LEA & CLEVERTON PARISH COUNCIL 914 The Minutes of the Ordinary Meeting of Lea & Cleverton Parish Council held on Tuesday March 17 th 2015 in Lea Village Hall. The meeting commenced at 19:30 hours. This Ordinary Parish Council Meeting is called in accordance with the terms of LGA 1972 Sch. 12, Para 10(2) b. 042/15: Present: Cllrs. Members RESOLVED that Mr Suter be co-opted to fill the vacancy in Lea Ward. Cllr Suter signed his Acceptance of Office. 046/15: Public Questions: None. 047/15: Minutes: The minutes of the Parish Council Meeting held on Tuesday January 20th 2015 (Folio s 907/91) having been circulated was taken as a true and correct record. The Chairman signed the Minutes. 048/15: Neighbourhood Policing: PCSO Durry Maule reported on various criminal matters within the Neighbourhood Beat Area. The Police were pleased to see the repairs on the B4042 had been carried out. There were no further matters or questions raised. WC Budget Meeting: - Several points raised at the meeting were clarified. Judicial Review: Matter of Solar Farm under review. Letters had been incorrectly circulated. The matter of Cresswell Lane was raised and the various shortcomings were reported but responses had been inconclusive. Cllr Sturgis indicate that a Parishioner in Cleverton had contacted him regarding the same topic. He requested that in all future such matters that he should be copied in. 051/15: Finance: a) Budget/Cash Statement Committee Report: The report; which had been circulated was noted and approved. b) Financial Movement Report: Members approved the circulated report and having checked they approved the following items for payment: J Parmiter- Salary Feb and March 2015 466.10. (Cheque 000712 466.10). HMRC PAYE Jan/Feb/March 2015 185.20, (Cheque 000713 185.20); J Parmiter Expenses Jan/Feb/March 2015. 179.33. (Cheque 000714 179.33).CD Paint & Sundries for Playing Field 17.98. (Cheque 000715 17.98); Lea Village Hall MC Room Hire Sept 2014/Mar 2015 48.00. Additionally approved was the transfer of 45.00 from the Playing Current account to Parish Council current account in respect of the small works for the Tennis Court/Cricket Area included in the GM contract.. c) CM Transfers: The transfer of 900.00 from the Playing Field Current account to PF CM had taken place as had the withdrawal of 1,000.00 from PC CM to Parish Council current account. d) Fund Appeals: None 052/15: Planning Matters: a) Minutes: The Minutes of the Planning Committee meeting held on Tuesday February 24 th 2015. Sheet 3 916 052/15: Planning Matters: (Cont d) b) Planning applications 15/02322/FUL Beavers Cottage, Noah s Ark, Garsdon SN16 9NS Revision of 14/02988/FUL - Rear first floor & ground floor storey extensions to rear & side elevations. Members expressed the view that the footprint objection, as detailed in the previous response should firmer and that the Parish Council was wholly opposed to the proposal in its current form. 15/02338/PNCOU - Land off Cresswell Lane, Cleverton, Chippenham SN15 5BT. Prior approval for the COU of an agricultural building to a dwelling. (Class C3) Class MB, No response to this matter required. c) Enforcement: Land adjoining Littlecote. The Enforcement Officer was closely monitoring this situation. 053/15: Rights of Way: a) Right of Way: The Clerk reported that the broken stile at Rushcroft Close had been repaired by Wiltshire Council. Cllr Crockett had dealt with the Little Badminton Lane stile. There were no other issues raised. b) FP 11: Highways Act 1980 s119. Copy of the Order in respect of the Parish of Lea and Cleverton FP 11 (part) Diversion Order and Map Modification Order 2014 received. Pressure would be put on the Landowner to satisfy the requirement of the Rights of Way Warden and complete the marking out of the Footpath. c) Highways Act 1980 s 116 at Garsdon Mill. Notice is given regarding the stopping up of the Highway at Garsdon Mill. Application will be made at Swindon Magistrates Court. 054/15: External Meetings: a) MAB: No attendance at Malmesbury Area Board Jan 14 th 2015. b) Wilts County Finance Briefings: The Chairman and the Clerk had attended this meeting at Chippenham on January 26 th 2015. The Chairman reported on the topics raised and the various cuts which were being made by Wiltshire Council. 