Otherwise, one motion will pass all items. No Consent Agenda Items. 4 Public Comments (started at 6:35 and ended at 7:30) - The Mayor shared that there is a sign in sheet; if you are requesting to speak you will need to sign the sheet. Mayor Korsvold also requested that the person speaking come forward and state your name for the record. The Mayor asked if everyone had the opportunity to sign the sheet. Ken Simmons requested a dip sign be posted on the south side of Senter Street, out by the Lutheran Church and Senior Center. Brad Whipple asked the Council what was taking place with the complaint that he filed about his neighbor. The Mayor shared that Whipple s neighbor has been informed of the complaint and the requirements they will need to follow to be in compliance with the City Code. Mayor Korsvold asked Clark to share with Whipple what has been done. Clark shared that we have addressed the nuisance

issue and that on the zoning issue she would like to wait until we get a City Administrator hired. The Mayor shared that he would like to wait on the zoning until a City Administrator is hired. The Mayor also shared if the issue gets out of hand let him know and he will see what we can do. Russell Young asked Council why the Car Show could not be moved to Old Town or the Community Center. James Lightle shared that they have looked at moving the Car Show in the past and the best place for the Car Show is Outback Park. Halde shared that he has kids of his own and he feels it is a parents choice to take their kids to the park when beer is being sold; if you don t want your kids there don t take them there. The Mayor asked how many years the Car Show has been taking place. Lightle shared that it has been taking place for 10 years. David Williams shared with Council that he is still in opposition of the sale of alcohol at the City Parks. Williams shared that they are not in favor of the sale of alcohol around our children at any time; they are not opposing the venue at Old Town on Friday because it is a separate venue, and it is not at the parks. Williams feels the sale of alcohol around kids is injurious to them. Williams shared scripture with Council to help support his opposition to the sale of alcohol in the park. Williams asked Council to take the alcohol out of the children s playgrounds and put it in a different venue. Mayor Korsvold asked Williams to wrap things up. Williams shared we have a family based community and he does not feel we should mess with that and we need to stop what we are doing. Jenna Zimbelman shared she is present for the Summer Celebration permit. Zimbelman stated if they do move the event to Old Town that would not stop the tourists from having kids with them. Summer Celebration has worked well at the Outback Park and there have not been issues in the past. Royce Walters asked to share petitions that have been signed against serving alcohol at the parks; they were able to get around 415 signatures on the petitions. Walters shared his personal experiences and views on why alcohol should not be allowed in the park. Walters requested to Council that they not allow alcohol in the parks. Melissa Satterly shared that she does not like the alcohol at the parks, but she agrees with Halde that she just doesn t take her child to the park if there is alcohol. Jeanie Walters shared her concerns with the City of Burlington and the Burlington Chamber of Commerce promoting the sale of alcohol at the park on June 28 th. Walters feels that the kids are exposed to the alcohol because they have to walk past where the alcohol is being served. Walters asked the Council to take this issue seriously and realize their responsibility. Ruby Munson shared her concerns with alcohol being served at the parks. George Robben shared his views of alcohol being served at the park. Lightle shared with council that he was one of the first people to start Celebration of Summer. The goal was to have a fun family event that everyone could enjoy. Ligthle asked why they are picking on the parks. There are three parks in Burlington that they are welcome to use if they don t want their kids around alcohol. Lightle shared it has been ten years that this event has been going on. The beer garden is monitored and all people being served are required to show ID. Lightle shared that over a thousand people attend the event and half of them are kids. Lightle feels their ten year track record is pretty good. Lightle s request to the Council is that they approve the Special Event permit for the Summer Celebration.

