo.com/ It is possible to travel in France and Europe by bus. They are quite cheap. Here are the two main bus companies: Flixbus and Ouibus: https://www.flixbus.fr/ https://fr.ouibus.com/ BLABLACAR (CAR-SHARING) In France, it is very common to do some car-sharing. if you want to go to another city at a cheaper price, we advise you to visit the website: https://www.blablacar.fr/ or directly check the Blablacar app. You choose your departure city, the city you intend to go to and then, the website will show you the people doing the same journey. 16

3. HELPFUL TIPS HEALTH Doctor on call In addition to home visits, duty medical care centers ensure a contact with a doctor, at any time. The hospitals Hospitals gather all medicine specialties and are open 24/7. In Lyon, there are lots of hospitals in many different places. BANK ACCOUNT As a non-french resident, it is possible to open a bank account in France. However, you therefore have to provide an address in France. To sum up, you need an accommodation to open a French account. To open a bank account in France, a copy of the following documents is requested: - French education certificate (or a French student card) - residency justification - ID card or passport (front and back) - VISA (for the non-european students) Some French Banks *The CNSMDL has a special agreement with the Société Générale Vaise, very close to the conservatoire. The VISA card is free, and there is no bank account management fees. But there is no obligation to choose this bank. 19

MOBILE TELEPHONY For European Union residents, giving a call or sending SMS in another country is not extra-charged anymore. However, using a telephone package abroad isn t necessarily unlimited and can be charged. Check your situation with your operator. According to it, you might rather buy a French SIM card. French operators gather favorable prices. Indeed, most of them have a low cost version of the habitual contracts. Warning! you have to open a French bank account to buy a telephone package. Most of the French operators ask for an IBAN. If you don t want to open a bank account, another option is offered: LEBARA. It supplies a SIM Card without an IBAN. ECTS CREDITS During your stay at the CNSMDL, you will come across the concept of ECTS, which means European Credits Transfer System. If you come from a European country, you may be familiar with it. The credits relate to the different courses offered by a university. The validation of each course awards a different number of credits, depending of the workload required from the students, the number of hours, the objective of the course. One semester corresponds to 30 ECTS, an entire year to 60 ECTS. This system is common to every European country and is used as reference between them and makes the mobility of students is much easier. There are also equivalences with non- European countries. LIBRARY The Nadia Boulanger Library welcomes students, teachers, university researchers and musicologists. It provides 99 000 documents. STUDENT ASSOCIATION The NAEC (Nouvelle Association des Etudiants du Conservatoire: New Association of the Conservatoire Students) is the student union of the CNSMDL. The NAEC is the driving force of the student life in the CNSMDL. Led by the CNSMDL students (musicians as much as dancers), it offers each year lots of activities and launches initiatives such as student parties, yoga courses, snacks ). It takes care of the welcoming and integration of mobility students.
