KINGSLEY PARISH COUNCIL MINUTES OF THE MEETING OF KINGSLEY PARISH COUNCIL HELD IN THE KINGSLEY COMMUNITY CENTRE ON TUESDAY 17 th SEPTEMBER AT 7.30PM. Present: Councillor Crane (Chairman) Councillor Warburton (Vice Chairman) Councillor Griffiths Councillor Fletcher Councillor Riley Councillor Gwillim Councillor Jones In attendance Mrs.D.Woods (Parish Clerk) Councillor Oultram (Cheshire West & Chester Council) Simon Sherlock (Kingsley Transition Initiative) Prior to the main business of the evening Councillors were addressed by Chris Samuels and Ruth Stevens from the Emergency Planning Team on the subject of Community Resilience. Chris stated this was not to replace emergency services but to compliment them when major issues arise. Examples he gave were major fires, aviation incidents, motorway incidents, rail incidents, terrorism threats, animal disease, pandemic flu, severe weather and flooding. Local people who are prepared and able to respond effectively and recover quickly from emergencies is a fine example of successful community resilience. Chris highlighted the way forward by initially organizing a meeting with interested parties and perhaps appointing a community liaison officer to liaise with CWAC. The stages that would follow include: 1. ~Assessing the risk. 2. Using local knowledge to identify vulnerable people. 3. Community skills 4. Grant assistance 5. Legal issues 6. Identifying facilities eg. Community centre, schools etc. 7. Telephone Tree 8. Activating the plan 9. What action to take when plan activated 10. Practicing and Reviewing the plan 11. Parish & Town Council emergency plan 12. Local risk assessment and emergency co-ordination. It was noted that community resilience does not have to be Parish Council led and can be a representative body from the local area. 1 1
The Chairman thanked Chris and Ruth for all the information provided and said the Council would discuss this at the next meeting. The Chairman informed the meeting that a suggestion had been received to carry out a neighbourhood plan and to do a catalogue of listed buildings in the Kingsley area. Councillor Oultram referred to the following items: COMMUNITY GOVERNANCE REVIEW The report prepared by CWAC ready for the Community Governance Review Meeting on the 25 th September was discussed at length and the recommendations were noted by Council. Council expressed their disappointment that the residents of Catton Hall, Lady Heyes, Kingsley Green and Belleaire Farm had given initial indication that they wished to transfer to Frodsham. Council agreed they did not wish to make any further representation. LOCAL PLAN (PUBLICATION DRAFT) Councillor Oultram stated it was important that all Councillors read this document so that representations can be made before the closing date. It was noted this document was on the CWAC Web site. PARKING AT KINGSLEY COUNTY PRIMARY SCHOOL Councillor Oultram reported that as yet no firm action had been agreed but this was ongoing. 13/423 Report on Parish Plan Councillor Jones referred to the document she had prepared and stated that to date about 50% of the actions had been completed. 13/424 Playing Field Report. Councillor Fletcher reported that Northwich Town Council had cleared to top end of the playing field. It was felt that further work was necessary at a cost of 450.00. Council agreed to this expenditure. It was agreed to obtain quotations for a Tree Survey to be carried out on the playing field. ACTION Councillors Fletcher and Warburton. It was noted that Wicksteed had completed the play inspection and a report was awaited. 13/425 Cemetery Report Councillor Warburton reported there were no issues in relation to the Cemetery. 13/426 Footpaths, Traffic & Transport Report Councillor Griffiths stated he had received complaints about the grass verges on the highway not being cut earlier. 5 5
It was agreed that an article would be placed in the Kingsley News for volunteers to walk the footpaths so that an up to date Footpath Survey could be prepared. ACTION: Councillor Jones The report prepared by Councillor Moores on the possible installation of a solar powered speed limit sign on Brookside was discussed at length. It was noted that the Parish Council was likely to have to bear the cost at an estimated cost of 4/5k. It was agreed that Councillor Moores go ahead with CWAC to undertake their survey to determine whether they felt speeding was an issue at this location. Further action would depend on the result before any expenditure is agreed. ACTION: Councillor Moores 13/427 Village Enhancement Councillor Jones reported that the new noticeboard was now installed. The Planters recently planted were now looking good. The Benches still to be installed. ACTION; Councillor Cliff 13/428 Christmas Lights Councillor Jones referred to the Millenium Oak tree and the cost of illuminating same would cost 550.00 plus 700.00 for connecting to the street lighting system. Council agreed to this expenditure. 13/429 Kingsley Carnival 2014 The Chairman reported that unless there was a volunteer to spearhead this there would be no carnival in 2014. 13/430 Kingsley KU 17 Club Report Councillor Riley stated the group had now restarted after the summer break and he was pleased to report that three new Youth Workers had been engaged. 13/431 Website Report No report. 13/432 Correspondence Received Council noted receipt of the following correspondence: ` (a) Cheshire West & Chester Council 1.