055/15: Queen Elizabeth II Diamond Jubilee Playing Field: a) JPFJMC Meeting: The Minutes of the meeting held on February 10 th 2015 had been circulated and were noted. It was CONFIRMED that the hedge and fence works referred to be carried in accordance with estimate.. b) Weekly Inspections: Various items regularly reported were noted. Tennis Court has holes in netting and side entrance gate latch. c) Ashludie Hedge: There was still some debris to be cleared from the Playing Field. Clearance of site had been delayed by the wet weather.. d) RoSPA Report: Items requiring attention had been extracted from the Report. A quotation had been obtained from Playdale. Members agreed that these works needed to be carried out to comply with the Health and Safety on the site. The Fund Raising Committee was being consulted regarding the funding of the works. 056/15: Highways: a) Flooding: Correspondence had been ongoing in respect of drainage problems. A meeting with the Principal Land Drainage Engineer has been arranged for March 19 th. b) Community Days: Meetings would be held as appropriate. c) Creswell Lane: Contact was in progress with the Wiltshire Council Highways. However no response has been received to date. Cllr Sturgis advised that in order to assist with such matters he should included in the circulation of correspondence. Clerk to progress. with the Highway Engineer (North). d) Crabmill Lane: Remedial works schedule shortly, no definite date yet advised.

Sheet 4 057/15: Allotments: a).condition of Plots: Cllr Gore reported that all plots were generally in good order b) Access to Cleverton Plot: The Clerk advised that Mr D Lewis had commented on the progress with this matter and had suggested that perhaps the Owner of Lovett Farm should check the registration of his land see if a deed of access could be added to allow access by the Parish Council across the adjacent field. Possible conflict of interests involved. Alternatively a Right of Way could be sought by the Parish Council. A further alternative would be the installation of gate from the C66. Clerk to investigate. c) Outstanding Rents: All rentals paid for 2015. d) Lea Allotments: Plot 1: A new tenant had been offered the Plot but had so far failed to take up the offer at this time and if they did it would be on trial basis for12 months. 058/15: Lea Village Hall: a) Cllr Isaac reported that all was proceeding well. No matters of concern. b) Village Annual General Meeting had been arranged for Tuesday May 5 th 2015 at 07.00 p.m. c) Hire of Hall; The VH Committee had agreed with effect from April 1 st 2015 that the Parish Council could use the Hall rent free, The offer was accepted with thanks by the Members. d) Solar Panels: The VH Committee were considering the installation of Solar Panels, Cllr Isaac requested that the Parish Clerk investigate the VAT aspect of the proposal. 059/15: Defibrillator: Mrs Sue Avent had volunteered to carry out the weekly checks. Mr Richard Schofield of Community Heartbeat Trust would be attending on April 28 th to familiarise those interested in the topic.. Lea Village Hall at 21.30 hours 060/15: ANNUAL PARISH MEETING: The date of May 5 th2015 immediately following the Village Hall Management Committee AGM at approx 08.00 p.m. 061/15: Emergency Planning: A notice seeking volunteers help from the Parishioners had been put in the current issue of the PCC Newsletter. 062/15: Best Kept Village Competition 2015: Members RESOLVED that we enter Lea village in the BKVC. Judging mid May to mid June. Notification of entry put in the PCC Newsletter and on website.. 063/15: Information matters only: a) Land Registry Lea Allotments: In hand. No progress reported b) Annual Risk assessments: These had been completed by the Chairman and the Clerk. Village Hall assessment was awaited. c) Rose &Crown: The Chairman advised Members that the Landlord was surrendering the tenancy and moving out at the end of August. 064/15: Date of next meeting: RESOLVED that the Annual Meeting of Lea & Cleverton Parish Council be held on Tuesday May 19th 2015 in Lea Village Hall.
