DIVERSIFYING INTO THE DEFENCE INDUSTRY AND BREAKING INTO THE ADVANCED MANUFACTURING EXPORT MARKET HAVE BEEN KEY PRIORITIES FOR SUPASHOCK. DEFENCE SA HAS BEEN INCREDIBLY SUPPORTIVE OF GETTING US TO WHERE WE NEED TO GO AS A COMPANY, WHICH IN TURN, DELIVERS JOBS BACK INTO THE SOUTH AUSTRALIAN ECONOMY. Oscar Fiorinotto Chief Executive Officer, Supashock SOUTH AUSTRALIA S South Australia s defence industry is entering a new era of growth and prosperity, and this is creating jobs, driving investment and aiding the transition of our economy. Our state has evolved into a hub of defence activity, underpinned by innovation, cutting-edge technologies and a highly skilled workforce. We are preparing for a jobs boom in the coming decade, triggered by the construction of the country s next-generation warships and submarines at our world-class shipbuilding hub. These major projects will create a sustainable, long-term naval shipbuilding industry, while further fostering innovation and boosting advanced manufacturing opportunities a core component of our state s future growth. While naval shipbuilding is key to our success, we are aiming for solid growth across other defence domains, including systems and cyber, aerospace, and science and technology. Fuelling business growth even further, we are working to ensure South Australian defence companies are locally and internationally competitive and export-ready. Raising up the next generation of skilled workers and leaders is also crucial to the defence industry s long-term success. To this end, we are supporting our schools, TAFE colleges and universities to equip students with the science, technology, engineering and mathematics skills vital for the high-tech jobs of tomorrow. Our vision to be the nation s Defence State is a reality. And the South Australian Government s focus is now on building on the momentum created, ensuring industry is modern and competitive, and capitalising on the job and supply-chain opportunities set to arise in the coming decade and beyond. OUR VISION VISION To be Australia s Defence State. MISSION Defence SA will maximise investment and jobs from the Australian Defence Force and defence industries. South Australia s Strategic Plan (SASP) formally captures the state s defence-related target: Increase Defence and defence industry employment to 37,000 people and annual contribution to our economy to $2.5 billion by 2020. STRATEGIC OUTCOMES 2030 The South Australian Government will support growth in key defence and space sectors over the next decade and beyond, capitalising on the state s existing strengths and expanding into future high-tech industries. SOUTH AUSTRALIA CREATES AN ENVIRONMENT THAT SUPPORTS NOVA SYSTEMS AS A KEY INDUSTRY PARTICIPANT WITHIN DEFENCE AND DEFENCE INDUSTRY, PROVIDING A SOLID PLATFORM TO DEVELOP SOVEREIGN CAPABILITIES AND LEVERAGE OUR TECHNOLOGY ENABLING SOLUTIONS GLOBALLY. This target is reflected in our vision, mission and operations. SOUTH AUSTRALIA HAS A DEFENCE-READY WORKFORCE WITH A STRONG FOCUS ON INNOVATION AND INVESTMENT IN CUTTING-EDGE TECHNOLOGY. THIS HAS DIRECT ALIGNMENT WITH BOEING DEFENCE AUSTRALIA S BUSINESS STRATEGY. KEY PRIORITIES SHIPBUILDING South Australia as a centre for warship and submarine building and sustainment The South Australian Government will: Maintain South Australia s reputation as a centre of excellence for warship and submarine building and sustainment. Support local companies and workers to ensure they reap the benefits of the Offshore Patrol Vessel, Future Frigate and Future Submarine projects. Attract international shipbuilders to establish a submarine and ship design centre and propulsion test facility in South Australia. Strongly advocate for an Australian frigate and submarine builder to construct the next generation warships and submarines respectively. Support local industry participation in the global supply chains of naval shipbuilding projects and promote export readiness. Provide support to the Australian Government and key stakeholders to ensure the expansion of the Osborne Naval Shipyard is a success. SPACE South Australia as a space industry centre for the Nation The South Australian Government will: Grow the state s economy through space industry activity. Work with industry and the Australian Government to attract military space programs and activities to the state. Optimise opportunities for defence industry and non-defence industry involvement in the space sector. Support its lead space agency, the South Australian Space Industry Centre, in creating new opportunities and co-ordinating activities for commercial space ecosystem development. THESE TIMES CREATE A REAL OPPORTUNITY FOR AUSTRALIA TO MAKE STRATEGIC INVESTMENTS IN THIS TRANSFORMATIVE INDUSTRY LEADING, POTENTIALLY, TO THOUSANDS OF HIGH-TECH BLUE COLLAR AND WHITE COLLAR JOBS. AND I AM UNASHAMEDLY PRO SOUTH AUSTRALIA IN THIS SINCE IT MESHES AND OVERLAPS SO WELL WITH EXISTING LOCAL DEFENCE INDUSTRIES, ESPECIALLY UNDERTAKINGS SUCH AS THE SUBMARINE BUILD. Support the creation of an integrated ground environment which captures the processing and unlocking of intelligence value from surveillance and reconnaissance activities. Encourage Defence to develop and implement niche combat and cyber technologies in South Australia. Create a comprehensive cyber ecosystem to support South Australia s defence industry, trusted autonomous systems and health systems. Support the establishment of the South Australian node of the Australian Cyber Security Growth Network including a trained highly skilled workforce. Support the establishment of South Australian infrastructure to test and develop future cyber capabilities. DEFENCE SCIENCE AND RESEARCH South Australia as a national leader in developing intellectual property The South Australian Government will: Facilitate research collaboration between DST Group, the state s local universities and industry through the Defence Innovation Partnership. Work closely with the tertiary education sector to build international relationships and attract research and development funding. Create a fertile environment where Trusted Autonomous Systems can be developed and located by establishing an accredited training centre and test facility in South Australia. Support the commercialisation of technology from Cooperative Research Centres (CRCs). Attract CRCs to South Australia to support the state s strategic priorities. 5 DEFENCE STRATEGY 2030

