Angharad Jones welcomed everyone to the monthly meeting. Condolences were conveyed to Cllr Mair Jones on the recent passing-away of her brother-in-law. 2. PRESENT: Councillor Angharad Jones (Chairperson); Cllr Gareth Owen (Deputy-Chairperson); Cllr Clare Hughes; Cllr John Jones; Cllr Laura Jones; Cllr Mair Jones; Cllr Non Jones; Cllr Alun Price-Jones; Cllr Doug Rowbotham; Police Community Support Officer (PCSO) John Evans & County Cllr Ifan Lloyd- Davies. 3. APOLOGIES FOR ABSENCE, Cllr Wil Lewis. 4. POLICE MATTERS PCSO Evans, reported: 4.1 Anti-social harassment: there had been 3 incidents; car racing on Ffair Rhos mountain and two incidents involving social-media. 4.2 A disagreement had taken place between certain neighbours at Ffair Rhos during September. 4.3 Damage had been caused to Forestry machinery. 4.4 Hate Crime Awareness Month: Hate crime is a crime that happens to someone because of who they are. This includes: name calling; hitting and punching; being made fun of; bullying; being frightened by someone; having possessions stolen or damaged. Hate crime could happen to a person because of race; religion or belief; sexual orientation; how someone sees their gender; disability including learning disability, physical disability and mental health. The Police should be informed of any hate crime, this can be done by visiting the local police station or speaking to the local Police Officer or PCSO or phoning 101. Victim Support and local community support could be contacted- Freephone: 0300 30 31 982. Online: True Vision: You can tell the police about a hate crime at report-it.org.uk. Victim Support: www.reporthate.victimsupport.org.uk. Local support groups are also available. 4.5 Drug Situation: there were no current reports of the drug situation within the area. 4.6 It was asked, at what stage within an investigation, were members of the public informed of a crime. Police records are not part of the court system, and documents like arrest reports or crime/incident reports kept at police departments are not presumed to be open to the public, as court records are. 5. DECLARATION OF INTEREST: None Declared. 6. CONFIRMATION OF THE MEETING OF THE 20 th September 2018 It was PROPOSED (Cllr John Jones) SECONDED (Cllr Gareth Owen) and RESOLVED unanimously that the Minutes of the Meeting of the 20 th 1

September 2018, were correct and signed as a correct record by the Chairperson, Cllr Angharad Jones apart from one amendment: Minute 7.9.2:. John Morgan Should read John Jenkins. 7. MATTERS ARISING 7.1 Request for: Pedestrian bridge adjacent to the historical bridge of Pontrhydfendigaid: No communication received from Ceredigion County Council, since the site meeting of the 9 th February 2018 between Mr Igho Emeseh, Ceredigion CC and representatives of the Community Council. A pedestrian bridge adjacent to the present bridge and the release of land for that purpose had been discussed. Another reminder had been sent to Ceredigion CC: awaiting a reply. 7.2 Request to install pavement adjacent to the Bus-Shelter at Penrhiw, Ffair Rhos: Cllr Clare Hughes had also drawn Mr Igho Emeseh s, attention to the request to install a pavement adjacent to the Bus-Shelter at Penrhiw, during the site meeting appertaining to the main bridge of the Village, of the 9 th February 2018. The occupants of Penrhiw had agreed to donate a parcel of land for this purpose. Further developments are awaited. 7.3 Standing Orders of the Community Council: attention was assigned to the Standing Orders, in part, during the previous meeting. In abeyance until the next meeting. 7.4 Pantyfedwen Play Area Inspection Rospa 2018: A Rospa Play Inspection had taken place in June 2018. AGREED: Cllr Doug Rowbotham to assign further attention to the document. Cllr Clare Hughes will arrange the repair of the railings and attempt to source grants for equipment, suitable for teenagers. 7.5 Plaque: Diamond Jubilee of Her Majesty Elizabeth 11: adjacent to the Oak Tree: It was reported that Mr Bennett was executing this task (bilingual). 