Apologies: Cllrs S Jones and D Camp. 18149) Code of Conduct - Councillors Declarations of Interest 18150) To approve the minutes of the previous meeting of the Council RESOLVED: The minutes of the meeting held on Monday 14 th November 2018, having been previously circulated, were signed by the Chairman as a true and correct record of that meeting... 18151) Any matters to be raised with the County Councillor. RESOLVED: Cllr N Rushton gave the Parish Council a brief update on the proposal of a new unitary authority in Leicestershire. Points raised were the savings, a reduction in CEO s and Councillors. Cllr Rushton advised the Parish Council Not to comment as yet and await the business case in early Spring. The last re organisation of local councils was 1974. The biggest unitary success is in Durham. The Parish Council stressed that they wished to be heard and involved in the process from the beginning.. Cllr Morris explained the Parish Council s dissatisfaction with the time and effort that it s taking to process the PSPO at the Church. Clerk to send details through to Cllr Rushton. 18152) Any matters to be raised with the District Councillor. 18153) Police Matters RESOLVED: All crimes can be found for the previous month by following this link https://www.police.uk/leicestershire/nn43/crime/ 18154) HS2 (a) The Parish Council to approve the draft HS2 response to the Working Environmental Statement consultation and agree to place the document on the website. - (Cllrs have information). RESOLVED: Cllr R Morris proposed the Parish Council approves the draft HS2 response to the Working Environmental Statement consultation and to agree to place the document on the website, Cllr D Keith seconded the motion, all present agreed. Cllr J Morrsion went through the headings of the report for the benefit of the public. The Clerk to send through the document to HS2, Kym Smith and NWLDC by 10 th December. Police involved. Concerns for the safeguarding of the Children. Mains and water supply going into it. Dangerous taped off. BOTHCA now no longer a group. Building beyond repair. Clerk in talks with School, LCC and Police. RESOLVED: The Clerk updated the Parish Council on the state of the Pavilion and information as above. The Clerk stated that the Parish Council had already visited the site in the summer and declared the building not fit for purpose and that it is in a state of disrepair. The School and Police have concerns for child safety and have advised the Community Association, as it was placed by them, however, at present LCC is looking into the legal situation as CA haven t taken the building down and the land that it s on is owned by LCC. Once the Parish Council has received notification of ownership it will pursue the relative authority to have the building made safe. Monday 3 rd December 2018 2
Unitary Authority SLCC extraordinary Meeting Simon Lawrence attended from LCC Major Project Manager CE Dept. Financial - Reduction in income to LCC - Increase demand on Council Services - Future sustainability of Local Government Modernisation - New structure fit for the future - Digital and commercial principles Influence - Simplified governance to strengthen Leicestershire role in East Mids. - Partnership across the East Mids to strengthen the regions national influence. Outline proposal 16 th Oct Stakeholder Engagement Phase. Public Consultation 2019 Summer. Submission to secretary of state if gets that far. The seven district authorities and 7 MPS do NOT support the unitary proposals. County Council Leader, Nick Rushton, said: I am disappointed that the Leicestershire MPs have come to these conclusions so early in this process. We have just started the conversation and it s too soon to draw the debate to a close. Devolution Framework in proposals. Even if do not agree with Unitary would be a great opportunity to put forward ideas for service delivery like HS2 report. Simon has said that his offer to attend Parish meetings remains open to any that wish to debate the issue of Unitary or the Devolution Framework at their Councils over the next few months. Slides and devolution report sent to Councillors. (b) To approve the budget for 2019/20 and confirm the precept requirements. - (Cllrs have information). RESOLVED: The members of the Council have received details and in principle are happy with the content, no questions were asked. This will be confirmed in the January meeting. (c) To confirm the content of the Parish Council newsletter and discuss the production and distribution. (Cllrs have information). RESOLVED: The Parish Council agreed the content of the newsletter. Cllr Keith to get a cost for the design and print and providing no more than 40 to go ahead. All leaflets will be delivered to each household separately. Cllrs will share out the delivery. (d) To agree to purchase two new parish notice boards in the next financial year. RESOLVED: The Parish Council agreed two notice boards with be purchased in the next financial year. (e) Cllr Morris to provide further information regarding the Public Space Protection Order for the Church. RESOLVED: Cllr Morris has read and digested the specific Act and believes the evidence already collected by the Parish Council meets the criteria without requiring having additional information on how the criminal/anti-social behaviour is personally affecting the members of the community. (a) Flooding - Cllr D Camp to provide a brief update of actions undertaken by The Flood Working Group since the last Parish Council meeting. RESOLVED: The Flood Wardens attended an event on 15th November at County Hall and as a result there will be some amended advice for Riparian owners to put on the web site. Breedon Quarry have confirmed that the store (old substation) is ok to use at any time. The Quarry are drafting up a license agreement for the Parish Council to use the building. (b) Cllr Camp to provide an update on the War Memorial Project. RESOLVED: Cllr Camp met with the contractors on 14th November and we have agreed that two days of extra repointing and gutter repairs are to be carried out. This will expend all monies saved on the original contract and will therefore leave us with a nil balance. LCC are happy with this. Works should have been done by now but the weather has hampered progress. The contractors need two consecutive dry days to complete the works. They are also providing us with budget quotations for the rebuilding of both the War Memorial and lock up for insurance purposes. These are currently outstanding. (c) Cllr Camp to provide an update on the progress at Breedon Play Area. RESOLVED: The grant applications are still running and awaiting outcome. Schoolscape's revised design and price adjustment is due any day. The safety issues reported by the School caretaker at the last meeting don't generally seem to affect the play area (or the Parish Council) with the exception of a few missing fence pales.