SOUTH AUSTRALIA HAS RESEARCH AND DEVELOPMENT (R&D) EXPERTISE ACROSS MANY OF THE TECHNOLOGIES CRITICAL TO CURRENT AND FUTURE DEFENCE CAPABILITIES. DEFENCE SA PROVIDES EXCELLENT SUPPORT TO FOSTER COLLABORATION BETWEEN DEFENCE, INDUSTRY AND THE R&D COMMUNITY TO HELP DELIVER SOLUTIONS FOR THE MODERN WARFIGHTER. INVESTMENT ATTRACTION AND INDUSTRY DEVELOPMENT ADVOCACY AND SUPPORT The South Australian Government offers a strong and trusted voice, provides strategic advice and continues to raise the profile of the state s defence capabilities. The South Australian Government will: Advocate for maximum Australian industry content in upcoming defence projects to create a sustainable defence industry, and support the nation s sovereignty and self-reliance in key military capabilities. Advocate for unmanned aerial systems and special intelligence aircraft to be operated and sustained from RAAF Base Edinburgh. Support the expansion of the Edinburgh super-base. Support Defence utilisation of the Woomera Test Range through representation on the Woomera Prohibited Area Board. Advocate Defence to increase Army presence in niche capability areas in South Australia. Advocate to diversify the use of Cultana Training Area for combined arms experimentation training. Collaborate with and support Defence for its future infrastructure needs on behalf of the state. EXPORTS Increasing the Defence industry s export capability is a high priority for the South Australian Government. Defence SA, in conjunction with the Australian Government, supports a number of activities to grow defence exports for our SME community. We are building closer relationships with key regions, including South-East Asia, India and Europe, through international business missions, hosting inbound delegations and consular visits, while participating in major international trade shows such as Euronaval. INVESTMENT ATTRACTION AND INDUSTRY DEVELOPMENT (CONT) WORKFORCE DEVELOPMENT We are committed to developing a highly skilled workforce to support key defence projects in South Australia. These projects will provide opportunities for workers transitioning from other sectors and generate future jobs for young South Australians. Defence SA will actively engage with Defence and industry to develop policy and programs aimed at upskilling and expanding the existing workforce. The approval of over $89 billion in naval shipbuilding projects provides a welcome boost to jobs in the defence sector in South Australia. It will not only provide significant opportunities for the current workforce, but a challenging and rewarding career for our future workforce. INVESTMENT ATTRACTION The South Australian Government will identify private and government investment opportunities in Australian and international markets and will seek to attract these investments to Australia. We will ensure that the supply chains for naval shipbuilding projects and other land, air and cyber opportunities are mapped, and that action plans are implemented to attract supply chain companies to South Australia. GLOBAL SUPPLY CHAIN The South Australian Government will promote the importance of local supply chain involvement as part of a nation-wide approach to major defence programs across air, land and sea defence domains. THROUGH A HOLISTIC APPROACH TO ATTRACTING DEFENCE PRIMES AND MAJOR DEFENCE PROJECTS, DEFENCE SA IS PROVIDING OPPORTUNITIES FOR SOUTH AUSTRALIAN DEFENCE MANUFACTURING SMEs TO BE WELL POSITIONED TO SECURE MEDIUM TO LONG TERM CONTRACTS. THE DEFENCE SA ADVISORY BOARD IS COMMITTED TO ITS ROLE IN PROVIDING SOUND ADVICE AND PROMOTING SOUTH AUSTRALIA S STRONG CAPABILITIES ACROSS DEFENCE INDUSTRY, RESEARCH AND ACADEMIA. SOUTH AUSTRALIA IS COMMITTED TO SUPPORTING AUSTRALIA S STRONG DEFENCE FUTURE Defence SA is the South Australian Government s lead agency on all defence and space matters. The agency offers focused and responsive support to Defence and the defence industry to drive the growth of the sector in South Australia. Through the newly created South Australian Space Industry Centre, which sits within Defence SA, the South Australian Government is progressing its plans to develop a thriving space ecosystem by supporting local companies and increased international collaboration. Defence SA works collaboratively with the Defence Teaming Centre and other South Australian Government agencies such as Investment Attraction South Australia, the Department of State Development and the Office of the Industry Advocate to ensure investment funding, education and training, and research and development activities support the unique needs of the defence and space industries. The state s defence agency is underpinned by the Defence SA Advisory Board, which is comprised of accomplished Defence and academic representatives. Chaired by former Chief of Defence Force, Air Chief Marshal Sir Angus Houston AK AFC, the board provides a national voice and key advice to the Premier, Minister for Defence and Space Industries and the agency.