7.6 Cleaning and Refurbishment of the War Memorial, Ponthrydfendigaid: the quote to restore the Memorial to display standard from Kieran Elliott had been considered at a previous meeting 3,548.32 (not VAT registered). Elliott Ryder Conservation restored the monument, eight years ago. Cllr Mair Jones had contacted James Memorials Ltd, as arranged during the previous meeting, to ask for a quote to clean all exisiting gold leaf etc from engraved inscriptions on the Cenotaph and to refurbish the whole War Memorial, before the Remembrance Sunday Service of the 11th November 2018. A delegation of the Community Council had accepted the Quote submitted by James Memorials Ltd after the last monthly meeting of the 20th September viz 1,995 + VAT; James Memorials Ltd had been notified and had commenced work. Elliott Ryder Conservation expressed disquiet in relation to the longterm effects of presently using sodium-hypochlorite, to clean the Memorial. Certain Cllrs had addressed this concern with Mr Elliott. It was agreed for Cllrs to assess the work undertaken by James Memorials and to inform the Committee of concerns, where appropriate. 2

7.7 Remembrance Service 11.11.2018 at the Bont War Memorial at 10.30am to mark the centenary of the end of WW1. 7.7.1 Cllr John Jones and Cllr Ifan Davies had met Rev. Aled Lewis to discuss the format of the Service. The order of the Service will be circulated before hand. (Cllr John Jones) 7.7.2 Mr John Jenkins, Lledrod had agreed to execute the role of Bugler, once again, this year. 7.7.3 The Clerk had contacted orgnisations within the Village to ask whether a representative from each organisation wished to lay a wreath. Cllr John Jones will undertake the role of Marshal on the day and will order wreaths on behalf of organisations. 7.7.4 Bont School - the choir will participate during the Service. 7.7.5 Certain Community Cllrs will contribute during the Service. 7.8 Communication from Mr Haydn Lewis, Ceredigion County Council, during the previous meeting sought further information regarding the public footpath, which used to run through an area of land known as Glan-yr-Afon. It had been agreed for some Cllrs to visit the area in question, during the summer, to glean further information. No Developments to report. 7.9 It was reported during a previous meeting that bikes/vehicles travelled at excessive speed through the Village. It was unanimously agreed to purchase a sign to encourage people to drive carefully through the Village. Prices to be sought. 7.10 Cllr Clare Hughes had been approached by certain Young People of the Village to enquire whether a parcel of land, within the Village could be utilised for biking purposes. Presently, no such area exists within the Village and the main road was deemed unsafe. The land could also lend itself as a recreational area for children. The matter had been discussed at the extraordinary meeting of the community council, of Monday 25 th June 2018 at 8pm at the Pantyfedwen Hall. Letters had been sent to the Bont Football Club, Bont Pavilion Committee and the Pantyfedwen Hall Committee. Bont Pavilion Committee sought further clarification e.g. re the insurance; who would be responsible for maintaining the parcel of land and opening closing gates. The Hall Committee wished to be notified of all developments. Awaiting a reply from the Bont Football Club. 7.11 Stiles: on the footpath leading from the School to Ffair Rhos: 3 stiles are in need of attention, as highlighted by Mrs N Jones during the AGM of Ystrad Fflur Community Council. The matter has been reported to Mr Haydn Lewis, Ceredigion CC. Also, to enquire in relation to last year s request viz, 4 stiles to run through the Caravan Park; Lôn Dywyll x1 stile; Tynrhos to Tanrhydiau x1 stile. No response received to date. 7.12 A bench positioned opposite 12/13 Maesydderwen is in need of repair. An Estimate of 200 was received to build and fit a wooden bench, as the present bench was deemed to be in a state of disrepair. To supply and fit a plastic bench - 400. It was initially proposed to accept the Quote of 400 but it was later withdrawn when it was enquired whether a bench could also be positioned adjacent to the War Memorial. County Cllr Ifan Lloyd- Davies to assign attention to the matter. 3

