CHAIRMAN S ANNUAL REPORT: Butlers Close, Badgers Run, Butts Green are just some of the things that this council has dealt within the last year. After concerns were raised about issues in Butlers Close we had a couple of meetings with Aster, HCC, Test Valley and the police. Parking will be an issue as there is no space to expand so we ask car owners to park within the white lines. If you park on the road, please do not block the driveways of the houses or on the grass area between the pavement and the road. The road has been re-surfaced but as you can see highways are responsible for part, Aster for the car parking area and Test Valley for the grass between the road and pavement. We have had an offer of planters along with compost and summer bedding plants, 12 people have taken up the offer to adopt these and these will be in place mid may, so this should add some colour during the summer months. The road and drain repairs at Badgers Run is almost complete with one more phase to bring this to an end. This time we have been told that there is no need to shut the road, but traffic lights will be in place during this work. The lengths man scheme was well used, Tote Hill area which has had a lot of work done has improved the outlook. He has cleared a footpath around the Tote Hill end, carried out work at the School, Village Hall and the Parish Room. He will trim the hedge between Butlers and the Oval twice a year. Our thanks to Jane for taking the lead and If anybody can think of jobs around the parish to improve an area, please let us know Now that the Borough Local Plan has been approved by TVBC we arranged for extra training for the whole council along with members from East Dean and East Tytherley. We shall re-visit our village Plan, and look at producing a Village Design Statement. The Neighbourhood Plan is a mini version of the TVBC Local Plan but the cost of this is between 40,000 to 70,000. Lockerley, East Dean and Mottisfont attended a joint training meeting from Test Valley on these plans at the parish room. It goes to show that we have a good relationship with our neighbouring parishes and we can work together. The green in Oval Road has been registered as a village green, a long process but we got there in the end. Nothing seems to be easy, a lot of paper work but with the help from Gerry and his team we made it. The foot bridge over the river Dun has been closed to walkers until its repaired, but people are still using it. Please be careful you do so at your own risk. Butts Green has always been in the forefront of our meetings, some people think that the parish Council has a magic wand that can be waved and the problems will be solved. We are here to represent everyone in the parish this includes households as well as businesses. One suggestion is to pass a bye law banning commercial vehicles from the green, but it s easier to say than to do. We have to come up with a plan that is legal, practical and enforceable, this plan has to be with the support of the Highways department and the reasons why we want have this bye law, it then goes to the Secretary of State for their department to give it a seal of approval. We have so far got Highways to agree installing single white line both side of the road from the junction towards the School with parking restrictions. We have a meeting this week to change the priority at the garage junction. we are seeking legal advice so we don t leave ourselves open to complaints or court proceedings. Any plan has to be mindful of the volume of cars from the school and the village hall. Mandy resigned from the council and we thank her for time. Nobody came forward as a replacement so we shall stay with 6 members, but if you feel you have something to offer and are willing to put in some time and effort please let us know. We have some groups and volunteers in the parish that needs thanking, Lockerley Community Security Committee, another year free from illegal camping. Lockerley Greens Preservation Society for the large amount of help with Oval Road Green and Butts Green. Our litter pickers and to Stephanie Nestor for keeping our Parish Room clean and tidy, so to you all thank you. Turning to our County Councillor, Andrew thank you for your help and support To our Borough Councillor, Ian I did say a year ago that who every takes over from Neville has a big pair of shoes to fill, please can you attend more of our meetings. Plans for the coming year include Butts Green bye law with a parking area; The Queen s Birthday celebrations; Village Plan and the Village Design Statement; Implementing any new rules and regulations; Working with our neighbouring councils more closely Thank you to the other councillors for the hard work involved, to Sue for keeping us up to date and making sure we are doing things legally. And last but not least you the Parishioners that turn up to every meeting whatever the weather Thank You All POLICE ANNAUL REPORT: PCSO Jo Cole confirmed that she would only be able to attend future parish council meetings if she was on duty, however by signing up to the Hampshire Constabulary website alert system we could keep up to date with crime reports. In the past 12 months 11 dwelling burglaries were reported in the rural areas, but none in Lockerley. Crime rates are down generally. Within Lockerley, the crimes reported in the past 12 months include a) damage to car tyres on the garage forecourt, b) theft of scrap stolen from a skip, c) damage to the post box on Butts Green caused by a vehicle, d) a moped was stolen from Butts Green.
