Agenda Item 2 MEETING OF DUNDRUM AREA COMMITTEE 22 OCTOBER 2012 Repair of footpath at Broadford Lawn Question: Councillor P. Hand To ask the Manager to repair the footpath outside (address supplied) where the Water Department were working and have the tarmacadam removed and replaced with concrete? Reply: Following completion of water mains rehabilitation works in this area in 2010, it was established that there was some problems being encountered with pressure in the mains. This has resulted in the necessity to carry out a number of openings for repair works and these have been temporarily reinstated. In these circumstances and following a request from the Waste & Water Services Section, the Transportation will prioritise the permanent reinstatement of these openings. Agenda Item 3 MEETING OF DUNDRUM AREA COMMITTEE 22 OCTOBER 2012 Resurfacing of road outside Arbourfield shops Mulvey Park Question: Councillor P. Hand To ask the Manager to have the area outside Arbourfield shops, Mulvey Park resurfaced as it is in very bad condition? Reply: Following the receipt of representations regarding the condition of surfaces in this area, some temporary repairs have been carried out recently as resources permitted. If a full re-surfacing job is to be contemplated, it will be necessary to establish the following:- (1) the precise extent of the area that is in charge of the County Council and (2) consider the location for inclusion in the Roads Programme 2013 2016 in order to secure the necessary funding required to carry out this work from the Restoration Maintenance Grant. Hand To ask the Manager to have the broken kerbing repaired on Farmhill Road opposite Lynams shop? Reply: A section of kerbing has been damaged adjacent to the shops on Farmhill Road. This section of kerbing will be repaired in conjunction with the permanent reinstatement of some temporary repairs on footpaths following excavations carried out for repairs to the water supply network." Agenda Item 5 MEETING OF DUNDRUM AREA COMMITTEE 22 OCTOBER 2012 Sealing Off the Sloping Area Under the LUAS Bridge at Taney Junction Question: Councillor P. Hand To ask the Manager to have the sloped area under the LUAS bridge at Taney junction sealed off as there is an element of anti social behaviour? Reply: It is considered that the area being described is part of the Bridge structure and is therefore the responsibility of the Railway Procurement Agency (RPA). A letter will be issued to the RPA advising them of the request to have the area sealed off. A letter will also be issued to Dundrum Garda Station regarding the anti-social behaviour issue. Hand To ask the Manager to have the footpaths repaired on Ludford Drive beside the green area that runs along side the River Slang? Reply: There are no funds currently available to carry out extensive footpath works at this location at present. Having regard to the level of footfall along this pathway, its replacement with a kerb and the re-instatement of the grassed area is being considered. Agenda Item 8 MEETING OF DUNDRUM AREA COMMITTEE 22 OCTOBER 2012 Signs and signals on N11 Question: Councillor R. Humphreys To ask the Manager to report on the outcome of the survey of signs and signals on the N11? Reply: The Traffic Section has appointed a Consultant who is currently undertaking a safety review of all the junctions on the N11 Dual Carriageway. A survey of existing signage and traffic signals will form part of this review. In the meantime, the u-turn facilities on the N11, at the Galloping Green and at Booterstown Avenue, have already been altered so that they are synchronised with the signalised pedestrian crossings and traffic lights at these locations. An application for funding, under the 2013 AIP Schemes, has been applied for to signalise the u-turn facility at Foxrock Church. Contact: Padraig Watters, Senior Executive Engineer, Traffic Section. Agenda Item 10 MEETING OF DUNDRUM AREA COMMITTEE 22 OCTOBER 2012 Old Bray Road Cornelscourt Parking Issues Question: Councillor R. Humphreys To ask the Manager for his response to complaints regarding parking issues on the Old Bray Road Cornelscourt in the vicinity of the shops? Reply: A draft proposal for the introduction Pay & Display (P&D) parking controls on Old Bray Road Cornelscourt in the vicinity of the shops and at The Mart was discussed with the owner/occupier of the main retail premises at this location in 2010. This proposal was not accepted. Transportation is required to consider its policy on the introduction of P&D schemes into residential areas because of financial constraints and introduce schemes in areas that are commercially viable for the Council with the objective of becoming self-financing. The Transportation Department in introducing P&D in residential areas is committed to introducing all day parking and it is not proposed to amend the parking periods as set out in the proposal presented in 2010. It should be noted that at this time there are a number of areas requesting the introduction of P&D and in considering the introduction of P&D all areas must be assessed individually for prioritisation in line with the objects set out. McCarthy To ask the Manager to please cut back the overhanging briars, coming through the railings on Enniskerry Road in front of Aikens Village (overgrowth is coming from the Council owned site)? Reply: It will be necessary to gain access to the site in order to cut back the vegetation satisfactorily. The Road Maintenance Section will pursue the gaining of access to the site with the Property Management Section with a view to getting this work done as soon as possible. McCarthy To ask the Manager to please install Double Yellow Lines at the top of Glencairn Road (10 metre stretch) as previously requested by the residents? Reply: A request for an extension of the existing double yellow lines on Glencairn Road was agreed at a joint Gardaí/Traffic Section Meeting. Following the meeting, an instruction was issued to the Council s Road Marking Contractor to install the agreed road markings. It should be noted that there may be a time lag between the instruction and the installation of the road markings due to unavailability of access