7.13 Hole adjacent to Bottle Bank: to investigate the situation before the next meeting. 8. CORRESPONDENCE 8.1 Prohibition of parking in Bridge Street and Abbey Road Junction; from Ceredigion County Council (CCC). A site meeting, between a delegation of the Community Council and Mr Tom Delph-Januirek CCC had taken place on Tuesday 25 th September 2018; it had been agreed to accept the Proposals put forward by Ceredigion County Council and to inform the individual who had presented the letter, objecting to the Order: Ceredigion County Council (Prohibition and Restriction of Waiting and Loading and Unloading (any time)) Order 2018 CE58- F23 between Talwrn/ Strata House and Capel Rhydfendigaid on the west side of Bridge Street, and Teifi View/Islwyn on its eastern side. The person in question would be advised to contact the Hall Committee, to find out whether parking provision could be provided within the Hall grounds. The property and other properties in the area had no parking provision at present. 8.2 Independent Remuneration Panel Draft Annual Report 2019/20 has now been published for consultation and is available on its website through the related link IndependentRemunerationPanelforWalesDraftAnnualReport February2019 Section 13 relates specifically to Community and Town Council. Comments to be submitted by the 27 th November 2018 IRPMailbox@gov.wales. 8.3 Other Correspondence: For Information Only. 9. FINANCE. 9.1 Clerk s Pay 155.07. 9.2 HMRC 38.76. 9.3 Green Grant- Ceredigion County Council: invoices have been forwarded to Ceredigion CC. 9.4 Grant Thornton: Notice of Conclusion of Audit 2017-18. Comments were noted. 9.5 Independent Remuneration Panel For Wales: it is necessary to inform the Independent Remuneration Panel for Wales of allowances received by members of the Community Council during the last financial year and to publish this information on the Community Council s website. Also, should members not wish to receive allowances, they should inform the Proper Officer of the Council (Cllrs Laura Jones, Mair Jones, Angharad Price Jones and Alun Price Jones have stated that they do not wish to receive the annual allowance of 150). 1. By the 30th September 2018 it will be necessary to publish Year End accounts on-line even if not finalised by the External Auditor. 2. Payments to Cllrs- need to publish a list of payments to Cllrs on the Website by the 30th September 2018 and send the same list to the Independent Remuneration Panel Wales, even if no payments were made. 9.6 Grant Thornton: External Audit 2018 270.90 (inc VAT) 4

Business Current Account a/c after all October 2018 payments have been made 4,734.90 (not including refurbishment work concerning the War Memorial). 2,380.23 is expected as the final Precept payment via Ceredigion CC on the 31.10.2018. Approximately 5,000 remaining (after War Memorial payment) to cover November, December 2018 and January, February and March 2018. 10. PLANNING 10.1 Ceredigion County Council: Development Control Committee: Agenda and Minutes of a recent Meeting. 10.2 Planning Application: A180919: Location: Tan y Ffordd, Ffair Rhos, Ystrad Meurig. Proposal: Single Storey Extension to side and balcony. Applicant: Martin Glew. Observations of the Community Council: No Objections. 11. AOB 11.1 Cllr Alun Price-Jones asked whether a Commemorative Bench could be positioned in close proximity to the War Memorial, Pontrhydfendigaid. It was RESOLVED find out whether it would be possible to purchase 2 benches (one to be located at Maesydderwen and the other by the War Memorial) by the Remembrance Sunday Service of the 11 th November 2018. (County Cllr Ifan Lloyd Davies). 11.2 Cllr Rowbotham enquired in relation to Tregaron Swimming Pool, which had closed its doors. The running costs of the pool had been high. It was reported that Trustees had assumed responsibility for the Tregaron Leisure Club. Ceredigion CC is currently undertaking a review of leisure provision within the County to include Tregaron Swimming Pool. 11.3 It was conveyed that the Rally scheduled for the 11 th Nov 2018 within Pontrhydfendigaid had arranged an interval of silence between 10.50-11.10am as a mark of respect for the Fallen in War. 11.4 Come Dancing Event to raise funds for the Ysgol Feithrin will take place on the 1 st December 2018. Certain Cllrs will participate. The meeting was adjourned at 9.10pm. 12.