Russel Marshall shared with Council that he lives across the street from the park and has for 23 years. Marshall shared his concerns with alcohol at the parks. Marshall requested that Council not approve the sale of alcohol at the parks. Spencer Newburn shared that they love the community of Burlington. Newburn shared that he feels that if the drunkenness can be controlled, then his family will attend these events. Judy Standley shared that she was distressed that a permit was granted at the Parmer Park. Standley shared her father donated the land for the park for kids and the safety of the kids. Standley asked if the beer gardens are raise money. Standley feels there should be other ways that they can raise money. Standley shared that in the ordinance individuals are not allowed to have alcohol. Standley asked how much the beer garden makes. Lightle and Zimbelman shared that the beer sale pays for the event. The Mayor ended the discussion on the Special Event Liquor Permits and moved into the public hearings for the permits. 5 Public Hearings Mayor Korsvold opened the public hearing at 7:30. Mayor Korsvold allowed all people opposing the special events to speak during the public comments portion of the meeting. Special Event Liquor Permit for the Chamber of Commerce on 6/27/2014 at Old Town at 420 South 14 th Street. Special Event Liquor Permit for the Chamber of Commerce on 6/28/2014 at Outback Park 15 th and Martin Avenue. MOTION by Whipple, second by Halde to approve the Special Event Permits at Old Town on 6/27/14 and at Outback Park on 6/28/14. Motion passed. Mayor Korsvold closed the public hearing at 7:35. 6 Departments Attorney-Mike Grinnan Treasurer-Melissa Satterly-Report is in the packet. Terry Baylie from ECOG requested the use of the Outback Bus on August 16 th. Council by consensus approved the use of the City bus. Clerk-Shelly Clark-Report is in the packet. Public Works- Bob Hines-Shared update on the survey for the wastewater. Shared that there are more issues on roofs throughout the City other than Old Town. Hines shared that the roofs at the Library, Light Plant, Community Center, and City Shop are leaking. Police Department is leaking under the foundation. The Mayor told Hines to look into what the cost will be to repair these issues and we will discuss this at a later date. Old Town- Nikki Wall-requested to give half price Wednesday and free admission to active military. MOTION by Burghart, second by Whipple to approve half price Wednesday and free admission to active military.

Motion passed. 7 Work Session Topics Unfinished Business A. EBH to discuss drinking water project. 8 New Business Adam Schart and Darren Neufeld from EBH presented their background, funding processes, treatment options, moving forward and Halde wells project. EBH gave two handouts to the Council. Discussion on project and funding. No action taken. A. Approval to open new CD. Satterly requested from Council approval to opening a CD for $160,000.00, which is the left over funds for purchasing the water bonds. Satterly shared the rates on CD from all the local banks. Whipple asked if Satterly looked into money market rate. Satterly has not looked into money market rate, but she will find out the rates. No action taken. B. Selecting a Council member for the East Central Council of Local Governments Board. Mayor explained the responsibility of the ECOG board. Hal McNerney volunteered to be on the board. C. Discussion on repairs at Old Town. Nikki Wall shared a handout with the council on the buildings at Old Town that need repairs. Wall is looking for direction from the Council. There are currently gas leaks in some of the buildings and the Manor House roof is leaking and there is black mold. Wall did get $1500.00 from Rotary to help with some of the issues. Wall requested to use Conservation Trust Funds for the roof and donations to replace the heaters which have the gas leaks. Wall will try to get sponsors for the other improvements. George Robben shared concerns on preserving the artifacts. Mayor shared that the Manor House needs to be taken care of first. Discussion on repairs and funding. MOTION by Weisshaar, second by Burghart to approve to proceed with fixing the roof on the Manor House. D. Discussion on Perry Cleaning Services. Perry Cleaning is currently requesting an increase in pay. Discussion on increase. MOTION by McNerney, second by Burghart to approve to put this on the table until Satterly and Rhodes talks to the State to see if they will help pay the increase Perry Cleaning is requesting.

E. Discussion on business licensing. No action taken. F. Discuss on mill levy increase. No action taken. 9 REPORTS AND COMMENTS FROM MAYOR AND COUNCIL: A. Mayor Kerry Korsvold-shared with Council that he wrote a letter requesting that the Greyhound Bus not stop in Burlington due to an increase in law enforcement issue. B. Carla Foth-Absent C.
