Planning a) The following Planning applications have been received since the last meeting: 1 18/P/4314/FUL Conversion of existing outbuilding to create residential dwelling at Midgell Farm, Chelvey Road, Chelvey 2 18/P/4555/FUL Erection of a wooden frame classroom barn and 3no. additional polytunnels (to give 6no. polytunnels on site in total) at Five Acre Farm, Pit Lane, Backwell 3 18/P/4981/CQA Prior approval for the conversion of 2no. agricultural buildings to 2no. dwelling houses (use class C3) with operational development of replacement and new windows / doors, re-roofing of buildings and timber cladding. Removal of 2no. buildings at Land and buildings to the west of Brockley Lane, Brockley 4 18/P/5090/FUL Erection of agricultural building incorporating garage, store and workshop at High Glebe, Chelvey Batch 5 18/P/5118/OUT Outline planning application (with reserved matters details for some elements included and some elements reserved for subsequent approval) for the development of Bristol Airport to enable a throughput of 12 million terminal passengers in any 12 month calendar period, comprising: 2no. extensions to the terminal building and canopies over the forecourt of the main terminal building; erection of new east walkway and pier with vertical circulation cores and pre-board zones; 5m high acoustic timber fence; construction of a new service yard directly north of the western walkway; erection of a multi-storey car park north west of the terminal building with five levels providing approximately 2,150 spaces and wind turbines atop; enhancement to the internal road system including gyratory road with internal surface car parking and layout changes; enhancements to airside infrastructure including construction of new eastern taxiway link and taxiway widening (and fillets) to the southern edge of Taxiway GOLF; the year-round use of the existing Silver Zone car park extension (Phase 1) with associated permanent (fixed) lighting and CCTV; extension to the Silver Zone car park to provide approximately 2,700 spaces (Phase 2); improvements to the A38; operating within a rolling annualised cap of 4,000 night flights between the hours of 23:30 and 06:00 with no seasonal restrictions; revision to the operation of Stands 38 and 39; and landscaping and associated works at Bristol Airport, North Side Road, Felton no objection OBJECTION no objection Deadline for comment: 21/01/2019 Deadline for comment: 26/01/2019 b) Consents, refusals and enforcement cases 1. All matters reserved with the exception of the main site access point at Land North Of Youngwood Lane And East Of Netherton Wood Lane, Nailsea Basis of appeal: Applicant appealing against NSC failure to give notice of its decision within the appropriate period c) Grove Farm, Backwell - Included within the NS Local Plan 2036; BPC responded (see 7(b), above) d) Other - Bristol Airport: Planning application 18/P/5118/OUT submitted (see 9(a)5, above) Deadline for comment: 26 January 2019 Excerpt from e-mail received from Hilary Burn, PCAA on 21/12/2018: The PCAA will be submitting a detailed response to this application based on the major issues. It will be impossible to cover every issue. We will send round our response as soon as we can but there is an immense amount of work to do over a short period of time. It will be essential for you, once receiving the PCAA response, to comment very quickly and hopefully register your agreement (or comments) with Judith so that she can submit it to North Somerset Council. Lane intersection. - Multiple letters were sent to NSC following a Road Traffic Collision on the evening of 14 November 2018. d) Railway Bridge ANPR to monitor contraventions of weight limits - Link to BBC report circulated by Liz Lunn: BBC Railway Bridge report - Liz Lunn's comments: I think that this is exactly what we need for Chelvey bridge. Since the introduction of sat navs the number of heavy lorries has grown tremendously but since Station road introduced its 20 mph and speed bumps the number has increased still further. It is very difficult for everyone using Chelvey road having to cope with so many lorries and it can't be doing the bridge any good either. What do you think about us asking to have a similar number plate recognition system put in to enforce our bridge weight limit? I think it would be of tremendous benefit and might actually stop lorries from flouting the rule as they do at the moment. e) Litter, Waste and Recycling - f) Parish Maintenance & Footpaths - The worst sections of the network have been cleared. 11. Facilities at Brockley Church 12. Replacement of Parish Noticeboards The 50% deposit was paid following the last meeting and delivery of the noticeboard is awaited. 13. Finance a) Budget 2019/20 - Circulated with the agenda for discussion and agreement. b) Precept 2019/20 - The precept for the following year is to be decided in line with the budget as proposed in 13(a) - The figure of 4,500 shown in the budget is a suggestion only that, based on the expenditure included in the budget, would maintain a healthy reserve and would result in a negligible reduction of 0.05 per Band D equivalent household for the year. c) Receipts and Payments - Receipts since the last meeting: - - Payments since the last meeting: 200.87 Clerk's salary November 2018 200.87 Clerk's salary December 2018 70.00 Brian Whiteway (Chq. 000055 18/12/2018) 14.