to the area because of parked cars and also work is weather dependent. Saul "To ask the Manager to take into public charge the laneway between the Old Dublin Road, Stillorgan and Woodlands Drive?" Reply: The Transportation Department is currently examining the position regarding the different laneways between the Old Dublin Road and Woodlands Drive with a view to establishing which laneways, if any, are in charge of the County Council. If it is decided that any laneways are to taken in charge in this area, the criteria set out in Section 11 of the Roads Act, 1993 must be considered Section 11(b)(ii). This would include consideration of the financial implications for the authority of the proposed declaration and would have to include the cost of bringing an area up to the required standard before taking in charge could be finalised. An estimate of the cost of such works will be prepared as part of the examination of the laneways as referred to above. Flooding Report Transportation Department October 2012 Dundrum, Stillorgan and Glencullen / Sandyford Ward Areas Introduction Further to severe flooding events in October 2011, DLRCC s Drainage Section has investigated areas where flood relief works can be carried out. There are some locations where Drainage have exhausted possible solutions within their remit and have requested that Transportation assist with a number of flooding locations (approx 50), to find alternative solutions. Hereunder are itemised the flooding locations within the Dundrum Area Committee, covering the Wards of Dundrum, Stillorgan and Glencullen / Sandyford, It is strongly advised that the proposed works may not solve the flooding issues entirely and that it is recommended that householders and businesses procure, and implement, their own flood protection measures. Proposals By-pass or other improvements to the culvert capacity required under Kilgobbin Road. This is the long term solution and outside the remit of Roads Maintenance, and may be carried out with future improvements to Kilgobbin Road. Road are investigating ownership of lands in questions. Location 40 Willowbank Apartments Area: 3 Ward: Dundrum Description There is the potential for runoff water which does not get away into gullies on Sandyford Road may enter the property at Willowbank Apartments and flow down towards the buildings. The ground floor level of the apartments are near to the outside ground level and therefore any water rise within the grounds will pose a flood risk to the properties. There are no channels within the property to direct flood water to the adjacent River Slang. Proposals Entry ramp completed September 2012 to prevent waters entering from road side. It is clear that works could be carried out within the grounds to protect the property. There is no protection if the levels of the River Slang rise above Ground Floor level. Proposals The low lying position of the property would imply that the onus is on the property owner to protect against flooding, by maintaining adequate protection in the form of berms or channels to divert the water away from the dwelling. Alleviating the issues with the main drainage is outside the remit of Roads Maintenance. Proposals On investigation, it was discovered that the gulleys were in fact connected to an old uncharted surface water pipe, which was in poor repair and blocked. Remedial works were carried out including for the replacement of 20m pipe at 5m depth, and 2 new deep manholes, and ancillary works. Richmond That the Manager prunes back and removes the rubbish and garden trimmings from the hedgerows that line the Southern side of Brehon Field Road. Report: The garden waste appears to be coming over the walls of houses which back onto this road, we will have the waste collected and the Environment Section will distribute flyers with a cover letter in the area, outlining the illegal nature of disposing of garden waste in this way, the fines applicable and the contact number to report this activity to. Agenda Item 33 MEETING OF DUNDRUM AREA COMMITTEE 22 OCTOBER 2012 Installation of Sorting Lanes along Ballinteer Road Motion: Councillor L. McCarthy That the Manager would please install safe sorting lanes along Ballinteer Road for Clonlea, College Park and Delbrook Park in the interest of public safety. Report: The Traffic Section are currently preparing a design to modify and upgrade the existing road markings and signage on the Wyckham Way from the junction at Ballinteer Avenue, including the roundabout at the entrance to Dundrum Shopping Centre. It is the intention that following the completion of this work, Ballinteer Road from the junction at Ballinteer Avenue to the junction with Brehonfield Road will be reviewed and surveyed by the Traffic Section. Arising from this survey a design will be prepared to address the traffic issues identified. However, this work is unlikely to be completed in the current year due to lack of resources. Agenda Item 34 MEETING OF DUNDRUM AREA COMMITTEE 22 OCTOBER 2012 New Barrier System at Entrance to Meadowbrook Leisure Centre Motion: Councillor P. Hand That the Manager in the interest of safety erects a new barrier system at the entrance to Meadowbrook Leisure Centre and take steps to slow traffic on Ludford Drive, Ludford Road, Acorn Road and Beech Drive. Report: The car park at the dlr Leisure Services Meadowbrook is used by a variety of users including the leisure centre, church goers, Dundrum Athletic FC home and visitor s teams and parents dropping and collection school children. The control barrier since their installation have been constantly vandalised and the centre management endeavour to source a new robust system The Barrier control system erected by DLR Leisure Services has been constantly vandalised, however the Centre Management are endeavouring to source a more robust system. In the meanwhile, the Council s Road Safety Engineer recently erected flashing Schoolchildren Crossing signage on all three approach roads to the central car parks and school area. Traffic Calming on the surrounding road network will be undertaken under the Prioritisation List of Traffic Calming Schemes when funding and resources become available.
