2017/2018 Minutes 1644-1662 Great Oxendon Parish Council Minutes of the Parish Council Meeting held on 6 th November 2017 Present: Councillor Steedman (Chair), Councillor Jones and Councillor Hogarth Apologies: Councillor Barker, Councillor Evans and Councillor Rumsey. Parish Clerk Peter Rowbotham Members of the Public: 1 1644 Apologies Councillor Rumsey, Councillor Barker and Councillor Evans had all offered apologies for absence. These were accepted by the meeting. 1645 Declaration of Personal & Prejudicial Interests None declared. 1646 Minutes of the Meetings held on 9 th October 2017 The minutes of the Parish Council of 9 th October 2017 were accepted as a true and accurate record. The minutes were proposed by Councillor Jones and seconded by Councillor Hogarth. Unanimous. 1647 Matters Arising from the Minutes of the Meeting Any matters arising would be picked up in the main agenda. 1648 Open Forum Colin Brown provided a verbal update on the Wormslade Farm revised planning application for the site. It was thought that Raw Energy would resubmit with an amendment to remove the commercial waste element of the proposal. This will be based upon changing the definition from agricultural waste to include failed crops, slurries and other items. The earliest date for consideration is the 19 th December 2017 and it is possible that the consultation period could be reduced to two weeks. Wormslade Farm would be discussed again at the next meeting. 1649 Community Safety 1650 Highways The Crime and ASB report for September 2017 was received by the Council. A letter updating Parish Councils on local policing matters had been received from Sgt Dobbs. It was reported that the Main Street water on the highway problem had been resolved. A spring had been diverted to fix this. This news was welcomed by the Parish Council. 1

2017/2018 Minutes 1644-1662 There was no update on the proposed traffic calming scheme for the A508. This was with NCC. The Parish Clerk was arranging to meet with Andrew Leighton at the NCC/ Kier Brixworth Depot. 1651 Update from the local Councillor(s) Nothing to report. 1652 Planning Decisions The planning decisions for October was received by the meeting. 1653 Wormslade Farm This had been discussed fully in the Open Forum. 1654 Planning Consultations DA/2017/0986 Demolition of existing semi-detached properties and construction of two detached two storey dwellings 2 & 4 Farndon Road, Great Oxendon The Parish Council had no objections to the planning application for residential development. However, concern was expressed regarding the overlooking windows onto the adjoining property on Main Street. There are also some concerns regarding the access and parking arrangements. This junction is dangerous for both drivers and pedestrians and these risks should be mitigated. The above comments would be submitted to the Planning Authority. This was proposed by Councillor Jones and seconded by Councillor Hogarth. Unanimous. 1655 Payments for Approval The Parish Council agreed the following payments (including VAT) Cheque 100786 Four Counties Grass Cutting - 240 Cheque 100789 Village Hall Committee - 180 Cheque 100788 EON Street Lights - 202.01 Cheque 100789 Peter Rowbotham Salary & Expenses - 377.77 Cheque 100790 HMRC PAYE for Parish Clerk - 219.60 This was proposed by Councillor Jones and seconded by Councillor Hogarth. Unanimous. 1656 Q2 Accounts The Parish Council received the statement of receipts, the statement of expenditure and the bank reconciliation report for the Q2 period ending 30 th September 2017. The Bank statements had been circulated showing 24,789.18 in the revenue account and 3,925.94 in the reserve account. The balance of the Public Works Loan stood at 14,011.10. 2

