MINUTES OF THE MEETING OF HALKYN COMMUNITY COUNCIL, HELD IN THE HALKYN PARISH HALL, ON MONDAY THE 17 TH FEBRUARY, 2014, AT 7.30PM 1(A). 27/14 PRESENT Councillor Mrs. J. Robinson 2. 29/14 DECLARATIONS OF INTEREST There were no Declarations of Interest Declared. 3. 30/14 TO APPROVE THE MINUTES OF THE MEETING HELD ON THE 20 TH JANUARY 2014 There were no amendments and the Minutes were proposed as correct by Councillor B. Glyn Coleclough and seconded by Councillor David A. Hughes and formally agreed by the Members present. 4. 31/14 MATTERS ARISING The Clerk referred to the following matters from the previous Minutes; Minute no; 5(A). 09/14 (1), in respect of the visit to the March Community Council meeting by Inspector Sharon McCairn - North Wales Police. The Clerk confirmed the attendance of Inspector McCairn at the March meeting, and enquired should the meeting begin at 7.00pm. The Members agreed. Minute no; 10. 19/14, in respect of the commemoration of the 100 th anniversary of World War 1. Councillor David Hughes advised that he had not been contacted by the Royal British Legion (RBL) in respect of a joint meeting. It was proposed and seconded, that the Clerk write to County Councillor Colin Legg, in his capacity as a Committee Member of the RBL, to ascertain the present position. The Members agreed. 1
Minute no; 11.20/14, in respect of The Old Bier House, Halkyn. Councillor Colin Barker confirmed to the Members, that the Bier House is presently being used by a local Scout Group. It was proposed and seconded, that Councillor Barker make enquiries with the Scout Group, as to their future intentions in respect of the building, and report back to the March meeting. The Members agreed. Minute no; 12. 21/14, in respect of the registration of various Village Greens / Common Land within the Community. The Clerk advised the Members, that a reply had been received from the Legal Department of Flintshire County Council, who provided a schedule and maps of the various Village Greens within the Community. The Clerk further advised of a document that had been traced, which also provided a schedule of Village Greens, and matched the information received from the County. This document also confirmed the registration of the schedule of Village Greens, which were registered under the Commons Registration Act 1965, by a Mr. H. E. Francis QC., Commons Commissioner, who sat at Mold Crown Court, in April, 1975. Councillor Colin Barker confirmed to the Members, that he did not wish to proceed to ascertain if the various Village Greens, were registered with the Land Registry. 5(A). 32/14 CORRESPONDENCE The following correspondence had been received, that was required to be either advised to, or dealt with by the Members; (1) Confirmation from the Post Office, that the re-opening of The Halkyn Post Office, will take place on the 30 th January, 2014 at 11.00am. The Clerk also advised the Members of the opening hours. (2) Flintshire County Council - Confirmation of the Modification to the Definitive Map, in respect of Public Footpath number 4, to Public Footpath number 93. 5(B). 33/14 CLERK S REPORT (i) The Clerk advised the Members that the public notice board in Rhosesmor, the Perspex glass was cracked and the door hinges were insecure. The Clerk further advised that a local joiner had secured the doors, and a quotation would be forwarded for consideration to completed the rest of the work. The Members agreed. (j) The Clerk using the projector and screen, the Members viewed emblems of other Councils, which were used on their official stationery. The Clerk seeked the views of the Members in respect of an emblem for Halkyn Community Council. Members advised that the Council already have an emblem, which is featured on the Chair s Chain of Office. Members agreed that they wished to place the Halkyn emblem on their official stationery, and they would endeavour to trace a copy to produce to the Clerk. 6. 34/14 REPRESENTATIVES / LIAISON COMMITTEE REPORTS There were no representatives reports. 7(A). 35/14 PLANNING APPLICATIONS The following planning applications have been received; 2
