Proposal for the Development of Bus Stops NATIONAL TRANSPORT COMMISSION Sri Lanka 2005
Objective Providing protection for passengers from extreme weather conditions like Sun, rain, wind, splash while waiting for buses.
Action Plan Target : Erecting 1,000 no of bus shelters throughout the country within 2005 Budgetary allocation : Rs.20,000 per shelter

Methodology Action Plan Identifying suitable locations for installing bus stops Bidding for the construction under the terms & conditions specified by NTC and any other condition imposed by the Provincial Transport Authority Selecting an appropriate design for bus stops according to the site conditions Construction of bus stops by selected contractors Handing over the bus stop for beneficiaries (PTA) for supervision and monitoring of maintenances work
Conditions of Contract Rs.20,000, (or 50% of the BOQ of the bus shelter construction cost) is paid to the contractor by NTC. Construction should be carried out under the supervision of NTC & relevant Transport Authority The contract will be for a period of not less than 2 years and not more than 3 years. Maintenance including Painting at least once a year Daily cleaning inside and vicinity of the shelter Illumination at night time will be a responsibility of the contractor After 3 years fresh contract will be drawn out based on competitive tendering.
Penalties & Termination of contract Construction of Bus stop should be started within 14 days & Finished within 30 days of the agreement. Delay will cost 2.5% of the value of the contract per week. Unnecessary delay to start construction work or any other unsatisfactory activities specially in maintenance will cause cessation of the contract Payments Half of the payment is done at the moment of signing of the agreement and half of the remainder is paid at the half of the contract period. Balance of the payment is paid at the end of contract period Receipts Amounts payable yearly from end of 1 st year.
Basis of Selection The contractor is selected as having: Agreement to satisfy the terms & conditions Maximum payment per year from end of 1 st year. This money will be for the PTA.