2017/2018 Minutes 1644-1662 1657 Expenditure The former red BT box had been damaged. The Parish Council was submitting an insurance claim for the damage although there would be a 250 excess. The Parish Council approved the expenditure ( 788.80) which would be incurred to fix the door. This was proposed by Councillor Hogarth and seconded by Councillor Jones. Unanimous. The Parish Council also agreed to restore the telephone box and a quotation would be obtained. This was agreed by Councillor Hogarth and seconded by Councillor Jones. Unanimous. The Parish Council agreed to progress with three additional litter/ dog bins for the village. These would be situated at Main Street, Braybrooke Rd and on the A508 footpath leading to the church. The cost would be 80. This was agreed by Councillor Hogarth and seconded by Councillor Jones. Unanimous. The Parish Council agreed to the purchase of addition signs regarding litter and dog fouling. This was agreed by Councillor Hogarth and seconded by Councillor Jones. Unanimous. The Parish Council received a cost analysis report for the provision of a defibulator. This had been subject to a grant from Northants County Council. This would be installed at the Village Hall. It was agreed to purchase the DefibTEch Lifeline at a cost of 1,086. It was also agreed to purchase a lockable external cabinet at a cost of 717. Both quotes include VAT but exclude delivery. Fitting costs would be an additional cost. This was proposed by Councillor Hogarth and seconded by Councillor Jones. Unanimous. 1658 Parish Clerks Report The Parish Clerk had submitted a written report. This was noted by the Parish Council. 1659 Policy Review The Parish Council adopted a Complaints Procedure which would be placed on its web site. Consultation Draft Advice Note on Neighbourhood Planning and the Historic Environment. E Historic England are currently undertaking consultation on their draft Advice Note on Neighbourhood Planning and the Historic Environment. They have asked that the District Council share this consultation with our Parish Councils and neighbourhood groups to raise awareness of their guidance and to invite comment on the documents themselves. The Advice Note can be found at the following website: https://content.historicengland.org.uk/content/docs/guidance/neighbourhood-planning-advicenote-consultation-draft.pdf This guidance may be of interest to those of you who are currently in the process of producing Neighbourhood Development Plans or Village Design Statements, or those groups who may be interested in doing so in the future. For those groups who have already undertaken the production of a Neighbourhood Development Plan or Village Design Statement, you may wish to put forward comments reflecting your experience of dealing with heritage matters and neighbourhood planning. Consultations Draft Settlements and Countryside Local Plan Give your views on plans for the future of Daventry District F People living and working in Daventry District are being encouraged to get involved in an important planning consultation on the future of the area. Over the next nine weeks, Daventry District Council (DDC) is urging people to give their views on the emerging draft Settlements and Countryside Local Plan. This is a significant planning policy document, containing detailed guidance that would help shape local decision-making on future planning issues. In particular, the draft Plan identifies four sites in Daventry for building about 1,200 extra new homes over the next 12 years to meet the town s housing needs: 800 homes in South West Daventry on land opposite the Grange estate, along the A45 between the A361 and A425. Extending Micklewell Park by 180 homes. An additional 100 homes on land at Middlemore, Daventry. 120 homes in Daventry as part of the proposed WaterSpace and retail developments at Eastern Way. The document also sets out proposals to create green wedges on the town s surrounding areas to protect the nearby villages of Welton, Staverton, Braunston and Norton. Other features of the Draft Plan include: A hierarchy for the future development of villages and hamlets in Daventry District. This determines where future development would be both prioritised and restricted. A new Parish Annex policy to protect a number of important local green spaces suggested by parish councils. Creating up to 25 additional hectares of employment land in Daventry, including extending Heartlands and Apex business parks and a further site Daventry South East Gateway. There is a particular focus on buildings for smaller businesses the area needs to thrive. An update on the needs of Gypsies, Travellers and Travelling Showpeople, setting out the number of plots and pitches required over the next 12 years to meet the standards set by Government. Proposals to protect the District s distinctive landscapes, biodiversity and history, as well as leisure facilities and green spaces. The consultation starts today (Monday, 27 November) and runs until Friday, 26 January 2018.

Following the consultation, DDC will then consider the responses received. They will be taken into account in preparing the proposed submission version of the Plan which will be consulted on in summer 2018, followed by an examination of the Plan by an Inspector appointed by the Secretary of State. Adoption is anticipated to take place in summer 2019. How to take part in the consultation The consultation on the Emerging Draft Settlements and Countryside Local Plan (Part 2) takes place between 27 November 2017 and 26 January 2018.
