Police surgeries had been arranged for July and August, details of which had been posted on the parish notice boards and website. Residents are urged to be vigilant as lead theft is currently on the increase. 46 Minutes Parish Council Meeting (9 th June 2016) - The minutes of the Parish Council Meeting held on Thursday 9th June 2016 were accepted as a true record of what took place and were duly signed by the Chairman. 47 Matters Arising from Minutes Minute 28 (6) - Lovel Developments (Yorkshire) Ltd had offered members a tour of the new Spire building on Lowfield Road on the evening of Thursday 21 st July. Members were grateful for the offer but as the original request was to view the housing development, members did not wish to take it up. The show homes can be viewed anytime they are open. Minute 28 (12c) - Photographs of the repaired wall on Wilson Street car park were circulated, the Clerk was asked to write to the Officers at E.R.Y.C. thanking them for such an excellent job. Minute 32c - The Clerk had been in contact with Garton Heritage Forge to discuss the possibility of them designing a village sign for Anlaby and Anlaby Common. Further discussion required on receipt of design. Minute 33 - E.R.Y.C. Environmental Services reported that they believe the land which may have Japanese Knotweed growing on it is privately owned and as such E.R.Y.C. has no authority over the land. It was agreed to ask E.R.Y.C. Environmental Services to visit the site to establish ownership of the land. 48 Co-option to fill (Anlaby Ward) vacant position on the Parish Council - After discussion, Marcel Khan was officially co-opted onto the Parish Council with immediate effect. The Chairman welcomed the new Councillor to the meeting. Cllr. Khan completed and signed her Declaration of Acceptance of Office as Councillor form and agreed to adopt the Code of Conduct for Parish and Town Councils. A Register of Members Pecuniary and Non-Pecuniary Interests form was completed. The Clerk gave Cllr. Update on Wilson Street Development It was reported that the planning application to erect nine dwellings at the site of 27 Wilson Street, had been approved by the E.R.Y.C. In the absence of Cllr. McLeod, the Clerk read out an email which she had received from him. It was noted that the sum agreed for section 106 is 30.010 which must be used by E.R.Y.C. within five miles of the development site. It was agreed to discuss commuted sums at the September meeting. 52 Update from Working Groups a) Community Events Best Kept Front Garden Competition 2016 - Cllr. Braithwaite reminded members that the deadline for nominations is Thursday 21 st July. Final judging will take place on Monday 25 th July, weather permitting. National Garden gift voucher prizes agreed 30 first prize, 20 second prize. Festive Lighting - A site meeting is to be arranged with the street lighting officer from E.R.Y.C. to discuss the possibility of installing a further thirteen festive lights on street lighting columns along Hull Road. Holly and berry decorations cost 288.75 each, brackets 17.50 each and supply and installation of control boxes 278.00 each. It was agreed that funds are available for the purchase of thirteen lights and associated equipment, once approval is received from E.R.Y.C. to use the columns. Cllr. Llewellyn-Jones asked members to consider the possibility of asking the local school children to make colourful pom-poms for displaying on the tree on the roundabout at Anlaby Common during the festive period. It was agreed to start up a dialogue with Mrs Cherry at Anlaby Primary School. Action: FB b) Environment Anlaby Common - Dog walkers and children had been seen on the common. Following the shooting of a horse, the owners had been seen on the common checking the horses daily. Cllr. Llewellyn-Jones was asked to provide the Clerk with some wording for the Parish Council website and future newsletter about the tethering of the horses on the common. Action: AL-J Cllr. Llewellyn-Jones agreed to speak to the owner of the horses about the removal of the rubbish on the common and provide the Clerk with some words for the Parish Council website about fly-tipping. Action: AL-J c) Safety, Street Scene and Facilities Lighting Delius Close - The Clerk was asked to contact the Street Lighting department at E.R.Y.C. for a quote to provide a lighting column at the top of Delius Close. After numerous complaints, work had commenced to cut back the Spire owned hedge near the mini roundabout on Lowfield Road/Beverley Road, Anlaby. d) Communication Summer Newsletter - Cllr. McLeod was thanked for his hard work producing the summer newsletter. The Clerk had received several comments from residents which were duly read out. Page 3
e) Administration - The Clerk was asked to organise I.D. badges for Councillors who do not already have them. 53 Anlaby House Grounds - Approval was given for Cllr. Almond to spend up to the value of 200 (including installation) on bird boxes, E.R.Y.C. had approved the installation of boxes in the grounds. The refurbishment of the seat in the grounds is ongoing, the nettles around the seat had been removed. E.R.Y.C. had reported that unfortunately this is now their busiest time of year and therefore would not be able to remove the ivy debris imminently, along Beverley Road, as requested by the Parish Council some months ago. It was agreed that the Clerk write to the Officer in charge asking for permission for the Parish Council to arrange for the work to be done. 54 Haltemprice Play Park - Nothing to report. 55 Campaign for extension of Car Park, Hull Road, Anlaby - Works are scheduled to take place in the third or fourth week of August. 56 Haltemprice Regeneration - Production of the glossy leaflet is ongoing. 57 E.R.Y.C. Issues Neighbourhood Planning Lessons Learnt Event - Cllrs. McLeod and Wood agreed to attend the event at County Hall Beverley on Wednesday 20 th July on behalf of the Parish Council.
