MAELOR SOUTH COMMUNITY COUNCIL Minutes of the meeting held on Tuesday, 1 st November 7:30p.m. at Madras VA Primary School, Penley Present: Cllr. J. Blanchard, Cllr. P. Jones, Cllr. Mrs. W. Sime, Cllr. Mrs. R. Coathupe-Fox, Cllr. Mrs. R. Bettis, PCSO Lynne Maurice, Mrs. L. Houston (Clerk) Apologies: Cllr. J. Gurr, (family commitment) Cllr. Ms. D. Kettle,(previous engagement) Cllr. G. Williams, (work commitment). 1. Declarations of interest. There were none. 2. Minutes of the last meeting. The minutes were agreed to be a true record of the meeting and were duly signed by the Vice-Chairman. 3. Matters arising. Item 5: A letter sent to Cllr. David Bithell, member for transport has been acknowledged, but as yet no full reply has been received. Item 7: The clerk thanked all councillors who had sent in their acceptance of the new Code of Conduct and requested that any outstanding could be sent by email. Item 10a) A request has been sent to WCBC to remove signs left in Ellesmere Lane following roadworks. Item 10b) A further request sent to Highways regarding a new sign for Cadney Lane. Item 17: Following request from the Governing Body of Madras School for 25 per meeting, it has been established that the Rainbow Centre is available for 5 per meeting. The Village Hall Committee has been approached for a price and availability, but as yet no response has been received. 4. Police report. The police report was received. Theft of tools from a shed in Penley- security advice given. Ongoing ASB issue in Penley. Suspicious male in area trying to sell genertors. 5. County Council matters. No report was received. 6. Open Forum. One member of the community attended. Concerns were discussed regarding the 146 bus service, which is unreliable. There have also been breakdowns and collisions. Mr. Ken Skates AM is working on behalf of residents to ensure that ISO 9001 procedures are adhered to. Wrexham County Borough Council are held accountable for this service. The 30,000 from Morris Homes for a playground was discussed. The community would like to be consulted regarding the site and design of a playground. It was
agreed that the Clerk would contact Lawrence Isted to ask for information about the current position of this project. 7. Penley Playground. Cllr. Coathupe-Fox reported that grant applications had been successful for a total of 25,000. Further applications will be made to Awards4All and Bags of Help. Concern was expressed that Wrexham County Borough Council could potentially waste a sizeable portion of the 30,000 from Morris Homes on consultation and planning costs, leaving little for equipment. 8. Website. The revised Code of Conduct has been placed on the website bilingually. 9. Streetscene a) Penley The fencing that has been erected opposite Smithy Cottage, Penley, was discussed. Due to its height, planning permission was probably not necessary. Clerk to follow up the order, placed approximately 18 months ago, for a sign directing traffic to Welshampton via Hampton Wood Lane from Grange Road. A fence near to the Broken Bridge play area is broken. This probably belongs to the land which forms part of Penley Industrial Estate. b) Bettisfield The hedge at the Old Post Office site has been cut. Cllr. Blanchard has contacted Welsh Government to report that Roden Brook, which forms part of the drainage system through the village to reach the Moss, is overgrown. 10. Planning i) Applications: P2016/0983 - Removal of lower limbs of an oak tree growing over a house in Henka Road, Penley. There were no objections. Pre-planning application consultation: 13 houses at Big Green Farm, Penley. Councillors felt that this was too many houses for the space available. It was agreed that the Community Council would not object to the development, with the proviso that the builder would donate 40,000 to increase capacity at Madras School and also 10,000 to provide additional play equipment. Planning permission for change of use to Unit 38 on Penley Industrial Estate has not been sought. Clerk to establish whether this is necessary. ii) Decisions No decisions to report.
11. Village Projects a) Penley 1 peppercorn rent for the Broken Bridge play space has not been paid as the lease has not yet been returned. The land where the Morris Homes Marketing Suite was sited was discussed. This is being maintained by contractors until Wrexham County Borough Council has adopted the site. Clerk to find out whether this has happened. It was felt this would make an attractive public space once the roads and public space on Penmere Park have been adopted. b) Bettisfield. It was agreed that a bench to replace the Millennium Bench in the churchyard will be ordered. 12. Meetings attended by Councillors. Cllr. Mrs. Sime has attended a Wrexham LAG meeting. Cllr. Correspondence. Item Letter from WCBC regarding funding of May 2017 election. Request from WCBC to contribute financially towards Youth Service plan Training programme offered by Chirk Community Council. Request for donation from Wrexham Miners Association Request for donation from Llangollen International Eisteddfod Action Money in place. To be raised in December when precept is discussed. It was decided not to make a contribution. All agreed to wait until this was mandatory, when it is assumed WCBC will offer training. Deferred until March meeting Deferred until March meeting
16. Councillor vacancies in Penley and Bettisfield. Penley: Mr. George Aza had expressed interest in the vacancy. It was decided to defer until December meeting as he was unable to attend this meeting. Bettisfield: No applicants have come forward. Agreed to re-advertise. Community Council Governor for Madras School: Cllr. Williams wished to relinquish this position due to work commitments. Cllr. Mrs. Bettis agreed to fill this role. Unanimously agreed. 17. Any Other Business. The list of Planter owners in Penley was revised. Dog fouling is a problem in Penley. Clerk to request a bin from Wrexham County Borough Council, to be sited near to the bus stop. There being no other business, the meeting closed at 9.55p.m.