Application number; Town Improvement Clause Act 1848 / Public Health Act 1925 Naming and numbering of streets. Existing Residential Development of Black Brook, Sychdyn. Application to naming the road to Black Brook Lane, which is presently un-named, between Black Brook, Sychdyn and Raikes Lane, Mold. To support the application. Application number; 051668, for the erection of light industrial units and associated works, at Brookside Works, The Nant, Rhydymwyn. No Observations. ( The above two applications were sent to the Chairman for consultation with the local Member(s) due to statutory time limits for observations ). The Members agreed with the above decisions. The following planning applications were dealt with by the Members at the meeting; Application number; 051713, for the erection of a 2 bay cricket net, at Halkyn Cricket Club, Pentre Road, Pentre Halkyn. No observations. Application number; 051725, for a two storey side / rear extension, at Maes Gwyn, Cefn Eurgain Lane, Rhosesmor. No observations. 7(B). 36/14 PLANNING DECISIONS The following planning decisions have been received from Flintshire County Council; (a) Application number; 051624, at White House, Pant y Gof, Halkyn. Approved. (b) Application number; 051229, at 10, Willowfield Estate, Pentre Halkyn. Approved. (c) Application number; 051556, at Ty Newydd, Pant y Gof, Halkyn. Approved. 8. 37/14 COMMUNITY LIGHTING The following lamps have been reported out of order since the last meeting; (a) Lamp number; three lamps in the area of Wern Road, Rhosesmor. (b) Lamp number; four lamps in Rhosesmor - two along Northop Road, one near to the bus shelter, and one near to the Red Lion Pub. 9. 38/14 TO CONSIDER INSTALLING A PLAQUE OR MEMORIAL STONE - TO COMMEMORATE THE HISTORICAL ASPECT OF LEAD MINES IN HALKYN ( CLLR COLIN BARKER ) Councillor Colin Barker referred the Members to his comments in the January meeting, whereby he referred to the importance of the Halkyn Lead Mines, in the Pen y Bryn area. Councillor Barker wished the Council to consider placing, either a plaque or memorial stone to commemorate the mine. The Clerk advised that he had written to the Secretary of the Halkyn Mountain Common JCB, seeking their views to take the suggestion forward. Councillor Barker advised that he had been contacted by a member of staff from the JCB, and they will apply for funding from Cadw, during the next financial year from the 1 st April, 2014. 3
10. 39/14 TO CONSIDER EMPLOYING A VILLAGE HANDYMAN / CARETAKER ( CLLR COLIN BARKER ) Councillor Colin Barker recollected to the Members, his previous proposal in 2009, whereby the Community Council had agreed to employ a Village Handyman / Caretaker. The Clerk advised that there were four applicants for the position, after it was advertised in the Halkyn Mountain News. Councillor Barker referred to the roadside litter and other disregarded items, which were being deposited on roads within the Community, that made the area look unsightly. Councillor Barker advised that the Pentre Road was the worst area. It was proposed and seconded that the Clerk write to the Street Scene Department of the County, enquiring in relation to the policy of their roadside sweeping and litter picking schedule. The Clerk to also ascertain, if a previously available extra litter picking service was still in existence, and if so, the fee charged by the County. The Members agreed. 11. 40/14 TO CONSIDER APPLYING FOR FUNDING TO THE WELSH AGGREGATES LEVY SUSTAINABILITY FUND - TOWARDS A COMMUNITY LANDSCAPING PROJECT ( CLLR JOHN THOMAS ) Councillor John Thomas recollected to the Members, the landscaping carried out in the late 1980 s, in the Rhosesmor area, which unfortunately was not fully completed, due to the then lack of funding. Councillor Thomas advised that there are still areas which require landscaping, such as the humps towards Moel y Crio. The Clerk produced a copy of the Aggregates Levy Fund For Wales guidance notes, which provided details in respect of the criteria required for funding projects. After discussion, it was proposed and seconded, that funding to achieve the landscaping in the area would be difficult, in particular, having regard to the various rules and regulations, that have been brought into force since the late 1980 s.
